The Virginia Police Benevolent Association and the Police Benevolent Foundation are asking for financial assistance for the family of Deputy Logan Reece Utt.

On May 29th, at approximately 9:26 p.m., the Carroll County Sheriff’s Office received a welfare check request by a family member for an address on Fancy Gap Highway.

Deputies were dispatched to the address and upon arrival at the residence contact was made by two deputies with a male subject. This subject opened fire on them. The deputies returned fire. During the exchange of gunfire, Deputy Utt suffered fatal injuries. The other deputy was struck in his ballistic vest and survived the shooting. The suspect fled the scene and was later captured.

Deputy Utt began his career with the Carroll County Sheriff’s Office in 2023, after serving in the military. Deputy Utt is survived by his wife and two children.

Carroll County Sheriff Kevin A. Kemp said, “Deputy Utt was a devoted husband, loving father, cherished family member, friend and respected member of the law enforcement family.” He added, “his service, courage, and dedication will not be forgotten.”

Hearing about a LEO being killed in the line of duty is always extremely difficult for those who wear a star or a shield. We are all too familiar with the consequences. A department is shaken to its core, a community suffers the loss of one of its best, and a family is left grief-stricken, suffering an unimaginable loss. We can only pray that God wraps the loved ones and colleagues of the Carroll County Deputies in His arms, providing them some semblance of comfort and peace during this time.

We encourage our community to continue to pray for the law enforcement officers still pursuing the perpetrator. May God steady their hands and hearts, protecting them as they seek his apprehension.

Amanda absolutely hates to be in the limelight; however, she deserves all the recognition she can get for this monumental achievement. Attaining Master Assessor in the world of VLEPSC is a great honor. It comes through years of hard work, determination, and the recognition of your service by your peers. Without Amanda, accreditation wouldn’t be possible for our police department, and we would venture to say that there are many law enforcement agencies throughout the commonwealth that owe her a tremendous debt of gratitude for her relentless support and pursuit of creating successful agencies through the accreditation process. She made them better. Amanda, we are all very grateful for your service, and, needless to say, we are extraordinarily proud of you.

Yesterday we had the absolute pleasure of minting a new Investigator and Patrol Sergeant at RPD. Noah Brown who’s been with the department since 2022 will now serve as a Criminal Investigator. He’s been a steady presence on our streets as a Patrol Sergeant and shown a tremendous aptitude for investigations. We’re sure his skills will translate well into his new role.

Sergeant Seth Freeman has served our community for three years as a Patrol Officer and will take over Brown’s night shift duties as a shift supervisor. Sergeant Freeman also serves our community in a dual role as a Police Paramedic, where he’s skills have already saved lives! He represents the best and brightest of our department and we’re excited to see him grow in his new leadership position.

We also celebrated the accomplishment of Sergeant Hutchinson on his recent graduation from Liberty University with his bachelor’s degree. Tyler has been instrumental in developing new initiatives and programs for our department and serves as our community liaison for our growing Neighborhood Watch. Please keep your eye out for future dates and join him.

We are experiencing power outages in the Purcell Road and Brickyard areas of town. Crews are on site and will be working to restore power. Please be cautious when traveling in these areas and give our electrical workers the due care they deserve as they work hard in these difficult conditions.

Richlands Police Department’s K9 Moose has received donation of body armor.


Richlands Police Department, VA - K9 Moose has received a bullet and stab protective vest thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. K9 Moose’s vest was sponsored by The Smith Family of Medina, OH and embroidered with the sentiment “Born to Love-Trained to Serve-Loyal Always”.



Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and National Institute of Justice (NIJ) certified. Since its inception, Vested Interest in K9s, Inc. has provided over 6,513 vests valued at $6.9 million to K9s in all 50 states, made possible by both private and corporate donations.



The program is open to U.S. dogs at least 20 months old and actively employed and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United States.



Vested Interest in K9s, Inc., accepts tax-deductible contributions in any amount, while a single donation of $1,050will sponsor one vest.
