We share information regarding the Texas Citizens on Patrol Association and host many trainings events throughout the state including an annual conference.

The Texas Citizens on Patrol Association (TCOPA) is officially accepting nominations for our 2026 Awards, which will be presented at the Awards Banquet during the TCOPA Annual Conference in Baytown, Texas, October 25–28, 2026! 🤠

⭐ TCOPA BOARD MEMBER SPOTLIGHT — PRESIDENT ⭐

Today we’re highlighting Angelo Marmarinos, President of the Texas Citizens on Patrol Association!

Angelo is a Lieutenant with the Round Rock Police Department, where he serves in the Criminal Investigations Division overseeing the Narcotics, Special Investigations, and White Collar Units. He also supervises the Community Affairs Unit and the department’s volunteer program.

A United States Marine Corps veteran, Texas Master Peace Officer, and graduate of the National Command & Staff College, Angelo has spent much of his career focused on leadership, community engagement, and building strong relationships between law enforcement and the citizens they serve.

As TCOPA President, his focus is on growing the association, expanding training opportunities, strengthening our regions, and giving COP programs across Texas more opportunities to connect, learn, and share ideas with one another.

💙 The volunteers who give their time to support law enforcement are what make TCOPA special. When we invest in those volunteers and work together, we make our agencies and communities stronger.

Today we’re proud to recognize Karen Williams, TCOPA Treasurer! 🇺🇸

Karen has a true heart for service. A longtime Celina resident, she has volunteered with the Celina Police Department since 2021 and dedicated nearly 300 volunteer hours in the past year alone! 👏💙

With more than 40 years of experience as a flight attendant with American Airlines, Karen brings decades of communication, leadership, and working with people from all walks of life to TCOPA.

Her dedication to supporting law enforcement, serving her community, and helping wherever she is needed represents exactly what volunteerism is all about.

🚨 TCOPA BOARD MEMBER SPOTLIGHT — REGION 4! 🚨

Today we’re proud to highlight Phil Niewald, TCOPA Region 4 President! ⭐

Phil has been involved with Citizens on Patrol since 2012 and played an instrumental role in helping establish the Humble Citizens on Patrol program in 2017. His passion for volunteer service extends far beyond COP, including years of service with MADD and an incredible 20 years as a crew member and quartermaster aboard the Texas Tall Ship ELISSA. ⛵

As Region 4 President, Phil continues working with agencies throughout Southeast Texas to help strengthen existing COP programs and encourage new ones.

🚨🌟 TCOPA BOARD MEMBER SPOTLIGHT 🌟🚨

Today, we’re proud to introduce Brandie Doughtie, TCOPA Region 2 President! 👏💙

Brandie works with the Fort Worth Police Department as the North Division Citizens on Patrol Volunteer Coordinator and is also a graduate of the Citizens Police Academy.

Her commitment to service extends well beyond law enforcement. Brandie is a retired flight attendant with more than 25 years of experience and previously served in several leadership roles, including union president and negotiations team member. She has also dedicated countless hours to her community and was recognized as Northwest ISD Volunteer of the Year in 2017. 🏆

Brandie holds a Bachelor of Arts from UTA and is a Certified Mediator and Family Mediator through Texas Wesleyan School of Law.

As Region 2 President, Brandie is excited to represent the agencies and volunteers throughout her region while helping TCOPA continue to grow across Texas. 🤝⭐

We are proud to have Brandie serving on the TCOPA Board and appreciate her passion for volunteerism, leadership, and giving back!

🌟 TCOPA BOARD MEMBER SPOTLIGHT 🌟

Today, we’re proud to recognize George Joos, TCOPA 2nd Vice President!

George’s commitment to volunteer service spans more than 25 years, beginning when he graduated from Class 5 of the Round Rock Citizens Police Academy in 1999. Since then, he has served multiple terms on the Alumni Association Board, participated on numerous committees, and became a founding member of Round Rock Citizens on Patrol in 2002.

George continued taking on leadership roles, becoming a COP Field Trainer in 2006 and later serving as Secretary and Webmaster for the Planning Committee of the 2019 TCOPA State Convention in Round Rock. Today, he serves as the COP Administrative Coordinator, helping manage patrol scheduling, training, tracking, and equipment.

🏆 At the 2025 TCOPA Conference, George was recognized as the Volunteer Coordinator of the Year!

Outside of his volunteer service, George brings more than 30 years of experience in the semiconductor industry and holds degrees in Electrical Engineering and Computer Engineering. He currently works with the CPU/Graphics design team at AMD in Austin.

George represents what TCOPA is all about: service, leadership, commitment, and supporting law enforcement through volunteerism.

⭐ MEET YOUR TCOPA BOARD ⭐

Today we’re highlighting our TCOPA Secretary, Sherry Parker! 👏💙

Sherry has dedicated the past 12 years to the Blinn College District Police Department as an Administrative Assistant, working directly with the Police Chief and serving as a member of Blinn’s CIRT team.

Her commitment to volunteer service runs deep! Sherry previously served 7 years with the Brenham Police Department Citizens on Patrol and, since 2023, has continued serving her community as a member of the Washington County Sheriff’s Office Citizens on Patrol. 🚔

She also serves as Secretary for the Washington County Police Officer’s Association and is an associate member of the Brenham Fire Department.

When she isn’t serving her community, Sherry enjoys sewing, cross-stitching, reading, and spending time with her family. 🧵📚

⭐ MEET YOUR TCOPA BOARD ⭐

Today we’re highlighting our 1st Vice President, Royce Gastineau! 👏

Royce is a Captain with the Decatur Police Department, where he oversees the Support Services Division. His commitment to community policing extends well beyond his daily responsibilities. He coordinates Decatur’s Citizens Police Academy, oversees the Citizens on Patrol program, and serves as the liaison to the Decatur Citizens Police Academy Alumni Association.

Royce also helps lead several community programs, including National Night Out, Santa Cops, the Back the Blue Scholarship Golf Tournament, Summer Vacation Day at Decatur PD, and the Youth Law Enforcement Program. 🚔💙

TCOPA is proud to have Royce serving as our 1st Vice President and bringing his experience, leadership, and passion for community engagement to our organization and COP programs across Texas!

Today we’re highlighting our current TCOPA Parliamentarian, Allan Nurenberg!

The Parliamentarian is an appointed position selected by the TCOPA President and serves as an advisor to the Board of Directors. While the Parliamentarian does not hold executive voting power, the position provides valuable guidance and support to help the Board operate effectively and in accordance with the organization’s bylaws and procedures.

Allan brings years of volunteer leadership, COP training experience, and service to TCOPA.
