Welcome to the Village of Rutland!

Founded in 1799 and incorporated in 1913, the Village of Rutland has stood as a small, bucolic community in Meigs County, Ohio for over 220 years, situated a very short commute from the county seat resting along the majestic Ohio River. The home of the Red Devil dynasty, Rutland was settled by natives from Rutland, Massachusetts and Rutland, Vermont with a history rich in agriculture and livestock

, coal mining and railroading. Today, with its annual Independence Day Ox-Roast where everyone can enjoy Rutland's Famous Roast Beef along with the best fireworks display in the County, beautiful Jim Vennari Park, quiet streets, rural scenery, small hometown businesses, along with nearby state-of-the-art schools, healthcare facilities and diverse industry, the community nestled in the peaceful rolling hills of southeast Ohio is prime for raising a family and enjoying the small American town feel. In the Village of Rutland, your public officials are striving for excellence in community and municipal leadership. In despite of our community's unique challenges, I'm confident that in uniting together, our potentials are plentiful and our future is bright. As Helen Keller once said, "Alone we can do so little; together we can do so much." The many valued citizens of Rutland are encouraged to visit the Rutland Civic Center and Village Hall and share with us their concerns and visions of our fine community. Likewise, everyone is urged to get involved in our town events and meetings. 🌺 Spring beautification has returned to the Village of Rutland with the planting of flowers at the Little Leading Creek Bridge and intersection of Depot Street and Main Street, compliments of a generous donation from Mitch’s Flowers and Produce.

A special thank you is extended to Community Volunteer Denise Lambert and Dylan Gann, as well as Mayor Tyler M. Eblin and Street Commissioner Shane Gann for volunteering their time in the beautification endeavor.

Mayor Releases Statement Regarding Thursday Gas Leak Near Main and Salem Street

On Thursday, May 21, 2026, my office was made aware of what appeared to be a water leak on the parcel of land on which the former Rutland Post Office building was located. Upon receiving this information, I directed Street Commissioner Shane Gann to contact the Leading Creek Conservancy District for further investigation.

Following an evaluation by LCCD, it was determined the bubbling of the pool of water in question was the result of a gas leak. Upon this discovery, Commissioner Gann was directed to notify the gas company Utility Pipeline / Knox Energy, along with the Rutland Fire Department.

In consultation with the gas company, Village administration was advised to close State Route 124 and evacuate businesses and residences within the immediate area. At this time, I directed the Rutland Police Department to initiate these procedures.

Upon arrival by the gas company, it was determined the gas leak was isolated, and evacuation was no longer necessary. At this time, State Route 124 was reopened and evacuation procedures were discontinued.

Repairs to the gas line will be made beginning early Friday morning. There is no danger to public safety at this time.

Village officials and I extend our appreciation for the public’s cooperation during today’s event. As always, if you notice a gas odor, dial 911.

The Rutland Village Council during its regular meeting held this month passed legislation earmarking new funding for improvements on and along Lynn Avenue and Lynn Street, with Ohio Valley Outdoor Services and McKee Paving selected as the general contractors.

Ordinance 2025-37, sponsored by Councilor Dakota Smith, authorizes the Mayor to secure a loan in the amount of $31,817.50 for the construction of a new stormwater collection and drainage system along Lynn Avenue, replacement of catch basins along State Route 124 near Lynn Street and the resurfacing of both Lynn Avenue and Lynn Street.

"Street Commissioner Shane Gann and I are pleased to announce another investment in our Village's infrastructure, made possible through an Act of the Rutland Village Council, and most importantly, the taxpayer dollars of our citizens," comments Mayor Eblin. "This investment in addressing a failed drainage system and roadway surface will improve the overall safety and well-being of the Lynn neighborhood."

Mayor Eblin explains the loan will be amortized for a minimum of eight years with a 5.7% interest rate. Approximately $5,554 in combined municipal income tax, gasoline tax and vehicle registration tax revenue would be applied to the repayment of the loan annually.

The construction of the Lynn Avenue stormwater sewer will collect surface runoff from nearby hillside and funnel to the main stormwater sewer along State Route 124. Mayor Eblin explains the project is a second phase component to an initial phase, completed in 2024. Both phases will connect together, according to plans from the Street Commissioner's Office.

“Lynn Avenue has been plagued with poor drainage issues and surface erosion for decades," comments Mayor Eblin. "From a sheet of ice on the roadway in the cold winter to ruts in the rainy spring, we are hoping this project will solve an array of these problems."

Street Commissioner Gann notes residents will be notified prior to the start of the project as roadway closures will be in place. Once stormwater sewer improvements are completed, the entirety of Lynn Avenue and Lynn Street will be paved. Mayor Eblin says he will be asking the Village Council to pass a weight limit ordinance to help preserve the new roadway upon the project's completion.

“My office extends its appreciation to Public Service Chair Shawna Davis and the Public Service Committee, the Rutland Village Council, along with Ohio Valley Outdoor Services and McKee Paving, and most importantly, People's Bank, for preparing months worth of planning and dedication of funding toward this project," comments Mayor Eblin.

The Rutland Public Service Department on Saturday responded to a report of low hanging utility wire at the intersection of College Avenue and Mulberry Avenue. The wire in question was confirmed to be a cable-telephone wire and Central Dispatch was notified to contact the cable-telephone company.

After investigating, it was found the wire was stuck underneath a tree branch. Individuals residing in the affected residence were consulted. To assist the residence in avoiding an interruption in cable-telephone service, Street Commissioner Shane Gann utilized a chain saw to detach the branch affecting the wire.

Tree limbs were removed from the scene, and the wire was secured to the residence. A ticket remains submitted with the cable-telephone company, who did not respond to the scene. College Avenue and Mulberry Street are now reopened to traffic.
