The Department of Housing and Community Development’s (DHCD) Office of Broadband continues to celebrate the Commonwealth’s leaders in broadband expansion. Building on Part One of From Unserved to Connected, this installment highlights Shenandoah, Pittsylvania, Southampton, and Prince Edward counties, whose progress and partnerships have driven some of the Commonwealth’s most significant broadband expansion efforts.*

Together, localities participating in the Virginia Telecommunication Initiative (VATI) helped connect more than 230,000 previously unserved locations between 2022 and 2025.

*Location data is sourced from the FCC Broadband Serviceable Location Fabric and reflects locations connected between December 2022 and December 2025.

This year DHCD marks 50 years of the Weatherization Assistance Program, and Rebecca is why we do this work.

Thanks to DHCD and weatherization providers PCCA Weatherization and J&J Weatherization, her home received:
⭐ Attic insulation
⭐ Duct sealing
⭐ A new heat pump
⭐ A bathroom ventilation fan
⭐ A new water heater that doesn’t leak

"I am loving my heat pump,” she said. “It’s saving me a lot on my light bill. It heats very good in the winter and cools great."

Governor Abigail Spanberger announced recommendations for 19 projects and letters of intent for 3 additional projects, totaling $8.4 million through the 2026 Virginia Appalachian Regional Commission (ARC) program.

The investments will support infrastructure improvements, job creation, small-business development, downtown revitalization, and workforce development across Southwest Virginia.

“The 2026 awardees represent some of the most innovative and high-value proposals we’ve seen,” said Tamarah Holmes, Ph.D., DHCD Director. “Our team works closely with applicants to ensure projects are strong, strategic, and responsive to regional needs.”

For many rural communities, broadband access helps address longstanding healthcare challenges, including provider shortages, long distances to care, and limited access to resources.

As the Commonwealth advances broadband expansion and rural healthcare initiatives, communities will gain new opportunities to connect with providers, health resources, and care closer to home. Additionally, the Department of Medical Assistance Services (DMAS) was awarded $189.5M of Rural Health Transformation Program funding to improve healthcare for rural communities. Together, these efforts are building a stronger foundation for the future of rural health across the Commonwealth.
