North Country Recycles North Country Recycles is a program of the Development Authority of the North Country.

Northern New York is home to some of the most pristine and wonderful natural wonders in the world like the Tug Hill, Thousand Islands and Adirondacks. Every citizen of the region disposes of waste, and North Country Recycles wants to minimize the negative impact that our waste disposal habits have on our environment. We provide you with advice on incorporating environmentally-sound practices into

your daily life; tips on recycling in the North Country; information on reducing waste in your household and improving efficiency; facts on reusing materials; best practices occurring in your own back yard; links to local, state and federal environmental resources, among others. North Country Recycles is brought to you by the Development Authority of the North Country in cooperation with its partners-Jefferson, Lewis and St. Lawrence Counties, the City of Watertown, and the New York State Department of Environmental Conservation. The Authority is a New York State Public Benefit Corporation that owns and operates the tri-county, regional Solid Waste Management Facility in Rodman, NY. It is the Authority’s mission to be environmental stewards and through North Country Recycles hopes to educate and enact people of the North Country to adopt environmentally-sound practices into their own homes and lifestyles to maintain our natural wonders for future generations.

After receiving hundreds of votes from students and community members across Jefferson, Lewis, and St. Lawrence counties, we're excited to officially introduce the North Country Recycles mascot... ROCKY! 🎉

The naming contest was incredibly close, but Rocky emerged as the clear favorite!

A huge thank you to everyone who participated, especially the students and staff at:

You'll be seeing Rocky at schools, community events, educational programs, and on social media as he helps teach residents of all ages about recycling, waste reduction, composting, battery safety, and other sustainable habits that help keep the North Country beautiful.

Huge thanks to the New York Center for Organics Recycling and Education and the Cornell Cooperative Extension of Jefferson County teams for making the trip to Rodman, NY and hosting a great compost seminar at the Murray Center. Bringing these educational opportunities to upstate New York has a real impact and helps support local sustainability and organics efforts across our communities. We really appreciate it!

🚨 Coming Soon… A New Recycling Mascot! ♻️

We’re excited to share that the Development Authority of the North Country will be introducing a new recycling mascot in the coming months—and we need your help naming it!

We’re inviting local youth across Jefferson, Lewis, and St. Lawrence Counties to submit their best name ideas. This mascot will help us promote recycling and sustainability in a fun and engaging way throughout our community.

We will be engaging local schools for help naming it but feel free to drop a comment with your suggestion.

We can’t wait to see what you come up with!

PaintCare Collection Days are returning to St. Lawrence and Lewis Counties in 2026, from April - October! St. Lawrence County will host events the first Thursday of each month at 44 Park St. in Canton and Lewis County will host events the third Thursday of each month at 7952 State Route 26 in Lowville. All events are from 9:00am - 1:00pm. A complete list of accepted materials is shown below.
