🚨🚨Attention E-Bike and Scooter Users 🚨🚨
The Town of Russiaville and the Russiaville Police Department have received many complaints of E-Bike/Scooter users within town limits. Below is a handout regarding the laws and regulations per the State of Indiana along with what laws E-Bike/Scooter users should be following. In short, E-Bikes are considered to have the same rights and duties as motor vehicle users. What does this mean? It means that all bicycles, either human propelled or electrically assisted, must obey all Indiana traffic laws that motor vehicles must obey. This includes stopping at stop signs and signals, signaling turns, and not riding on sidewalks. (We understand that sidewalks allow a safe place for children to ride bicycles. E-Bike/Scooter users should slow down with due regard for pedestrians if using sidewalks.) All bicycles and scooters, including E-Bikes are also subject to speed limits. You can refer to the Town of Russiaville website at https://www.townofrussiaville.com/copy-of-information-1 to have an idea of what speed limits are in town limits.
The complaints received from the public reference E-Bike/Scooter users disregarding stop signs and signals and essentially speeding on sidewalks placing pedestrians and the riders at harm.
With that said, the Russiaville Police Department will be further enforcing the bicycle/E-Bike/Scooter Indiana laws due to the safety of the riders and other motor vehicles on the roadways. Parents should speak to their children riding E-Bikes/Scooters and explain what they can and cannot do while riding.
It should be noted that this post is being made out of concern and safety of all users. The Russiaville Police Department partnered with the Russiaville Library will be hosting the third annual Bike Rodeo on July 25, 2026. This is a great opportunity for children and teens to learn basic bicycle safety and rules of road including the ones listed above. More information regarding the Bicycle Rodeo will be posted.
