RST Revenue Dept. Tribal Program to regulate and enforce Tax codes of RST law & order Code

The RST has the sovereign power to regulate business and to impose taxes and license fees, Title 16 of the law and order code provides the authority to impose license fees and laxation on tribal members and non-members alike with in the boundaries of the RST reservation and on all RST owned trust lands off reservation.

12-1-103 RSTLOC:
RST Fides that the regulation of persons engaged in trade an

d business on the rosebud Indian reservation is necessary to safe guard and promote the peace, safety, morals and general welfare of the tribe. accordingly, the council declares the tribe has the sole and exclusive authority to grant, deny or withdraw the privilege of doing business with in the reservation, except where such authority is limited or withdrawn from the tribe by the applicable laws of the united states.
