Today, we are proud to highlight the story of CAPT Luz Rivera as part of our Why I Serve in the Public Health Service campaign.

“After 15 years in the U.S. Public Health Service, I can say this with certainty: service isn’t something I do — it’s who I am.
I grew up believing that real service means giving something meaningful of yourself. My mother taught me, “Don’t give the leftovers — give what’s precious.” Those words shaped the way I show up in the world, and they’ve guided every step of my career as a Scientist and Mental Health Provider.

From deployments after hurricanes and water crises to standing with families in their hardest moments, I’ve learned that every challenge is really a puzzle — and there is always a way forward if you’re willing to look closely enough. Sometimes that means sitting with someone others have given up on and helping them find a new definition of hope. Sometimes it means supporting a teenager who has lost everything, even when the rules tell you to stay six feet away.

Across 23 deployments, international missions, and national responses, one truth has stayed steady: the work we do is not symbolic. It’s real. It shapes lives, families, and futures.

I serve because compassion is a form of strength.
I serve because discipline and humanity can — and must — coexist.
I serve because every life changed strengthens our nation.
I serve because honor isn’t a concept — it’s a practice.

This uniform is a choice. And every day, I choose to serve.”

Today we are proud to share the story of CAPT Jyl Martin for our "Why I Serve in the Public Health Service" campaign.

For CAPT Martin, service is rooted in values she has carried since the day she first put on the uniform in 2009: integrity, discipline, compassion, and a commitment to something greater than herself. Through deployments, leadership roles, and years of advancing public health, she continues to embody what it means to serve with purpose.

Her journey has taken her from leading on the ground during the Monrovia Medical Unit’s Ebola response in Liberia to tackling some of the nation’s most pressing infectious and chronic disease challenges in the Office of Infectious Disease and HIV/AIDS Policy (OIDP) located in the HHS Office of the Assistant Secretary for Health. Along the way, she has strengthened programs, mentored teams, expanded her skills, and helped drive efforts to prevent disease and improve health outcomes across the country.

CAPT Martin’s story reflects the heart of the U.S. Public Health Service Commissioned Corps: answering the call, stepping up to every challenge, and serving with pride year after year.
