PHILADELPHIA/BALTIMORE/WASHINGTON LABORERS’ DISTRICT COUNCIL ENDORSES ROBERT WHITE FOR DC’s DELEGATE TO THE
UNITED STATES HOUSE OF REPRESENTATIVES

FOR IMMEDIATE RELEASE
March 6, 2026
Contact: Julio Palomo ([email protected])

Washington, DC —Today, the Philadelphia/Baltimore/Washington Laborers’ District Council (PBWLDC), an affiliate of the Laborers' International Union of North America (LiUNA), announced its endorsement of Robert White as the District of Columbia’s Delegate to the United States House of Representatives.

Robert White is currently serving his third term as a DC councilmember at-large.“Throughout his career as a public servant, Robert has demonstrated that his values align with those of LiUNA members,“ said Julio Palomo, President and Assistant Business Manager of the Philadelphia/Baltimore/Washington Laborers’ District Council. “We know that Robert will be able to hit the ground running representing the District in the United States House of Representatives.”

Immediately prior to his election to the DC City Council, Robert White served as the Director of Community Outreach for the DC Office of the Attorney General. Prior to that, from 2008 to 2014, he was Legislative Council to the District’s Congresswoman Eleanor Holmes Norton.

“Robert’s record speaks for itself,” said Palomo. Earlier this year, Councilmember White publicly called on the Commanders ownership team to include a project labor agreement on the RFK Campus’s commercial development parcels. He also voted in favor of striking the Project Labor Agreements Amendment Act of 2025 from B26-265, the Fiscal Year 2026 Budget Support Act of 2025. The language, supported by DC Mayor Muriel Bowser, would have eliminated the District’s PLA policy on projects initially budgeted between 2026 and 2031. In 2024, Councilmember White voted in favor of B25-469, Revised Project Labor Agreement Cost Threshold Amendment Act of 2023, which lowered the District’s PLA threshold from $75 million to $50 million. The bill became law on September 13, 2024.

Across the Philadelphia-Baltimore-Washington region, the PBWLDC seeks to endorse and support candidates for elected office who align with the values of our members. Today’s endorsement of Robert White as District of Columbia Delegate to the United States House of Representatives is part of that effort.
