The Rockville Police Department arrested Ezekiel Kyler Tapp, 20, of Rockville, following an investigation into two intentionally set fires in Rockville on Aug. 31, 2026.

An officer with the Rockville Police Department responded to Burger King to investigate a reported fire. Officers determined that a fire had been intentionally set in a trash can inside a restroom. Surveillance footage showed Tapp entering and exiting the restroom around the time of the incident. Patrons were inside the restaurant when the fire was set.

During the investigation, officers were also notified of another fire at the Visitor's Center in Rockville. Through further investigation, officers determined that Tapp was responsible for that fire as well.

Tapp was subsequently arrested and interviewed by Rockville Police. During the interview, Tapp admitted to intentionally starting the fires, stating that he did so out of boredom.

Tapp is currently being held in the Parke County Jail on two counts of arson, Level 4 felonies.
All suspects are presumed innocent until proven guilty in a court of law.

On the morning of August 19, 2026, an officer with the Rockville Police Department observed an occupied vehicle in Beechwood Park after hours in violation of local ordinance. Officers observed the occupant sleeping and made contact with them regarding the ordinance violation and to check their well-being. During the investigation, officers suspected criminal activity. Officers located a large number of controlled substances, syringes, baggies with methamphetamine residue, and paraphernalia. The occupant, identified as Jennifer Lynn Renner, 37, of Montezuma, Indiana, was arrested on preliminary allegations of possession of controlled substances, possession of methamphetamine, and unlawful possession of an injection device. The Rockville Police Department was assisted by the Parke County Sheriff’s Office.

Driver Arrested for OWI After Traveling More Than 90 MPH
On the evening of August 13, 2026, a Rockville Police Department officer observed a truck traveling east on U.S. Highway 36 at more than 90 miles per hour in a posted 55-mph zone. The driver committed multiple traffic violations and continued accelerating while widespread storm damage—including downed trees, power lines, and roadway debris—created hazardous driving conditions throughout Parke County. The officer initiated a traffic stop near the top of Red Bud Hill on US Highway 36.
During the investigation, officers observed indicators of alcohol impairment and administered standardized field sobriety tests. The driver, identified as Douglas Ray Pharr II, 44, was arrested on preliminary allegations of operating a vehicle while intoxicated in a manner that endangered a person and reckless driving. Preliminary testing indicated an alcohol concentration exceeding twice the legal limit.
The Rockville Police Department reminds motorists that impaired and reckless driving place everyone on the roadway at risk. All criminal charges are allegations, and Pharr is presumed innocent unless and until proven guilty in a court of law.

Joint ICAC Investigation Results in Arrest for Child Sexual Abuse Material Offenses
Rockville, Indiana — August 4, 2026
The Rockville Police Department announces the arrest of Andrew Thom, 20, of Rosedale, Indiana, following a joint investigation into the online sexual exploitation of children. The investigation was conducted in partnership with the Parke County Sheriff's Office, Vigo County Sheriff's Office, Terre Haute Police Department, West Terre Haute Police Department, Vigo County High Tech Crimes Unit, and the Indiana State Police.
On August 4, 2026, investigators executed search warrants in the Rosedale area as part of an investigation into the alleged possession and/or dissemination of Child Sexual Abuse Material (CSAM). During the ex*****on of the warrants, investigators obtained evidence leading to the arrest of Thom.
Following the investigation, Thom was arrested and preliminarily charged with:
• Ten (10) counts of Possession of Child Sexual Abuse Material, a Level 4 Felony
• Ten (10) counts of Distribution of Child Sexual Abuse Material, a Level 3 Felony
The investigation remains ongoing. Additional charges may be filed pending the completion of forensic examinations and review by the Parke County Prosecutor's Office.
This joint investigation was conducted by the Rockville Police Department and the Parke County Sheriff's Office, both affiliated members of the Indiana Internet Crimes Against Children (ICAC) Task Force. The Indiana ICAC is a multiagency task force led by the Indiana State Police that investigates and prosecutes individuals who use the internet to sexually exploit or entice children. Each year, Indiana ICAC investigators evaluate thousands of cyber tips, investigate hundreds of cases, and rescue dozens of children from ongoing sexual abuse.
The Indiana ICAC Task Force encourages Hoosiers to report online exploitation, solicitation, and enticement crimes against children to the National Center for Missing and Exploited Children (NCMEC). Reports involving child victims and the internet or other electronic means should also be made to your local law enforcement agency. Working together, the affiliated law enforcement agencies of the Indiana Internet Crimes Against Children (ICAC) Task Force coordinated resources, investigative expertise, and digital forensic capabilities throughout this investigation.
Further, the Parke County Sheriff’s Office is conducting further Criminal Investigations related to the suspect that came to light as a result of this investigation.
