Ronan Police Department Welcome to our official page for the Ronan Police Department. On February 29, 1912 the town was incorporated and E. H. Police Chief Kenneth J.

Rathbone was elected to serve as our first Mayor. In June of that year, the Mayor entitled William Encle as Ronan’s first Town Marshall. Today we are staffed with a Chief of Police and four officers that provide quality law enforcement services to the community. Weaver currently leads the Ronan Police Department

ATM & POS Skimming

To perpetrate this crime, criminal groups will deploy skimming devices that surreptitiously record victim cardholder information at Automated Teller Machine (ATM) and Point-of-Sale (POS) terminals at merchants such as pharmacies and grocery stores. This stolen card data is then typically re-encoded on blank cards for the purposes of unauthorized ATM withdrawals, utilized for unauthorized purchases of high-value goods, or the data is sold to other criminal elements.

ATM skimming devices are typically inserted deep inside the card read slot of ATMs and are usually impossible to detect from the ATM’s exterior. These devices can be designed to capture both the data on your magnetic stripe and your card’s EMV chip (note: EMV refers to Europay, Mastercard, and Visa, the three payments companies behind the chip technology). While ATM companies are constantly developing security features to combat skimmers, criminals are always adapting to these security features and changing their methods to deploy ATM skimming devices. To limit your risk of becoming an ATM skimming victim as much as possible, considering taking the following steps:

Utilize ATMs inside of financial institutions, interior bays with security cameras, or closest to the drive-up window. These ATMs are a harder target for criminals.
Look for obvious signed of tampering at the ATM such as inoperable/broken lights, raised PIN pads with loose edges, loose components or stickers placed in unusual locations.
Always shield your PIN entry with another hand as much as possible to prevent your PIN from being recorded by a “pin-hole” camera.

POS skimming devices are typically overlays that cover either the entire top exterior of the POS terminal, or just the keypad and EMV reader slot. These skimming devices can be difficult to detect because criminals will design plastic overlay shells that look identical to the top of the POS terminal and fit securely on the terminal. These skimming devices can be designed to capture both the data on your magnetic stipe and your card’s EMV chip. POS overlay skimming devise will also capture all keypad entries, including your PIN, if a debit card is used. To limit your risk of becoming a POS skimming victim, consider taking the following steps:

Inspect the exterior plastic edges of the POS terminal and keypad for obvious signs of tampering. You can gently pull up on the corners of the terminal or the keypad’s privacy shroud. If any part of the terminal appears or feels loose, do not use this terminal and immediately bring it to the attention of the merchant.
Some merchants will use seals on the sides of the POS terminals instead of a debit card to avoid potentially compromising your PIN and giving criminals access to your checking account.
If possible, consider using a credit card at POS terminals instead of a debit card to avoid potentially compromising your PIN and giving criminals access to your checking account.

Additional Guidance

Businesses Utilizing POS Terminals or ATMs: Immediately take the POS terminal or ATM out of service to prevent data compromise, make notification to your company’s corporate security or loss prevention department, contact your local law enforcement agency, who can retrieve the skimming device and appropriately handle the device as evidence.

Individual Cardholders: Immediately contact your card issuer’s fraud department to report the incident, ask the card to be deactivated, and ask that a new card be issues with a new PIN. Monitor the affected account closely. If you suffered a financial loss as a result of skimming incident, consider filling a fraud affidavit with the card issuer and contacting your local law enforcement agency to report the incident. In the future, consider making purchases using cards with can transact through contactless payment (i.e. tap-to-pay) or with the card’s EMV chip, instead of the magnetic strip.

The months following the end of tax season traditionally bring an uptick in fraud activities. The Ronan Police Department would like to send out this reminder on ways to help spot scams and protect against tax refund thefts/frauds.

It is after weeks of reflection and thoughtful consideration that I announce my retirement from the Ronan Police Department after 36 years of law enforcement service with the last 6 years serving as your chief of police.

I want to thank Mayor Kim Aipperspach for giving me the opportunity to serve as the City of Ronan's chief of police. The mayor has shown time and time again that the City of Ronan deserves a professional police department and under his leadership that has become a reality.

I also want to thank the City Council, department heads Dan Miller and Kaylene Melton as well as the entire city staff for their support and assistance over the years. More importantly to me, I wish to thank the citizens of this community for their partnership with Ronan Police Department which did result in City of Ronan becoming a better place to live, work, visit and to conduct business.

I would be remiss if I did not also thank the Lake County Sheriff’s Office, Tribal Law and Order, Montana Highway Patrol, all the other police chiefs in Lake County, Lake County Dispatch, and the entire law enforcement community, which works together daily in providing Lake County with professional law enforcement.

Most of all, I would like to commend the officers of the Ronan Police Department for their professionalism and unwavering dedication to duty. It has been an honor and a privilege to serve and protect the citizens of Ronan.

I tried to always put the citizens and members of the Ronan Police Department first, even at the expense of my wife and family. I recognize that some of you may not have agreed with every decision that I made, but I did what I felt was in the best interests of the city and the officers of the Ronan Police Department.

I always attempted to keep the department up to date, with relevant training, the latest technology, and the best equipment, while always keeping in mind this had to be done with fiscal prudence. I am extremely proud to have led the present and former police officers of the city. The police department is in good shape and it’s time to find the next chief of police to continue to carry this department forward.
In a letter from John Muir to his sister in 1838, “The mountains are calling & I must go…” so, Donna and I are going to listen to the mountains.

This letter is to serve as official notice of my intent to retire from the City of Ronan. I will assist in the recruitment of the next chief of police and their training.

In conclusion, I would also like to extend my sincerest thanks to the community of Ronan. The support that I have received as a member of the Ronan Police Department will never be forgotten.

On March 1, 2021, the Ronan Police Department held a lunchtime recognition, swearing - in and promotional ceremony at the Ronan Fire Hall.

The department presented Officer Hadrits with a Letter of Recognition at the luncheon. Officer Hadrits handled a call for service with an individual who was armed with a knife and who suffers from mental health issues. The department has dealt with this individual numerous times over the years and is familiar with the different personalities. Officer Hadrits was able to de-escalate the situation with no harm to the individual or to the other officers who were on scene. Congratulations to Officer Hadrits for a job well done.

We are extremely pleased to implement a Police Chaplain program with the department. After an application process, interview, and background check. Reverend Schneider was appointed as our police chaplain and will be sent to a Basic Chaplain Course soon. Reverend Schneider is an ordained minister in the Lutheran Church and was called to serve St. Paul Lutheran Church in Ronan. Reverend Schneider has a bachelor’s and his master’s degrees. Welcome aboard Reverend Schneider.

Our Reserve Police Officer Program is expanding as well. We swore in Braden Barber and Samuel Trotter as reserve officers.

Sam Trotter grew up in South Carolina with his family and moved to Montana in 2014. Sam has already attended the Montana Reserve Academy and received his mandatory 88 hours of training. Sam also completed his certificate requirements at Flathead Valley Community College where he also met his wife. Sam and his wife are both residents of Ronan and he works at the Western Building Center here in Ronan. Sam will soon be starting his Field Officer Training program that all officers have to complete at the department.

Reserve Officer Barber was born and raised here in Ronan where most of his family remains. He will be sent to the 88-hour Reserve Academy in the summer and will also complete the Field Officer Training program.

Officer Klein was sworn as a full-time officer with the department. She has begun her Field Training Program here at the department after the swearing -in and will be attending the Montana Law Enforcement Academy soon.

Corporal White started at the Golden Valley Sheriffs Office in 2015 where he was the Undersheriff before being hired at the department in 2016. While at the department he tested and was promoted to the rank of corporal. He recently was promoted to sergeant and has attended the First Line Supervisors course in Helena. Congratulations Sergeant White!
