City Council meets Monday, August 31 at 6:00 PM, Municipal Building (4000 Main St). Here's a plain-language preview of each agenda item.
WORK SESSION:
🎉 75th Anniversary Task Force interviews and appointments — Council will interview applicants for the newly created Task Force and discuss filling its vacancies. Rowlett was incorporated September 4, 1952, making 2027 the City's 75th anniversary. The Task Force was established July 21, and its application window (July 22–August 21) drew 13 submissions.
WHY IT MATTERS: This Task Force will help shape how the community commemorates the anniversary; potential activities include signature events, historical exhibits, educational initiatives, public art, and business partnerships.
💧 SH66 Force Main and Wastewater Master Plan presentation (discussion only, no vote) — The 1997-era SH66 force main has failed repeatedly, including major collapses in 2013 and 2020. Staff will present a targeted repair option (~2,000 ft of pipe) versus a full replacement (~5,800 ft): about $4.34M vs. $8.76M in construction cost, a difference of roughly $4.4M. A supplemental design authorization of up to $235,735 is included, bringing total design costs to an estimated $444,005, from a project account with about $9.11M available. Design completion is targeted for January 2027.
Council will also discuss a $315,415 update to the City's Wastewater Master Plan (last fully updated in 2011), from an account with about $513,321 available.
WHY IT MATTERS: No funding is being committed at this meeting; both items are for discussion only.
📋 Development Code Section 77-811 (Minor Modifications) presentation (discussion only, no vote) — Staff will recommend repealing this section, saying its criteria for what qualifies as a "minor modification," and which body should review it, are unclear and inconsistently applied. Staff wants these requests routed through the City's other, better-defined review processes instead.
WHY IT MATTERS: Council is not voting to repeal the section tonight; staff is seeking direction on whether to move forward with a formal text amendment.
EXECUTIVE SESSION:
🔒 Interim City Manager — Council will convene into closed Executive Session under Texas Government Code 551.074 (Personnel Matters) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee — specifically, the Interim City Manager. Texas law permits this discussion in closed session; any resulting action must happen afterward, in open session.
Council will also preview Consent Agenda items planned for the September 1 regular meeting.
