🏅 Roseburg Police Chief receives Patriot Award

Please join us in congratulating Police Chief Gary Klopfenstein, who received the Employer Support of the Guard and Reserve Patriot Award on Tuesday, Aug. 11.

Roseburg Police Officer Derek Wiebe, who serves in the Army National Guard, nominated Klopfenstein for supporting his drill schedule and 2025 deployment. The award recognizes supervisors who provide exceptional support to employees serving in the National Guard or Reserve.

“I am honored to receive this award,” Klopfenstein said. “We fully support our veterans and employees who serve in the National Guard.”

On June 19, Officer Smith graduated from the sixteen week Basic Police Academy at the Department of Public Safety Standards and Training (DPSST) in Salem and on July 31, Officer Hubbard and Officer Thomas also successfully graduated from the academy.

All three Officers have returned to our department to continue their sixteen week Field Training and Evaluation Program (FTEP), where they will continue to receive hands on training from various Field Training Officers to hone the skills he learned at the academy.

The Roseburg Police Department places high emphasis on it's training program to provide our officers with all the tools they'll need for a successful and meaningful career.

Congratulations Officers! We look forward to the many successes you'll experience throughout your career and in the community!

Please join us in welcoming Officer Bitterman to the Roseburg Police Department!

Officer Bitterman was sworn-in last week and will spend the next few weeks completing administrative tasks and department training in defensive tactics, use of force, confrontational situations and use of taser and fi****ms. He will then start a 16 week field training program and will have 16 weeks of training at the Department of Public Safety Standards and Training in Salem.

During those 32 weeks, he will learn and be exposed to the many facets of law enforcement in Oregon before becoming a solo officer.

Officer Bitterman comes to the department with a wide range of experience and a solid foundation in Criminal Justice. As a Roseburg native, Officer Bitterman graduated from Roseburg High School and recently graduated from the Police Reserve Academy through Umpqua Community College. His background includes General Maintenance work for Kovacs Ice Drilling Equipment, serving as a Butcher for McClendon’s Old Fashion Meats and Smokehouse, and working as a Fabricator for Fabform Industries.

His passion for law enforcement, dedication to continuous growth, and strong commitment to service make him a strong addition to the department.

• Beginning Monday, May 18th and extending through Sunday, May 31st, the Roseburg Police Department and law enforcement
agencies throughout Oregon will use federally funded enforcement hours to educate the public about safety belt and child seat laws including a law passed in 2017 increasing safety for
children under age two.

• FARS crash data for 2024 shows lack of safety belt or child restraint use was a factor in 32% or 103 of a total 324 motor vehicle occupant fatalities in Oregon.

• Motor vehicle crashes are the leading nationwide cause of death for children ages one through twelve years old. In 2024, 1,918 children under twelve were injured in Oregon traffic crashes, 12 percent were reported not using a child restraint system. It is estimated that car seats may increase crash survival by 71% for infants under one year old and by up to 59% for toddlers
aged one to four. Booster seats may reduce the chance of nonfatal injury among four to eight year-olds by 45% compared to safety belts used alone.

• Of the 22,713 passenger vehicle occupants killed in the United States in 2024, 50% were not wearing seat belts.

• In 2017 an Oregon law was passed requiring children to ride in a rear-facing safety seat until they are at least two years old. A child over age two must continue to ride in a car seat with harness or in a booster until they reach age eight or 4’ 9” in height and the adult belt fits them correctly.

• The 2017 law, which extends the rear-facing requirement from the previous age one to age two, will better protect the child’s head, neck, and spine from potential crash injuries. This is because a rear-facing seat spreads crash forces evenly across the seat and child’s body while also limiting forward or sideways motion of the head.

• Seat belts are the best defense against impaired, aggressive, and distracted drivers. Being buckled up during a crash helps keep you safe and secure inside your vehicle; the seat belt slows you down and spreads crash forces over the strongest parts of your body.
