On 12/11/25 at approximately 11pm a vehicle was observed leaving a residence in the village. It was discovered that said vehicle was displaying an expired and fictitious license plate. A traffic stop was conducted and the driver, Precious Rose of Long Bottom, was also found to be operating the vehicle with a suspended drivers license. A subsequent search of the vehicle and operator was conducted and suspected methamphetameme and multiple drug paraphernalia items were discovered. Ms. Rose was arrested on multiple outstanding warrants and transported to the Southeastern Regional Jail. A tow company was requested to collect the vehicle.

During the month of July, 2025, the Village of Rutland Police Department responded to 21 calls for service:

July 5, 2025 0800 — Special detail on Main Street. Officers assisted with traffic control for the Rutland Fourth of July Parade.

1124 — Motor vehicle accident on Main Street. Officers secured the scene for the Rutland Volunteer Fire Department. A citation was issued to the at-fault driver for failure to yield.

1254 — Investigate a complaint on Salem Street in reference to a person on fire as reported by an iPhone emergency notification. Officers patrolled the area; negative contact with a person in distress.

1746 — Traffic stop on Salem Street. The driver was issued a citation for failure to reinstate driver’s license.

1944 — Traffic stop on Main Street. The driver was issued a citation for speed.

2100 — Traffic stop on Civic Center Drive. The driver was issued a warning for tail light violation.

2300 — Traffic control on Main Street.

2357 — Parking violation on Main Street. The driver was advised of the violation and relocated the vehicle.

July 7, 2025 1646 — Dog at large on Depot Street. The owner was issued a summons for dog at large.

1652 — Dog at large on Salem Street. The owner was issued a summons for dog at large.

July 11, 2025 1128 — Traffic stop on Main Street. The driver was issued a citation for expired registration.

1142 — Warrant service on Main Street. Wanda Morris was arrested on a bench warrant issued by Rutland Mayor’s Court for failure to appear.

1248 — Traffic stop on Main Street. The driver was issued a citation for fictitious plates.

July 17, 2025 2001 — Traffic stop on Depot Street. The driver was issued a warning for equipment violation.

July 18, 2025 1128 — Motor vehicle accident on Main Street. Upon investigation, it was determined driver lost control due to tire coming loose from vehicle. Homeowner advised they may pursue a civil complaint against driver for yard damages; homeowner declined.

July 22, 2025 1037 — Traffic stop on Main Street. Upon investigation, it was determined the driver painted the vehicle a color different from the color returned on the registration verification with central dispatch. VIN and registration confirmed the driver’s ownership. A warning was issued.

July 24, 2025 1952 — Theft on College Avenue. Officers investigated a theft complaint involving a stolen laptop. This incident is currently under investigation.

2026 — Traffic stop on Main Street. The driver was issued a warning for speed.

July 28, 2025 1422 — Motor vehicle accident on Main Street. The driver was issued a citation for failure to assure clear distance.

1454 — Welfare check on Main Street. Negative contact.

July 31, 2025 2230 — Traffic stop on Main Street. A warning was issued for equipment violation.

From April 1, 2025 through April 30, 2025, the Village of Rutland Police Department responded to the following calls for police service:

April 1, 2025 10:00 AM — Investigate stolen vehicle on Main Street. Officers followed-up with the Meigs County Sheriff’s Office who responded to Main Street in reference to a stolen vehicle. The incident remains under investigation.

April 3, 2025 5:19 PM — Investigate narcotics complaint on Salem Street. Officers responded to Salem Street in reference to drug paraphernalia found at a residence by the owner. The drug paraphernalia was collected for proper disposal.

April 7, 2025 10:23 AM — Traffic stop on Main Street. The driver was issued a citation for speeding 58 MPH in posted 35 MPH zone.

4:01 PM — Disabled vehicle on Depot Street. Driver advised vehicle out of fuel and was awaiting assistance. No additional assistance requested of the officer.

April 8, 2025 9:00 AM — Motor vehicle accident on State Route 124 in Rutland Township. Officers responded to a motor vehicle accident after being advised a motor vehicle was found in the creek in front of Meigs Elementary School.

April 10, 2025 9:05 AM — Traffic stop on Main Street. The driver was issued a citation for expired registration.

9:47 AM — Traffic stop on Main Street. The driver was issued a citation for speeding 52 MPH in posted 35 MPH zone.

April 14, 2025 3:00 PM — Investigate a complaint of an abandoned bicycle on Main Street. Officers responded to a report of an abandoned bicycle. Bicycle was collected for safekeeping.

April 17, 2025 9:00 AM — Investigate larceny on Main Street. Officers were advised of a stolen trailer in Danville in Salem Township. The Meigs County Sheriff’s Office was notified for a report.

April 22, 2025 3:30 PM — Investigate occupancy of a condemned structure on Depot Street. Negative contact with any person at the residence. The matter was referred to the Department of Code Enforcement.

In 2024, the Village of Rutland Police Department issued more than 220 speeding citations. Avoid becoming part of the statistics, but most importantly, avoid causing serious injury, or even death. Slow down. Drive safely.

Report habitual traffic violations by calling Village Hall at (740) 742-2121, extension 1000 or 1005. Please, ensure a description of the vehicle as well as the usual time of day of the violation is reported.

Abandoned Bicycle Report | The Village of Rutland Police Department has received a report of an unknown male trespassing onto private property on Main Street and leaving abandoned a bicycle.

The bicycle has been confiscated and impounded at the Rutland Civic Center-Village Hall as abandoned property to prevent theft.

If you have a bicycle which is lost or suspected to be stolen, or if you are the owner of the bicycle confiscated by the Village Police Department, please visit the Village Clerk’s Office at Rutland Civic Center, or call (740) 742-2121, extension 1000, Monday, Wednesday or Friday from 9:30 AM to 5:00 PM, and accurately describe the bicycle for its return.

You may also file a police report with the Village Marshal by visiting the Village Clerk’s Office during the days and hours provided.

The Village of Rutland Department of Parks and Recreation is excited to announce the 2025 Easter Egg Hunt will be held Saturday, April 26, 2025 at 3:00 PM at Rutland Civic Center.

Attendees finding golden eggs will have the opportunity to win a free bicycle. A raffle for the Mayor’s Executive Easter Prize will also be held. Raffle tickets may be purchased for $1.00 per ticket, or $5.00 for six tickets.

The Mayor’s Executive Easter Prize will include $100.00 cash, 10 coupons for a free Wendy’s Frosty, and a voucher for a free Rutland Civic Center building rental.

Special Traffic Detail Report | On the evening of Friday, April 4, 2025 and Saturday, April 5, 2025, the Village of Rutland Code Enforcement Division conducted traffic control following the Meigs High School Marching Band and Rutland Volunteer Fire Department BINGO events. Personnel assisted to prevent traffic congestion, accidents and quickly clear motor vehicles from the area. The Village Marshal extends his appreciation to all of those who participated in the events to support both our Marauder Band and our community’s volunteer firefighters.

March 3, 2025 4:48 PM — Investigate complaint on Martin Street. Officers responded to a residence to investigate a possible harassment complaint. Upon further investigation, it was determined no credible harassment occurred.

5:17 PM — Warrant service attempt on Corn Hollow Road in Rutland Township. Officers attempted to locate David R. Priddy for service of an outstanding warrant through Rutland Mayor’s Court. Negative contact with the referenced subject was made.

5:30 PM — Warrant service attempt on Corn Hollow Road in Rutland Township. Officers attempted to locate Ryan Stone for service of an outstanding warrant through Rutland Mayor’s Court. Negative contact with the referenced subject was made.

March 4, 2025 1:00 PM — Assist other unit on Main Street. Officers assisted the Meigs County Sheriff’s Office School Resource Officer with locating a suspicious male. Negative contact with the referenced subject was made.

March 5, 2025 2:54 PM — Investigate complaint on Martin Street. Officers responded to a residence to investigate a second possible harassment complaint. Upon further investigation, it was determined no credible harassment occurred.

March 6, 2025 9:37 AM — Disabled vehicle on Salem Street. Officers located a disabled vehicle and advised Central Dispatch owner could not be located.

12:00 PM — Disabled vehicle on Brick Street. Officers located a disabled vehicle and advised Central Dispatch owner could not be located.

4:51 PM — Domestic violence on Hill Street. Officers responded to a domestic dispute. Upon further investigation, it was determined the dispute was verbal in nature and both parties were separated. Also responding was Pomeroy Police Department.

6:00 PM — Assist other unit in the Village of Pomeroy. Officers assisted Pomeroy Police Department and Mason Metro Police Department with drug interdiction.

March 7, 2025 2:00 PM — Assist other unit in the Village of Pomeroy. Officers assisted Pomeroy Police Department with a traffic stop.

March 10, 2025 1:45 PM — Mental incident on North Main Street. Officers assisted a male experiencing a mental health episode from recent job with contacting appropriate agencies for job placement.

March 11, 2025 9:32 AM — Traffic stop on Main Street. The driver was issued a summons for speeding 62 MPH in posted 35 MPH zone.

1:24 PM — Traffic stop on Main Street. The driver was issued a summons for failure to display license plate and a warning for improper passing.

8:20 AM — Motor vehicle accident on State Route 124 in Rutland Township. Officers assisted with an accident involving a motor vehicle and farm tractor.

March 13, 2025 12:00 PM — Animal complaint on Main Street. Officers located missing canine and returned canine with owner.

March 17, 2025 7:45 AM — Motor vehicle accident on State Route 124 in Rutland Township. Officers arrived on scene involving a vehicle roll over with entrapment; made entry through breaking window glass, and removing the victim.

2:00 PM — Special detail in the Village of Pomeroy. Officers attended the funeral of the late Tim Ihle, County Treasurer.

3:04 PM — Suspicious person at James Vennari Park. Officers responded to a report of an individual appearing unconscious in their vehicle. Officers were able to awaken the referenced subject, who advised they fell asleep from fatigue.

5:00 PM — Investigate complaint on North Main Street. Officers responded to a report of a possible child kidnapping. Upon further investigation, it was determined the child was in safe custody.

March 20, 2025 5:30 PM — Assist other unit in the Village of Rutland. Officers provided extra patrol at the request of Middleport Police Department in search of a stolen trailer. Negative contact with the referenced property was made.

6:00 PM — Animal complaint on Civic Center Drive. Officers received a report of a bear sighting in the Village of Rutland. Officers provided extra patrol and negative contact with the referenced bear was made. A follow-up will be provided with the Ohio Department of Natural Resources Game Warden.

March 21, 2025 1:00 PM — Suspicious person at Dollar General. Officers responded to Dollar General to investigate a suspicious person near the building the night before during closing time.

March 25, 2025 11:15 AM — Traffic stop on Main Street. The driver was issued a summons for expired registration.

12:30 PM — Investigate complaint on Main Street. Officers responded to a person acting erratically at a local business. Officers were able to deescalate the behavior and advised the business employees of future options should the incident reoccur.

3:58 PM — Larceny on North Main Street. Officers responded to a complaint involving a stolen purse. Upon further investigation, the purse was located.

March 27, 2025 4:42 PM — Traffic stop on Depot Street. The driver was issued a summons for failure to obey a traffic control device (stop sign).

12:27 PM — Investigate complaint on Salem Street. Officers responded to a complaint involving reckless operation of an ATV. Officers provided extra patrol and negative contact with the referenced ATV was made.

March 28, 2025 10:39 AM — Traffic stop on Main Street. The driver was issued a summons for speeding 53 MPH in posted 35 MPH zone.

March 31, 2025 4:20 PM — Investigate complaint on North Main Street. Officers responded to a report of a cart from a local business not being returned to the store. Officers located the subject responsible for taking the cart, and instructed the subject to return the cart. Officers followed behind the subject while the cart was pushed back to the business.

4:25 PM — Warrant service attempt on Corn Hollow Road in Rutland Township. Officers attempted to locate David R. Priddy for service of an outstanding warrant through Rutland Mayor’s Court. Negative contact with the referenced subject was made.

5:13 PM — Warrant service attempt on Corn Hollow Road in Rutland Township. Officers attempted to locate Jessica Priddy for service of an outstanding warrant through Rutland Mayor’s Court. Negative contact with the referenced subject was made.

5:30 PM — Warrant service attempt in the Village of Middleport. Officers attempted to locate Ryan Stone for service of an outstanding warrant through Rutland Mayor’s Court. Negative contact with the referenced subject was made.

6:08 PM — Assist other unit in the Village of Pomeroy. Officers responded to McDonald’s to assist Pomeroy Police Department with a combative subject following an overdose.

7:25 PM — Investigate complaint on Salem Street. Officers responded to a complaint involving the reckless operation of an ATV. Officers made contact with the owner of the referenced ATV and advised of penalties for ATV violations.
