Fourth Of July reminders:

Residents and guests are requested to be responsible and remain aware of neighbors and pets in terms of fireworks use. Kindly be respectful and also refrain from late night activiites that involve such things.

The law in Pennsylvania for fireworks allows residents to buy and use Class C or consumer-grade fireworks that include firecrackers, Roman candles, bottle rockets, and similar products1. However, there are some restrictions on the use of fireworks, such as:

1. Buyers must be over 18 years old.
2. Fireworks cannot contain more than 50 milligrams of explosive material.
3. Fireworks cannot be discharged from or toward a building or vehicle or within 150 feet of an occupied structure.
4. Users must have permission from the property owner where fireworks are to be discharged.
5. Use of alcohol while also engaged in the use of fireworks is not only dangerous, it’s illegal.
6. Use of fireworks on public property/common areas of communities is prohibited.

Beware of Voting Scams
“Scam artists in Pennsylvania are always trying new ploys to cheat people out of their money,” Attorney General Shapiro said. “That includes tricking donors into believing they are supporting their preferred political candidate – when in reality it’s a fraud or scam. My team of consumer watchdogs is getting the word out to Pennsylvanians to follow our tips and avoid getting scammed.”
Attorney General Shapiro said some of the reported scam calls involve:
• Donating Money
Political Campaigns often call their supporters to ask for donations. Technology available on the internet makes it possible for scammers to impersonate a political campaign phone number through a tactic known as “spoofing.”
• Election Surveys
The caller may claim to be conducting an election survey and asks for minute of your time. After the survey is complete, the caller offers you a gift card or some other incentive, but wants your personal information, such as a credit card, date of birth or social security number to send you the gift.
• Registering to Vote
The caller tries to convince the victim that they are not registered to vote and offers to register them over the phone. Voter registration is not something that can be done over the phone.
• Voting
The caller claims to be from a government entity and offers an absentee ballot for people who cannot or do not want to get to the polls on Election Day. The deadline to request an absentee ballot has already passed. If you have an absentee ballot, it needs to be postmarked by Friday, November 2.

Attorney General Shapiro offered the following tips to help consumers avoid election scams:
• Don’t donate on the phone
Donations can be made over the phone, but be wary of callers asking for donations. Ask the caller for other donation options and don’t let them pressure you.
• Don’t rely on Caller ID
Scammers can “spoof” the phone number of legitimate business to make it appear as though the call is genuine.
• Never give out personal information
Don’t provide personal or credit card information to anyone calling you, especially someone claiming you can win a prize. Candidates rarely use prizes as an incentive.
• Voter registration can’t be done by phone
Voter registration and voting in any Election cannot occur over the phone. To inquire about registration, the status of your registration or questions about voting, you can contact the Pennsylvania Department of State, Bureau of Commissions and Elections office at 717-787-5280.

Sipple took part in a recent Student & Law Enforcement Symposium held by the Chester County District Attorney's Office at the Chester County Justice Center. There was some very important information shared by both the students as well as law enforcement, roll-playing exercises, and breakout sessions with very good conversations to enhance understanding. Hopefully this can become a more widely utilized platform to reach additional students and members of law enforcement within the county. While our thoughts are with the families of the two State Troopers and the pedestrian killed on I-95 the other night, we did want to pass on the information that scams in relation to this tragedy have already started popping up. There are already those who would take advantage of the kindness of others, who have been trying (through phone calls, emails, and social media) to collect donations in the names of these individuals. The Sadsbury Township Police Department would like to pass on to the residents and friends of our Department that PennDOT will be making repairs to the bridge over the route 30 Bypass on Airport Road. The repair work is expected to take about a week, and is slated to start on 3/21/2022. Southbound traffic on Airport Road is not expected to be detoured, but northbound traffic on the bridge will be detoured. The east bound on ramp to Route 30 Bypass will be accessible from Airport Road. The planned detour will be Business Route 30 (Lincoln Highway) to Old Wilmington Road to Airport Road.

The Sadsbury Township Police warn that telephone scams are on the rise, and they're more likely to reach your cell phone than you think. Take the right steps to avoid falling victim to voice phishing (Vishing) and fraud. Scammers may call you impersonating your bank or credit union, the government, a charitable organization, or a well-known company. Some scammers are even able to fake caller ID (spoof the number) so you think the call is legitimate. They may even leave a message if you don't answer, advising that your account has been compromised, call us to reset your password.

Some red flags identified by the Federal Trade Commission and others, to watch for:
Unsolicited calls.
Advising you may be a victim of fraud.
We need you to download an app so we can troubleshoot.
We just want to verify your information.
There is a lawsuit against you or a warrant for your arrest.
You just need to pay shipping & handling (or a small fee) to receive your prize.

Some easy steps you can take to protect yourself:
1) Don't answer unsolicited phone calls if you do not recognize the phone #.
2) Don't let yourself be pressured into giving information over the phone. Keep personal information and passcodes private and never give it out during an unsolicited phone call.
3) Don't download any "troubleshooting" apps, because they may allow the fraudster to take over your device.
4) If you think a call might actually be coming from your bank, insurance, credit card company, etc. Find their phone number on a recent bank, credit card, or insurance statement, and call them back on that number.
5) Educate yourself about common scam practices. For example, the IRS will never ask for payments over the phone. They generally try to reach out through the mail before they call you, but still would not request payment over the phone or by payment in cash, gift cards, or wire transfers, or ask for your credit/debit card information.
6) Some phone providers and many smart phones have call-blocking tools that will allow you to block calls from undesirable numbers. If you get a scam call, block the number.

Please share this information with friends and family.

If you believe you have fallen victim to a scam, please verify with your financial institution first, using a phone # from their statement, and then file a report by calling 610-857-9536 or emailing [email protected].

Just so everyone is aware, it is that time of year again. You will soon see several of our Officers sporting a new look, as we participate in a very worthwhile charity fundraiser Blue Beards For Buc. This charity raises funds for (4) very worthy causes; The Crime Victim's Center of Chester County, Unite For Her, A Child's Light, and The Sambuco Children Education Fund. That being said, each Officer makes a personal donation which is matched by the Sadsbury Township Police Officer's Association, in exchange for being able to give his razor a three month break from 10/1-12/31. PHILADELPHIA MEN CHARGED WITH SADSBURY TWP MURDER

The Chester County DAO & Pa. State Police (PSP) announce the arrest of Lynelle Flowers, 26, & Zahir Randall, 21, both of Philadelphia, for the murder of Tariq Scott Jr., 22, in Sadsbury Twp on 6/22/21. Both defendants are charged with Criminal Homicide, Murder of the First Degree, Aggravated Assault, Conspiracy & related charges. The defendants are in prison awaiting their preliminary hearings.

DA Deb Ryan said, “The defendants lay in wait under cover of darkness to execute an innocent man while his girlfriend & her child were inside the car with him. This cold-blooded & premeditated murder is another senseless crime. My condolences go out to the victim’s family for the heartbreaking loss of their loved one. Thank you to the PSP for their dogged pursuit & apprehension of the two defendants, the first step towards bringing justice to the victim's family. The residents of Chester County & Philadelphia are safer today with these criminals off the streets.”

Following are the allegations. A defendant is presumed innocent until proven guilty beyond a reasonable doubt.

In the early hours of 6/22/21, the victim, his girlfriend & her 1/yo child were sitting in a car outside the Sadsbury Twp home he shared with his father when Lynelle Flowers fired multiple shots at close range into the car killing the victim.

Investigators learned Flowers is the father of the victim’s sister’s children & that he had assaulted her on 6/20 in their Philadelphia home when she said she was leaving & taking the children. He threatened to kill her father & stepfather who live in Chesco.

Later, while the victim’s sister was moving out, the defendant was seen retrieving what is believed to be a gun from the kitchen. Investigators learned that Randall, the co-defendant, drove Flowers to Sadsbury Twp from Philadelphia to commit murder.

The Sadsbury Township Police Department is attempting to identify and determine ownership of the pictured vehicle. Suspect vehicle was involved in a hit & run crash 7/25/2021 at about 0200 hours in Sadsbury Township.
The vehicle appears to be a red 2007-2013 full size 4-door Chevrolet Silverado short bed pickup with a color-matched cap on the bed. The vehicle appears to have either a Z-71 or 4x4 logo on the side of the bed and may now have a spare wheel on the passenger side front of the truck. The suspect is a white male average height and build.

Just wanted to get some information out to Township Residents as well as anyone else who follows the Sadsbury Township Police Department Facebook Site. There is currently widespread unemployment fraud.

Signs of fraud would include individuals receiving unrequested unemployment paperwork from L&I's Office of Unemployment Compensation (UC), individuals receiving unemployment benefit payments they did not apply for from the Pennsylvania Treasury, or employers receiving notice that a claim has been opened for a current employee who is actively working, or an unknown person.

Victims are encouraged to file a police report with their local law enforcement agency. Victims should also report the fraud to L&I, but only file the complaint with L&I one time.

Traditional unemployment fraud should be reported online at the UC Benefits Website, https://benefits.uc.pa.gov/vosnet/Default.aspx, click "Report Fraud Here" at the bottom of the page to complete and submit the Identity Theft Form. Do not log in.

Fraud connected to the Federal Pandemic Unemployment Assistance (PUA) program should be reported to 1-800-692-7469.

Victims who are legitimately collecting unemployment, but their accounts have been hijacked and money rerouted should also call the Fraud Hotline 1-800-692-7469.

Victims who receive checks or US Bank debit cards in the mail should return them to L&I with a brief signed statement as to the reason for the return, as well as a phone number and email address. Checks should be marked VOID. Both checks and debit cards should be returned to:

It was with great appreciation, pleasure, and gratitude that the Sadsbury Township Police Department recognized two heroes during the township meeting tonight. On June 8, 2021 we had a near tragedy when a PECO line worker was severely injured by electrocution. A fellow line worker Jerrell Thomas recognized that the victim was being electrocuted and quickly knocked him from the power source and along with another line worker started checking/monitoring the victim's status. When the victim lost consciousness, stopped breathing, and had no pulse, Thomas and the other line worker started CPR. Township resident Matt Patzek who lives in the residence where the line work was going on happened to be out cutting his grass at the time, and saw what was going on. Patzek who also happened to be a nurse at Paoli Hospital, identified himself, and took over CPR until ambulance and Medics showed up. Thomas & Patzek continued to assist the EMS personnel as they worked on the victim. I am happy to report that not only has the victim made an amazing recovery, when I tried to get him to attend the meeting tonight, he was unable to attend because he is back at work and repairing storm damaged power lines tonight. Just a quick reminder to be ever vigilant with your hard earned finances as well as your personal information. There are predators out there just waiting for you to slip up and allow them an opening to victimize you. There has been a significant increase in calls for scams and fraud. One of the scams we have seen recently locally is the Grandparent Bail Scam/Elderly Exploitation.

The Grandparent Bail Scam involves a caller making contact with an with an elderly victim and claims to either be their grandchild or an attorney representing their grandchild. The victim is informed their grandchild has been in a serious motor vehicle accident or some crime for which they have been arrested, and they need bail money. The caller will then advise how much money is needed for bail and then arranges the transfer of the money, usually through pickup by a courier, sent through UPS or Fedex, or through a wire transfer. The caller will often tell you not to contact the Police, and will try to keep you from having time to contact the involved family member. Remember you control the situation, and can take as much time as you want to verify with family members or your local Police, in an effort to not become a victim.

If you believe you have been a victim of this or any other scam, please contact your local Police. This type of activity can also be reported to Homeland Security or Office of the Inspector General.

On Wednesday 6/9/2021 at about 7:07pm, Sadsbury Township Police Department took a report of shots fired (possible road rage) from a vehicle towards another vehicle north bound Octorara Trail (Rt. 10) north of Lincoln Highway (Rt. 30). At least (3) shots were reported to have been shot from the driver of a small silver Toyota sedan towards a black Chevrolet Silverado pickup truck. We here at the Sadsbury Township Police Department hope that you all are enjoying a wonderful and healthy Holiday season filled with much happiness. Take care of each other, look out for one another, and when you need us, please reach out, we are here to help.

On another note, there are several things we want you all to be cautious about.

The Holiday season is filled with opportunities thieves look for and try to capitalize on. Packages delivered and left on doorsteps, or left in vehicles whether at home or away. Try to minimize the risk by bringing packages inside as soon as possible, rather than left in plain view for those who would attempt to deprive you of your things. Although Christmas has passed, the delivery systems have been overwhelmed and many Holiday deliveries will likely still be made. The other issue we want you all to aware of is on-line, in person, and/or phone scams. There are more opportunities for scammers than ever now. Many will try to take advantage of the Covid-19 Pandemic, Covid-19 associated stimulus packages, Covid-19 testing, the upcoming tax season, and any of a number of other opportunistic ideas. Remember that if something seems like a sure fire opportunity or seems too good to be true, it probably is and might also be a scam. The first line of defense is to not answer the phone, text message, email or any other unsolicited message, unless you are sure you know it is from, and even then do not provide any personal information. Help your friends and neighbors by being a sounding board for them, to help them to navigate life without being taken advantage of.
