In 2001, a group of educators working on a statewide education initiative were reassigned to roles outside the scope of the Teachers’ Retirement System, without clear notification that the change would impact their retirement benefits. Years later, they discovered they had unknowingly lost nearly a decade of service credit. Public employees should never lose earned retirement benefits simply because they were not properly informed. My bill, S1011, just passed the Senate, and will help prevent these unintended losses by requiring both employees and employers to formally acknowledge when participation in a retirement system is ending.

Right now, providers are overwhelmed by administrative burdens while vulnerable New Yorkers struggle to access mental health or substance use treatment. That’s why I’m proud to sponsor S8309A, which would move most behavioral health services to a fee-for-service model. By eliminating costly insurance administrative fees, this legislation could save New York nearly $400 million annually, with those savings reinvested directly into community-based mental health and addiction services.

Federal funding cuts have resulted in more communities across New York losing access to maternal health care. That’s why I continue to fight for investments in maternal care, like the statewide Community Doula Directory, to ensure any birthing person with Medicaid can access a doula. Today, more than 400 doulas are registered statewide including a growing number serving families in rural areas. We must continue investing in maternal healthcare and community-based support systems to help families thrive.

Nearly 450,000 New Yorkers will be directly impacted by losing their health insurance. It’s been four years since the deadly shooting in Buffalo, and three years since I first spoke on behalf of this resolution on the Senate floor. Today, we remember the 10 Black residents who lost their lives in a senseless act of hate and violence at a supermarket. As we honor their memory, we must continue taking action to combat hate and address the root causes of violence to help prevent tragedies like this from happening again.
