SUBJECT: URGENT SCAM ALERT – IMPERSONATION OF LAW ENFORCEMENT & "SECOND CHANCE PRETRIAL SERVICES"
The Schuyler County Sheriff’s Office is issuing a warning to all residents regarding a phone scam targeting family members of individuals who have recently been arrested.
Scammers are calling residents, posing as a Schuyler County Sheriff’s Deputy or Lieutenant. The caller claims they are affiliated with a program called "Second Chance Pretrial Services" and tells the victim that they can enroll a recently arrested loved one into this program to drop, suspend, or prevent criminal charges—in exchange for an immediate fee or payment.
IMPORTANT FACTS YOU NEED TO KNOW:
The Sheriff's Office Has No Lieutenants: The Schuyler County Sheriff’s Office does not hold or utilize the rank of Lieutenant. Any caller claiming to be a "Lieutenant" with the Schuyler County Sheriff's Office is an immediate fraud.
No Solicitation or Money Demands: The Schuyler County Sheriff’s Office will NEVER contact you or your family members demanding payment, gift cards, wire transfers, or mobile app payments (such as Zelle, Venmo, or CashApp) for pretrial placement, bail, warrants, or court programs.
Pretrial Services Cannot Dismiss Charges: Law enforcement officers and pretrial services do not have the legal authority to negotiate, drop, or prevent criminal charges in exchange for money.
Illinois is a No-Cash Bond State: Under the Illinois Pretrial Fairness Act (PFA) (part of the SAFE-T Act passed under 725 ILCS 5/110), cash bail and money bonds have been completely eliminated across the entire state of Illinois. No officer, court official, or pretrial service provider can legally ask you for money to bond someone out of jail or keep them from being held. Release decisions are determined strictly by a judge based on public safety considerations, not financial payments.
WHAT TO DO IF YOU RECEIVE THIS CALL:
Hang Up Immediately: Do not engage with the caller or confirm any personal details about yourself or your loved one.
Beware of Phone Number Spoofing: Scammers frequently use software to make your caller ID display the actual phone number of the Schuyler County Sheriff’s Office or Courthouse.
Verify Official Calls Directly: If you receive a suspicious call claiming a family member is in custody or requires fees, hang up and call the Schuyler County Sheriff’s Office directly at (217) 322-4366.

Sharee Santorineos, 60, of Rushville was issued a city ordinance citation on August 24th, 2026, for burning of construction materials.
A 17-year-old male juvenile of Browning was issued a citation on August 24th, 2026, for assault.
Codee Talbert, 36, of Rushville was arrested on August 25th, 2026, for unlawful possession of a weapon and harassment by telephone. Talbert was lodged at the Schuyler County Jail.
Brent Lashbrook, 45, of Rushville was arrested on August 28th, 2026, for possession of methamphetamine. Lashbrook was issued a traffic citation for disobeying a stop sign and was issued a cite and release with notice to appear.
Mark Brown, 53, of Jacksonville was arrested on August 30th, 2026, for possession of controlled substance. Brown was issued a citation and issued a cite and release with notice to appear.
Christopher Wilson, 51, of Rushville was arrested on August 31st, 2026, for domestic battery. Wilson was lodged at the Schuyler County Jail.
A total of thirteen traffic violation warnings were issued.

A resident on Robin Wood Drive was issued a notice to abate on August 18th, 2026, for allowing trees and other plants to become overgrown and permitting weeds and grass to exceed a height of ten (10) inches.
Tonia Thornton, 49, of Rushville was arrested on August 19th, 2026, for an outstanding warrant issued by the Circuit Court of Schuyler County.
A resident in the 700 block of Kings Highway was issued a notice to abate on August 20th, 2026, for allowing trees and other plants to become overgrown and permitting weeds and grass to exceed a height of ten (10) inches.
A resident in the 300 block of South Sherman Street was issued a notice to abate on August 20th, 2026, for permitting weeds and grass to exceed a height of ten (10) inches.
A resident in the 300 block of South Sherman Street was issued a notice to abate on August 20th, 2026, for discarding and leaving litter upon the property.
Sheri Westbrook, 57, of Rushville was arrested on August 20th, 2026, for possession of methamphetamine. Westbrook was issued a traffic citation for disobeying a stop sign and was issued a cite and release with notice to appear.
Keith Weinmann, 41, of Rushville was arrested on August 23rd, 2026, for criminal damage to government supported property. Weinmann was issued a citation and issued a cite and release with notice to appear.
A total of twelve traffic violation warnings were issued.

Ryan Morse, 40, of Rushville was arrested on August 13th, 2026, for possession of methamphetamine, possession of cannabis, possession of illegal fireworks and resisting a peace officer. Additionally, Morse was issued traffic citations for disobeying a stop sign and improper lane use. Morse was issued citations and issued a cite and release with notice to appear.
Lovie Brown, 23, of East Chicago IN was issued a citation on August 13th, 2026, for speeding 50-mph in a 25-mph zone.
Larry Stine, 75, of Hannibal MO was issued a citation on August 14th, 2026, for speeding 43-mph in a 25-mph zone.
A traffic accident was reported August 14th, 2026, at approximately 6:46 PM at 730 North Congress Street. A vehicle operated by a 16-year-old female of Rushville backed into a parked vehicle owned by Nancy Price of Rushville. Damages were estimated to be over $1,500 to one or both vehicles.
A total of fifteen traffic violation warnings were issued.

Melissa Edlin, 41, of Camp Point was arrested on July 31st, 2026, for driving under the influence of alcohol. Additionally, Edlin was issued citations for illegal transportation of alcohol and failure to use a turn signal when required. Edlin was issued citations and issued a cite and release with notice to appear.
Dallas Wilcoxen, 32, of Rushville was arrested on August 1st, 2026, for possession of methamphetamine and possession of drug paraphernalia. Wilcoxen was issued citations and issued a cite and release with notice to appear.

A traffic accident was reported July 20th, 2026, at approximately 4:49 PM at 110 Ellen Scripps Drive. A vehicle operated by a 16-year-old male of Rushville was backing out of a parking space and struck the side of a vehicle operated by Kimberly Carey of Rushville. Damages were estimated to be over $1,500 to one or both vehicles.
Rachel Morris, 37, of Rushville was arrested on July 21st, 2026, for theft of a motor vehicle and possession of methamphetamine. Morris was issued a citation and issued a cite and release with notice to appear.
Kyle Miller, 26, of Rushville was arrested on July 22nd, 2026, for criminal damage to property. Miller was issued a citation and issued a cite and release with notice to appear.
A traffic accident was reported July 24th, 2026, at approximately 8:04 AM at the intersection of South Jackson Street and West Madison Street. A vehicle operated by Brent Greer of Rushville backed into a vehicle operated by James Stolp of Rushville. Damages were estimated to be over $1,500 to one or both vehicles.

A resident in the 100 block of Scripps Street was issued a notice to abate on July 16th, 2026, for permitting weeds and grass to exceed a height of ten (10) inches.
A traffic accident was reported July 16th, 2026, at approximately 1:45 PM at 304 West Clinton Street. A vehicle operated by Franklin Billingsley of Rushville was attempting to back out of a parking space and struck a vehicle owned by Howard Dyche of Frederick. Damages were estimated to be over $1,500 to one or both vehicles.
Breann Palmer, 30, of Industry was arrested on July 17th, 2026, for possession of controlled substance. Additionally, Palmer was issued a traffic citation for failure to use a turn signal when required. Palmer was issued a cite and release with notice to appear.
Catryna Nichols, 19, of Havana was arrested July 17th, 2026, for possession of adult use cannabis in a motor vehicle, illegal transportation of alcohol, and illegal consumption of alcohol. Additionally, Nichols was issued a traffic citation for improper lane usage. Nichols was issued a cite and release with notice to appear.
Ronald Brazzell, 42, of Rushville was arrested July 17th, 2026, for possession of methamphetamine. Brazzel was issued a citation and issued a cite and release with notice to appear.

Damages were estimated to be over $1,500 to Fleck’s vehicle.
Amber McClenning, 44, of Rushville was arrested on July 9th, 2026, for theft. McClenning was issued a citation and issued a cite and release with notice to appear.
A traffic accident was reported July 10th, 2026, at approximately 4:25 PM at 127 South Liberty Street. A vehicle operated by Michael Frakes of Rushville backed into a vehicle operated by Jason Perry of Rushville. Damages were estimated to be over $1,500 to one or both vehicles.
