You shared your vision. Now that feedback will help shape what comes next.

1,454 people responded to the Downtown Rowlett Pavilion Community Survey, sharing what they want to see in a future downtown gathering space.

A few things we heard:
🏙️ Nearly 79% of respondents support developing the pavilion at the proposed downtown location.
🛍️ Farmers markets and pop-up markets ranked as the top potential use, followed by community events/festivals and casual seating/dining.
🚻 More than 80% consider permanent restrooms critical or necessary.
🎭 More than 83% support designing the space to accommodate performances in some form.
🎨 And while support for the pavilion itself was strong, feedback on the initial concept showed that respondents want continued conversation about creating a design that feels distinctly Rowlett.

So, what happens next?

The City will engage a professional design firm to synthesize the survey feedback and continue the design conversation. What you shared, from programming and amenities to architectural character, accessibility and other considerations, will help inform that process.

The Rowlett City Council meets Tuesday, September 1, at 7 p.m. at the Municipal Building. Here's what's on the agenda in plain language.

PRESENTATIONS

• Library Card Sign-Up Month — Council will proclaim September as Library Card Sign-Up Month in Rowlett.

• Council and Management Update — Updates on major projects, City operations, finances and upcoming community events.

CONSENT AGENDA

• Meeting Minutes — Approval of minutes from the August 10, 17 and 18 Council meetings.

• SH66 West Force Main — Up to $235,735 for additional design work on targeted repairs to the wastewater line discussed during Monday's Work Session.

• Wastewater Master Plan — Up to $315,415 to update the City's long-range plan for wastewater system capacity, condition and future infrastructure needs. The current plan dates to 2011.

• Friends of Rescue Animals — Up to $25,000 for the City's FY27 funding agreement with FRAs.

• Justice Assistance Grant — Acceptance of a $7,359.56 federal grant.

• Wastewater Camera Van — Up to $306,953 for a specialized Public Works vehicle used to inspect sewer lines for blockages, breaks and other problems.

• Housing Finance Corporation — Support for an application for up to $4 million in qualified mortgage revenue bonds through the Texas Bond Review Board.

• Bleecker Industrial — A $477,268.84 Letter of Credit Agreement securing required public improvements for a proposed 38,500-square-foot industrial building at 2799 Singleton Street.

• Atmos Pipeline Rate Adjustment — Approval of an approximately $164 million system-wide rate decrease that will reduce pipeline capacity charges. The $164 million figure applies across the Atmos Pipeline–Texas system, not just Rowlett.

• 75th Anniversary Task Force — Appointment of members following Council's August 31 applicant interviews.

INDIVIDUAL CONSIDERATION

• 3805 Troy Road Annexation — Council will consider accepting a voluntary annexation petition for approximately 14.87 acres proposed for single-family development and scheduling a September 15 public hearing. This does not annex the property; it begins the formal annexation process.

• Tattoo Parlor SUP — Council will consider rescinding its August 18 denial of the proposed Special Use Permit at 5321 Lakeview Parkway. The original motion failed on a 3-3 vote with one Councilmember absent. Tuesday's item does not approve the tattoo parlor. Rescinding the denial would allow the applicant to bring the request back through notice and another public hearing.

City Council meets Monday, August 31 at 6:00 PM, Municipal Building (4000 Main St). Here's a plain-language preview of each agenda item.

WORK SESSION:

🎉 75th Anniversary Task Force interviews and appointments — Council will interview applicants for the newly created Task Force and discuss filling its vacancies. Rowlett was incorporated September 4, 1952, making 2027 the City's 75th anniversary. The Task Force was established July 21, and its application window (July 22–August 21) drew 13 submissions.

WHY IT MATTERS: This Task Force will help shape how the community commemorates the anniversary; potential activities include signature events, historical exhibits, educational initiatives, public art, and business partnerships.

💧 SH66 Force Main and Wastewater Master Plan presentation (discussion only, no vote) — The 1997-era SH66 force main has failed repeatedly, including major collapses in 2013 and 2020. Staff will present a targeted repair option (~2,000 ft of pipe) versus a full replacement (~5,800 ft): about $4.34M vs. $8.76M in construction cost, a difference of roughly $4.4M. A supplemental design authorization of up to $235,735 is included, bringing total design costs to an estimated $444,005, from a project account with about $9.11M available. Design completion is targeted for January 2027.

Council will also discuss a $315,415 update to the City's Wastewater Master Plan (last fully updated in 2011), from an account with about $513,321 available.

WHY IT MATTERS: No funding is being committed at this meeting; both items are for discussion only.

📋 Development Code Section 77-811 (Minor Modifications) presentation (discussion only, no vote) — Staff will recommend repealing this section, saying its criteria for what qualifies as a "minor modification," and which body should review it, are unclear and inconsistently applied. Staff wants these requests routed through the City's other, better-defined review processes instead.

WHY IT MATTERS: Council is not voting to repeal the section tonight; staff is seeking direction on whether to move forward with a formal text amendment.

EXECUTIVE SESSION:

🔒 Interim City Manager — Council will convene into closed Executive Session under Texas Government Code 551.074 (Personnel Matters) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee — specifically, the Interim City Manager. Texas law permits this discussion in closed session; any resulting action must happen afterward, in open session.

Council will also preview Consent Agenda items planned for the September 1 regular meeting.
