The City of Rhinelander has upgraded its online payment
processing from Payment Services Network (PSN) to Community Connect, a secure and convenient online platform designed to give you more control over your utility account.

PSN will be discontinued as of Aug 31, 2026. PSN utility account users were sent an email on Aug 13 stating their utility account had been linked to the Community Connect portal and to finish creating their account.

Here’s what you can expect:
● Instant Payments – Payments are processed right away.
● Bill History – View and print previous bills and see usage history in graph form.
● Account Management – View all your accounts in one place.
● Pay without an account – Use the Pay as Guest feature to pay without creating an account
● Secure Online Payments – Pay your bills from anywhere and set up auto-pay for added peace of mind and convenience.

The Rhinelander Community Connect portal can be used by anyone with or without a utility account. Currently, payments for Water Utility and city Invoices and building permits are accepted.

We are working to expand the portals capabilities and it will eventually be able to accept online payments for most City related fees and permits.

To sign up and explore the new Community Connect portal click the link below.

The City has recently been alerted of additional scam attempts, this time from the email address of "planning.rhinelanderwi..com".
Multiple municipalities in Wisconsin have been targeted with this type of scam. As far as we know, nobody from our community has fallen for this scam.

Please remember:

1) Check the email address- all City of Rhinelander communications will come from accounts ending in .us

2) The city will never ask for payment via wire transfer.

3) Alert the City Clerk's Office or the Rhinelander Police Department of any scam attempts.

Associate Appraisal Consultants (AAC) Begins Property Evaluations in the City

Assessors from Associated Appraisals will begin knocking on doors and leaving green door hangers on the main doors of City of Rhinelander properties starting today, Aug 17, 2026. They will continue assessing properties in-person through the end of October.

Safety is a concern taken seriously. If you’re concerned about safety during an inspection, please know that AAC takes several precautions before entering your home.

1) All property owners received written notice of this revaluation between Aug 7 and 10.
2) The AAC logo is clearly shown on their white vehicles, the apparel their team wears and their name tags.
3) AAC team members will identify themselves as working on assessments for the City of Rhinelander when they arrive at the properties. They will also carry written identification from us.

Property owners don’t have to speak with assessors or allow them onto or into properties, but it’s usually to the property owner’s advantage to ensure the most complete assessment. Talking with assessors when requested and allowing them to view the property will ensure that they are using current and complete information when making a valuation.

AAC is the largest mass appraisal firm in WI, and our site contains helpful information as well as the ability to search for properties and assessment rolls.
