I'd like to issue a correction. The IDA will be a collective of Benton, Washington and Madison county. This legislation is not going before the Carroll County Quorum Court. My apologies for the error.

Last night, the Benton County Quorum Court voted 13-1 on an ordinance to establish an Industrial Development Authority in the tri-county area (Washington, Benton, and Madison). Like many of you, I was concerned about the ramifications of outsourcing economic development to an agency with no accountability to voters. I deemed it prudent to address my concerns with the court. The IDA is now part of our county laws but as your district 5 representative, I'll work to identify board members who will adequately represent our interests rather than sacrificing farmers and small businesses owners to make way for a "diversified portfolio of business". If you'd like to talk more about the impact of the IDA, I'd love to hear from you.

My comments to the court:
Good evening, members of the Quorum Court. My name is Luke Heffron. Some of you are aware that I am a candidate for JP for District 5. I felt compelled to address the court this evening, to voice my thoughts on the IDA given that if elected, I will become partially responsible for selecting board members if the ordinance is passed.
To this point, I have strived to listen, not come to hasty conclusions, and to stay reserved in my assessment. I came to the December Quorum court and heard a lot about the IDA. Last week, I was one of only a handful of people sitting here listening to the discussion surrounding the ordinance.
The most compelling statement I heard in support of the IDA, came from Justice Rissler last Tuesday. He shared his concern for the loss of poultry industry, and Dayspring in his district, and communicated a hope that the IDA would bring additional industry, and therefore additional jobs to Siloam Springs. As someone who has recently been laid off, I have a lot of compassion for that plight.
I do, however, have several concerns. I am happy to chat about any of them at your convenience, but I want to focus on one specifically right now. My primary concern is the reason for the departure of Industry in the county. I consider myself as a fan of the Austrian School of economics, rather than Keynesian. That is to say, I believe that the most efficient monetary policy is the one that is decided by the people’s vote of dollars, rather than by a decision made by oligarchic bureaucracy. It is my opinion that businesses have likely decided to develop industry in other areas due to the regulations surrounding construction in Benton County. Inspections, regulations, red tape, all increase expenses. Now a proposed Authority claims they will increase industry in the county by fiat.
We as a country have learned multiple times over the past year that every bureaucracy’s number one goal is always its own existence. Its secondary goal is what it is actually assigned to do. If you voted for continued high regulation in the county, and you vote for the IDA, you are voting for a centrally planned economy. You are voting for soft socialism. You are voting for an organization that will not be undone easily. I strongly encourage you as Free Market Republicans, to side with your constituency rather than be lured by the siren song of central planning.

And here are some tips from the The City of Rogers to prevent frozen pipes.

Multiple days of below-freezing weather are forecasted. When below-freezing temperatures are sustained over a few days, water pipes and meters that are close to cold air may freeze. Rogers Water Utilities urges residents to take steps to prevent water pipes and meters from freezing. Frozen water meters and water pipes can stop water service and may be expensive to repair or replace.

Protect your meter. Please make sure all outdoor meter lids are not broken or missing, let the utility know if a replacement lid is needed. At the onset of cold weather, it is a good idea to protect your meter from freezing by covering the meter lid with some type of insulation. Unopened bags of mulch or potting soil make good insulation, or let any snow that falls cover the meter since snow acts as insulation.

Know the location of your property shut-off valve. In the event your property experiences a water leak, knowing the location of your shut-off valve could save you money on water and damage repairs. Make sure everyone in your home knows where the main water shut-off valve is located so you can turn off the water in an emergency. When you locate the valve, mark it with an identification tag. The valve is typically located where the water line enters the home. This could be in the basement, crawlspace, or utility closet. (Note: This is different from the shut-off valve in your meter box.)

Insulate water pipes in unheated areas. When temperatures drop below 32 degrees, exposed water pipes can quickly become an owner’s worst nightmare. To reduce the likelihood of freezing, protect exposed pipes by wrapping them with heat tape, pre-molded foam rubber sleeves, or fiberglass insulation, available at hardware stores.

Disconnect and drain the garden hose connection. This will help prevent outside faucets and pipes from freezing, leaking, or breaking. Make sure to drain and store any garden hoses, too. They can freeze and split.

Drip faucets. If you have pipes that are vulnerable to freezing, allow a trickle of water to drip at night from an indoor faucet, preferably one along an exterior wall or farthest from where the water service connects with the main water line. During extremely cold periods, this trickle should be the size of a pencil point. Open cabinet doors to expose pipes to warmer room temperatures to help keep them from freezing.

Close garage doors completely since most water supply lines are in the garage.
