I had the following exchange with Ms. Louise Dinsmore, Chairwoman of the Chariho School Committee.

At the March 10th, 2026 school committee meeting, you stated that you have “guard rails” for the $750,000 of proposed cuts for that evening’s motion. Later, on the Richmond Republican Town Committee Facebook, you stated you have “5-pages” of proposed cuts. At this time, none of your “guard rails” or the “5-pages” of proposed cuts have been made public. The only statements you have made are simply that the budget is too high.
You need to make this information public. All voters, parents and taxpayers deserve to know what the consequences of voting “yes” or “no” to the budget question are. While it might serve your political interest to keep these cuts secret, the lives of students and families will be impacted. This is not an acceptable situation for those individuals you represent. If your proposed cuts are not published by 12:00pm on Thursday March 26th, I will assume that you have no cuts to propose and were misleading the public at the previous school committee meeting as well as your followers on the RRTC private group.
It is my intention to make this letter public as well. I believe it is your duty to respond if you are concerned with the future of this town and school district.

Please feel free to publish my response wherever you'd like.
As you are the President of the Richmond Community Alliance, an organization that touts civil dialogue - your dialogue is anything but civil and you are a poor representation of this community organization as represented by demanding tone and "threat" to make this email public by a certain date and time. Your email is highly unprofessional and inappropriate.
The Superintendent saw my notes of proposed budget cuts. I was sitting right next to her. The fact of the matter is, the FY27 school budget is coming in front of the voters on April 7th. My proposed cuts are a moot point now. I don't respond to demands or threats from you or anyone else for that matter. I recommend that you as the President of the Richmond Community Alliance practice what you preach in promoting civility and a "neighborly" spirit. Isn't that what your first promotional postcard mailer to Richmond residents stated as the values of your Alliance?
What I will say is the Richmond Town Administrator contacted me not once but twice expressing her strong concern that Richmond cannot sustain a $1.252 million impact as a result of this FY27 school budget. That's the figure Richmond will pay to Chariho over what they paid last year.
Moreover, you spouted off incorrect figures about the catastrophic impact to Richmond at the Town Finance Committee meeting last week, as a result of this school budget increase. You Chair that Committee and didn't have the correct figures. And to add to that, Richmond's proposed FY27 Town Budget will increase by a projected $700,000 in spending from an $8.1 million budget to an $8.8 million budget. That's an 8.64% projected increase if my math is correct. So it's apparent that you believe the taxpayers can sustain an unprecedented tax increase between the town budget and school budget, but I'm less optimistic. The writing is on the wall. Richmond taxpayers should brace themselves for what's ahead in the very near future.
I believe that Chariho should be supported in a way that balances student needs so they can achieve to the best of their potential - but there has to be a balance. There are those in our community who don't aspire to finding a balance where we can support our students and be mindful of what our town's taxpayers can bear.
If the Community Alliance was truly non-partisan, then do the community the service of publishing on your social media and by sending a postcard to the Richmond voters what the true impact will be to the Richmond taxpayers as a result of the proposed FY27 budget.

Quick Takes–Town Council Meeting 9/2/2025

1/ Interim Town Administrator Erin Liese gave an update on the RIDEM Recreation Development Grant 2026 Program. The Town did not receive 2nd round of Congressional Grant funding for pickleball site work, playground fencing and engineering. Erin suggested that the Town apply for a grant through RIDEM that would require matching funds. 5-0 to pursue.

2/ Wellness Committee Chair Pamela Rohland provided an update on activities related to the formation of a “Village Common” and shared a flyer created by the committee to explain the concept to the public. She shared that the Wellness Committee now has nine members, including the five original members.

3/ Council accepted the resignation of Summer Camp Director Katelyn Kressler. 5-0.

4/ Economic Development Commission Chair Gary Parker asked permission for EDC to give copies of Ocean Community Chamber of Commerce benefits to Town Staff and Boards. 5-0.

5/ Public Forum included a request from Louise Dinsmore, speaking as Chair of the School Committee, for the Town to advertise upcoming meetings to discuss the 5-year plan for schools. Dates are September 16 at 7:30pm at CMS and September 29 at 5:30pm at Richmond Elementary; resident Dave Bengston informed the public about an upcoming non-partisan Health Care Forum to be held at Richmond Carolina Fire Station on September 17 at 7pm.

6/ Following a lengthy discussion about the Town Charter and the creation of new town departments and/or restructuring it was decided that the Town Solicitor will investigate and report on this at the next Council meeting.

Quick Takes–Town Council Meeting 8/19/2025

1/ Council granted Outdoor Entertainment license (5-0) to Hot Air Balloon Management for their event on September 12-13 at the Washington County Fairgrounds.

2/ Unanimously approved amendment to the Zoning Ordinance Map regarding 4 Richmond Townhouse Road, changing designation from Residential (R-2) to Public and Governmental (PUB). Also approved (5-0) amendments to the Code of Ordinances re: “Recycling and Solid Waste Disposal – Tipping Fees” (to charge $110 per ton) and re: “Materials Accepted” (to charge for yard waste to cover town costs, consistent with other towns).

3/ Unanimously approved the reappointments of William Day to the Emergency Management Agency, Justin Price to the Zoning Board of Review First Alternate, and Nicholas Solitro to the Zoning Board of Review.

4/ Interim Town Administrator Erin Liese report highlights:

a/ Council discussed next steps regarding hiring a judge for Municipal Court. Town staff including the solicitor will review applications and will submit up to 3 names for Council to review and consider, with a recommendation on who to hire. Council approved process 5-0.

b/ Council authorized (5-0) agreement with RI DOT for Rhode Restore Grant application ($133,509 match) and approved Town staff’s recommendation of three projects, including Wilbur Hill, as the priority for the Rhode Restore funds.

c/ Council discussed the Interim Town Administrator’s requests for restructuring and improvement via three motions approved unanimously: 1/ rearrange Finance Department and name Finance Director Andrews as Department Head of Tax Assessments, Tax Collections, and Finance; 2/ relocate a couple of offices within Town Hall, including adding window/paint the former mailroom to increase office space; 3/ solicit bids to get an estimate on what it would cost to relocate and install handicap door for accessibility. In addition, Council approved (5-0) the request to restructure Building, Zoning, and Planning and to appoint Zoning Official Jordan as Director of Building and Zoning.

d/ Council authorized a Pop-up Farmer’s Market during the Richmond Fall Festival (October 19), organized by Richmond Rec Director and Commission. (4-0, Palmisciano recused).

5/ Per Councilor Madnick’s request, Council discussed the Superior Court Orders regarding The Preserve Tax appeals – Madnick shared with the public the compromises both parties made to come to mutually beneficial agreement. See meeting link below at 1:53:10 for summary details. Part of this agreement includes no more appeals for at least nine years.

6/ Report from Councilor Palmisciano on the status update of the Town Administrator Search Committee. Accepting applications, first round and interview process will be mid fall, hope to have final candidates submitted to Council by the second meeting in October.

This process is allowed by the town charter. The town council heard criticisms after the first budget referendum and made appropriate adjustments.

This process demonstrates functioning and reasonable government.
