HIT AND RUN INVESTIGATION SUSPENDED

RIDGECREST, CA - On October 26, 2024, officers from the Ridgecrest Police Department responded to a report of a person down in the roadway near the intersection of West Las Flores Avenue and North Florence Street. Upon arrival, officers located a deceased female in the roadway. The female was later identified as Cecelia “CeeCee” Toussaint, a 15-year-old resident of Trona.

Detectives immediately responded to the scene and began an extensive investigation into the circumstances surrounding Toussaint’s death. Based upon the physical evidence located at the scene, investigators determined it was unlikely Toussaint had been struck while standing. Evidence instead suggested she had been struck by a vehicle while lying in the roadway. Detectives then focused on determining how and why she came to be in the street.

Investigators located surveillance footage from a distant camera system in the area. The footage appeared to show Toussaint walking southbound from a nearby apartment complex. She continued walking until she disappeared from view in a darkened area near a local church. She was not observed again until discovered by the two reporting parties. Detectives found no obvious indication from the footage that Toussaint was in any distress...

One Suspect Arrested for Lottery Ticket Theft, Need Help Locating Second Suspect

SUSPECT(S):
Lambert, Joshua Markeal-19-year-old male from Mojave, CA (IN-CUSTODY)
PC 460(b) – Burglary
PC 487(a) – Grand Theft
PC 490.4(a)(1) – Organized retail theft
PC 182(a)(1) – Conspiracy to commit crime
White, Jordan Xavier – 23 -year-old male from Mojave, CA (NOT IN-CUSTODY)

SUMMARY OF CASE:
On September 7, 2025, at approximately 8:00 PM, RPD Officers responded to Sam’s Place (829 W. Inyokern Rd) regarding the lottery scratcher display case being stolen. Officers obtained surveillance footage and additional evidence. Based on the surveillance footage, it was determined two suspects entered the store and worked together to steal the lottery scratcher case off the counter. It was determined that over $5,000 dollars’ worth of lottery scratchers were stolen during the theft. Detectives assumed the investigation and were able to identify the suspects as Joshua Lambert and Jordan White. Detectives obtained Ramey Warrants (Pre-Complaint warrants) for Lambert and White.

On 04/30/2026, RPD was notified Lambert had been arrested by the California City Police Department after a vehicle pursuit. A RPD Detective responded and obtained a statement from Lambert and he was subsequently booked by California City Police Department.

We are requesting the public’s help in locating White. White is described as being 6’5”, 300 pounds, with black hair and brown eyes. White possibly travels between Lancaster, CA and Mojave, CA. Photographs of White have been attached to this press release.
