Job Description
District Clerk/Bookkeeper/Technician/Part Time
The purpose of this part time position is to provide assistance to the Conservation District and to the Natural Resource Conservation Service personnel of the Coke Field Office. This position is governed by the policies established by the District and by the fiscal operations guidelines of the Texas State Soil and Water Conservation Board (TSSWCD).
DUTIES:
Attend monthly meetings, special meetings and other functions of the District Board as directed.
Record accurate notes of business transacted by the District during board meetings and prepares minutes of the proceedings to be considered for entering into the official record at the following month's meeting.
Maintain accurate records and files of all District financial activities and other business as appropriate.
Prepare checks on both State Fund and Trust Fund accounts and reconcile bank statements and account balances.
Maintain records of other financial accounts of the District.
Prepare all reports and forms required by TSSWCB or NRCS as requested.
Report to the District board the status of all accounts and of any other business requiring attention.
Prepare and file with TSSWCB an annual financial statement for the fiscal year September 1 through August 31.
Conduct the annual poster contest for the District. This includes purchasing poster supplies, providing contestants with the annual poster theme through presentations at area schools, collecting the entries and organizing the judging of the posters. Also includes purchasing awards for winners and making presentations of the awards. A full report of these activities shall be a part of official record of District Business.
Inspect Flood Control structures, working with Kickapoo WCID and TCEQ to file Emergency Action Plans.
Assist NRCS in the preparation of entries for the Conservation Awards Program as needed.
Assist in the preparation of the Annual Report of the SWCD.
Perform other duties as assigned.
The hours of this position are flexible and determined by the District Board. Any additional work hours needed to complete job duties shall be approved by the District Board prior to hours worked.
This position is directly responsible to the Board of Directors of the SWCD.
