44th District Court

44th District Court The 44th District Court is responsible for the judicial functions for the City of Royal Oak and the City of Berkley.

THE HISTORY OF THE COURT
Royal Oak became a City on June 21, 1921. The City Charter adopted a Manager form of government on November 8, 1921. John E Brondige was appointed Justice of the Peace on that same day and held court in the old Village Hall on Main Street at the southwest corner of Third Street. Judge Brondige served the citizens of Royal Oak 34 years as the Justice of the Peace from 1921-1949 and as Royal Oak's Municipal Judge from 1949-1955. In 1925 the Courthouse moved to Troy and Third streets in a new city hall where the Royal Oak Police station now stands. On November 4, 1949 the City Charter was amended establishing a Municipal Court and Justice of the Peace John E Brondige became Royal Oak's first Municipal Judge. In 1968 the State Legislature established the District Court System. The first building designed and built specifically as a courthouse in the City of Royal Oak was dedicated on May 1, 2001, on the site south of Eleven Mile Road and east of Troy Street. In January 2015, pursuant to legislation, the Berkley 45A District Court designation was discontinued and judicial functions for the City of Berkley were merged with the 44th District Court. At the Royal Oak Detroit Elks Lodge #34's first annual Law and Order night on June 18th, our very own Lisa Jones was honored as the 44th District Court's employee of the year!

Lisa Jones came to the 44th District Court in 2021 after a distinguished 27-year career with the Michigan Department of Corrections. She began as a corrections officer and rose to a supervisor position, a role she held until her retirement.

Lisa began in a part-time position with the court in July 2021, where she assisted in collections and customer service. Her professionalism and work ethic allowed her to quickly become one of the most dependable employees at the Court, and a year later in July of 2022 she was promoted to full-time employment.

An opportunity arose six months later for her to take a role in the traffic division โ€“ and that is where Lisa has really been able to make her mark. She manages thousands of traffic and parking tickets, schedules hearings, and processes letters submitted by the public for review. Lisa collaborates with all police agencies, including Royal Oak, Berkley, Michigan State Police, and Oakland County Sheriffโ€™s Office.

Lisa has transformed the traffic division through her hard work and talent. Despite the volume, she has the entire traffic operation moving more smoothly than it has ever run before, improving the experience for the public.

Simply, Lisa is a model court employee. She understands the vision and mission of the Court and works every day to assist the Court in reaching the high standards of performance that the community deserves. Lisa is well respected by both leadership and her fellow staff members, and she is absolutely deserving of this recognition.

The 44th District Court Judges and staff are proud to announce that a permanent memorial wall highlighting the life and career of the late 44th District Court Judge Jamie Wittenberg will be unveiled this spring at the courthouse.

โ€œIt is so important that Judge Wittenbergโ€™s service be highlighted and preserved in this way,โ€ said Chief Judge Derek Meinecke. โ€œHe made a real difference in the lives of so many who appeared before him, and we are all so grateful that he was our judge.โ€

After a distinguished career as an assistant prosecutor for both Wayne and Macomb Counties, Judge Wittenberg was elected in 2008 to serve as the 45-A District Court Judge for the city of Berkley. In 2015, after state legislation merged the 45-A District Court with the 44th District Court serving Royal Oak, Judge Wittenberg became a judge of the newly created 44th District Court, serving Berkley and Royal Oak.

His positive impact was felt immediately. Judge Wittenberg endeared himself to staff and community members with his kindness and friendly nature, while spearheading the expansion of the highly successful Sobriety Court program and introducing a Teen Court that was aimed at supporting at-risk youth.

In May of 2019, Judge Wittenberg was diagnosed with glioblastoma, the most aggressive form of brain cancer. Combining traditional medicine with a disciplined keto diet and intermittent fasting, Judge Wittenberg was able to survive three times longer than his initial diagnosis suggested. Amazingly, despite multiple brain surgeries, radiation, and chemotherapy, he continued to handle his full docket. Judge Wittenberg would often remark that he believed he was a better judge having gone through his illness, because he gained even greater perspective and found an even greater connection with those that appeared before him.

โ€œHe maintained his dignity and decency despite the ravages of his illness, showing that when he swore his oath to serve Royal Oak and Berkley, he meant it with every ounce of his being,โ€ said Judge Meinecke.

After Judge Wittenbergโ€™s passing on November 20, 2022, an effort to preserve his legacy was initiated by a collaboration between the Royal Oak Historical Society, the Berkley Historical Committee, the Wittenberg Family and the 44th District Court Judges. All funding for the memorial wall came from private contributions from family, friends, attorneys, and judges who wanted to pay tribute to Judge Wittenbergโ€™s career in service.

โ€œJudge Wittenberg left a legacy of unfailing commitment to service,โ€ said Judge Andrew Kowalkowski, who was appointed in March 2023 to fill Judge Wittenbergโ€™s seat on the bench. โ€œThis wall will stand as a reminder to all who visit that his vision of compassionate justice still guides our Court.โ€

The contributions received have exceeded the original project goal, inspiring the Royal Oak Historical Society to channel their energy into a new opportunity to continue Judge Wittenbergโ€™s positive impact for generations to come.

โ€œThe generosity and gratitude expressed by so many through donations shows there is more good that can be done in Judge Wittenbergโ€™s memory,โ€ said Tom Toggweiler, President of the Royal Oak Historical Society. โ€œLater this month we plan on launching a drive to establish a scholarship fund that will support Royal Oak and Berkley students interested in public service, law, government, history, or civic engagement. Our aim is to encourage the next generation of community leaders in Judge Wittenbergโ€™s honor.โ€

A dedication ceremony will take place at Royal Oak City Hall, located at 203 S. Troy Street, Royal Oak, MI 48067, on May 27, 2026, at 5 p.m., followed immediately by an unveiling at the 44th District Court, 400 East 11 Mile Road, Royal Oak, MI 48067. All are welcome to attend.

๐ŸŒฑ Groundbreaking for Wellspring Recovery Housing ๐ŸŒฑ

Yesterday, Judge Andrew Kowalkowski joined state and local leaders in celebrating the groundbreaking of Wellspring in Southfield โ€” a new 72-unit recovery housing community that will provide safe, supportive homes for individuals and families rebuilding their lives in recovery.

Wellspring represents a powerful partnership between Oakland County, MSHDA, and local organizations to address addiction, homelessness, and the need for stable housing. Sixty of the units will serve residents in recovery from substance use disorders, with on-site supportive services to help them thrive.

Judge Kowalkowski was honored to take part in this important milestone, recognizing that lasting recovery and successful re-entry begin with stability, dignity, and community.

Our very own Court Administrator Tami Bone has brought her talent and experience to four different clinics across the Metro Detroit area, and has become a recognized expert at helping citizens navigate both the court system and the Secretary of State process to get back on the road legally.
