On Monday evening, the Rochelle Park Office of Emergency Management conducted a functional Tabletop Exercise (TTX) focused on large public gatherings and special event incidents consistent with those anticipated during the FIFA World Cup 2026 and the Nation's 250th Anniversary Celebrations.
The exercise was attended by representatives from the Rochelle Park Police Department, Rochelle Park Fire Department, Department of Public Works, Community Emergency Response Team (CERT), and Hackensack University Medical Center. Participants worked through a series of realistic and evolving scenarios designed to test municipal preparedness, interagency coordination, and operational decision-making. Throughout the exercise, Rochelle Park’s Incident Action Plan (IAP) was reviewed, evaluated, and refined to address the various challenges presented.
The exercise evaluated the following objectives:
Evaluate Unified Command and multi-agency coordination during a rapidly escalating special event incident.
Assess crowd management, traffic control, and evacuation procedures for large public gatherings.
Evaluate information sharing and intelligence coordination related to suspicious activity, human trafficking indicators, and potential extremist behavior.
Test public safety response capabilities involving civil unrest, alcohol-related incidents, and spontaneous crowd disturbances.
Assess emergency communications interoperability among law enforcement, fire services, EMS, OEM, venue security, and partner agencies.
Evaluate fire and life safety response procedures during a reported smoke or fire condition within an overcrowded venue.
Examine municipal capabilities to manage simultaneous incidents involving large residential gatherings occurring concurrently with a primary special event.
Assess public information coordination, rumor control, and social media monitoring during a high-profile incident.
Evaluate resource management, mutual aid coordination, and operational sustainability during prolonged operations.
Identify operational strengths, capability gaps, and areas requiring improvement to enhance preparedness for future large-scale public events.
The exercise successfully facilitated discussion among participating agencies and provided valuable insight into the municipality's preparedness posture. The findings and recommendations developed during the exercise will be incorporated into ongoing planning efforts to ensure Rochelle Park remains prepared to effectively respond to both sanctioned and unsanctioned events associated with the FIFA World Cup and the Nation's 250th Anniversary celebrations.
