🌳 Progress Continues on the Main & Cherry Parking & Mixed Use Redevelopment Project 🌳

As part of the Town of Rising Sun’s ongoing “Main Street Jumpstart – Demolition Blight Removal & Redevelopment Project,” we continue taking important steps toward the rebirth and revitalization of our downtown area — right here at the Crossroads of History.

The Town recently issued a formal Request for Proposals (RFP) seeking bids for the demolition of three long-vacant and deteriorated downtown structures. We are currently awaiting the submission and review of those bids, with demolition activities anticipated to begin around the week of July 13th.

In the meantime, crews have begun removing a very large and hazardous tree located adjacent to — and partially growing into — one of the structures scheduled for demolition. The tree had become a significant safety concern due to its condition, proximity to the buildings, and overhanging limbs extending across the properties.

Removing the tree now helps:
• Improve site safety
• Provide better access for demolition equipment
• Reduce risk to adjacent structures and workers
• Streamline and accelerate the upcoming demolition process

This project represents another important step in removing long-standing blight, improving safety, and preparing these properties for future redevelopment opportunities that will benefit the community for years to come.

🚧 STREET PAVING NOTICE – WEEK OF APRIL 21–24 🚧

The Town of Rising Sun will be completing street paving work next week. Please plan accordingly for temporary parking and traffic disruptions.

⚠️ NO SIDE STREET PARKING DURING PAVING

🗓 Tentative Schedule:
Tuesday (April 21):
• Mount Street – from Pogue Avenue to Keppels Mill

Wednesday & Thursday (April 22–23):
• Spring House Court
• Meadow Valley Drive
• Meadow Court

Friday (April 24):
• Walnut Street – from 15 N. Walnut Street to N. Queen Street

Please move vehicles off affected streets during paving operations to avoid delays and ensure crews can complete the work efficiently.

🌩️ How the Town Receives Severe Weather Information

Many residents ask how the Town receives weather updates and how we prepare for potential storms. I wanted to take a moment to explain how that process works behind the scenes.

During significant weather events, the Town Administrator and the Chief of Police participate in regular emergency management briefings coordinated through the Maryland Department of Emergency Management (MDEM) and the Cecil County Department of Emergency Services.

These briefings can occur days in advance or when unexpected events happen.

These briefings bring key stake holders from the Cecil County regions, including:

• Local municipalities
• EMS and Fire departments
• Law enforcement agencies
• The Cecil County Health Department
• Cecil County Public Works
• Maryland State Highway Administration
• Regional hospitals such as Christiana Care
• Numerous other key community outreach and social services partners

The purpose of these coordination calls is to ensure that everyone is working from the same real-time information.

During the briefings, agencies share:

• Weather forecasts and potential impacts
• Areas or communities that may be vulnerable
• Available equipment, personnel, and emergency resources
• Any concerns that could affect public safety or infrastructure

Depending on the type of weather event, these briefings typically occur between one and four times each day, with email updates provided in between as conditions evolve.

This coordination allows the Town and our regional partners to stay informed, prepare resources in advance, and respond quickly if conditions worsen.

As conditions evolve, and if they can impact our community, we meet with the Mayor to update him on conditions and response preparedness, while also keeping the elected body abreast of our efforts and secure permissions to take extraordinary steps if needed to mitigate any hazards or concerns to our community.

We will continue to share important updates with the community as information becomes available.

🌪️ TORNADO WATCH ISSUED FOR OUR AREA UNTIL 7 PM TONIGHT

The National Weather Service has issued a Tornado Watch that includes the Town of Rising Sun.

A Tornado Watch means that weather conditions are favorable for the development of tornadoes and severe thunderstorms. It does not mean a tornado has been observed, but residents should remain alert and prepared in case conditions worsen.

What Residents Should Do

• Stay weather aware and monitor local forecasts and alerts.

• Ensure your mobile phone emergency alerts are enabled.

• Identify a safe place in your home where you could quickly shelter if a Tornado Warning is issued (basement or interior room on the lowest floor).

• Secure outdoor items that could be blown around by strong winds.

• Make sure flashlights, weather radios, and phones are charged.

IF A TORNADO WARNING IS ISSUED

A warning means a tornado has been sighted or detected by radar, and residents should take shelter immediately in a basement or interior room away from windows.

We will continue to monitor weather conditions and will provide updates if necessary.

🚧 Water Main Break Update – 8:10 PM 1/29/26
Mount Street between Main Street and Pearl Street

Good news!

Crews have fixed the leak. They’re gradually turning water back on, clearing air from the system, and finishing up by filling the hole.

As a reminder, you may notice brown or cloudy water when you first turn on your tap—this is normal. Let it run a few minutes, and it will clear up.

I also want to thank our Police Department and Chief Peterson for staying with the crews while they worked in the travel lanes, and keeping everyone safe!

Once again, and as always, we deeply appreciate the patience of our residents during these frustrating times.

🚧 Water Main Break Update – 6:12 PM 1/29/26
Mount Street between Main Street and Pearl Street

The good news: crews have located the leak, and it’s accessible.

They should be able to cut out the broken pipe and repair it quickly.

However, in this older system, several lines converge in the area, and they’ve been struggling with valving to stop the flow, so they can work safely.

Unfortunately, they had to close additional valves on Pearl Street, resulting in water now being shut off for properties between Town Hall and Mount Street along Pearl.

Once they get the water stopped, they’ll be able to work safely, and we’ll update once repair timelines are clear.

🚧 Water Main Break Update – 5:00 PM 1/29/26
Mount Street between Main Street and Pearl Street

Our Public Works crews continue working to pinpoint the exact location of the water main leak within this older section of the system. This area includes both a 4" water line and a separate 6" water line, which has made isolating the break more complex.

At this time, crews believe the leak is associated with the 4" line. To assist with identifying the exact break location and preparing for repairs, water service to the 4" line has been temporarily shut off. However, we are still determining whether all homes in the affected area are connected to the 4" line or if some are served by the 6" line.

What we know right now:

The water interruption is expected to be isolated to the properties on Mount Street between Main Street and Pearl Street

The exact location of the break is still being confirmed

We do not yet have an estimated timeframe for restoration of service

Once the break is fully isolated, crews will be able to better assess repair time

We understand how disruptive water outages can be and appreciate your patience as crews work carefully to minimize impacts and complete repairs as quickly and safely as possible. We will provide additional updates as more information becomes available.

We’ve just been alerted to a water main leak at the corner of Mount Street and Main Street near Ace Hardware. Our crews are on-site now, actively assessing the source and extent of the issue.
