The Northwest State Correctional Facility (NWSCF), located in Swanton, is one of the primary correctional institutions operated by the Vermont Department of Corrections. It was established in 1969s as part of Vermont’s broader effort to modernize its correctional system and address growing inmate populations across the state. Originally designed as a medium-security facility, NWSCF has evolved ove

r the decades into a multi-level institution housing individuals with a range of custody classifications, including minimum, medium, and close custody. Its development reflected a statewide shift toward more structured, professionalized corrections operations, emphasizing both security and rehabilitation. Throughout its history, NWSCF has played a critical role in the state’s correctional strategy by:

Serving as a regional hub for incarceration in northwestern Vermont
Supporting intake, classification, and transitional programming
Implementing evidence-based practices focused on reducing recidivism

In the 2000s and beyond, the facility continued to adapt to changing correctional philosophies, incorporating programming related to education, vocational training, and behavioral intervention. Like many modern correctional institutions, NWSCF balances its core mission of safety and security with efforts to prepare incarcerated individuals for successful reentry into the community. 💚 PTSD Awareness Month 💚

This June, Northwest State Correctional Facility recognizes PTSD Awareness Month and the importance of supporting those affected by post-traumatic stress disorder.

PTSD can impact anyone—first responders, military veterans, correctional professionals, healthcare workers, survivors of trauma, and countless others. While the effects of trauma are not always visible, awareness, understanding, and support can make a meaningful difference.

Working in corrections often means facing challenging and stressful situations. This month serves as a reminder that seeking help is a sign of strength, not weakness. By fostering a culture of compassion, resilience, and support, we can help reduce stigma and encourage those who may be struggling to reach out.

At NWSCF, we remain committed to promoting mental wellness, supporting one another, and recognizing the courage it takes to heal and recover.

🌈 Pride Month at Northwest State Correctional Facility 🌈

This June, Northwest State Correctional Facility proudly recognizes and celebrates Pride Month.

At NWSCF, we are committed to fostering a workplace and correctional environment built on dignity, respect, professionalism, and inclusion. We recognize the unique contributions of LGBTQ+ staff members, incarcerated individuals, family members, and community partners who help make our facility and our communities stronger.

Corrections is a profession that depends on teamwork, mutual respect, and treating all people fairly. Pride Month provides an opportunity to reaffirm those values and to recognize the importance of creating an environment where everyone is treated with dignity and respect.

👂 **OPEN EARS PEER SUPPORT PROGRAM**

Support can make a difference — especially when it comes from someone who understands the environment, the challenges, and the importance of being heard.

The Open Ears Program gives incarcerated individuals the opportunity to serve as peer support counselors after completing specialized training at another correctional facility and then returning to support others at Northwest State Correctional Facility.

Open Ears is a peer-based, non-judgmental support program designed to provide a listening ear, help individuals talk through difficult moments, and assist in developing positive coping strategies.

The program is not therapy and does not replace medical, legal, or mental health services. Instead, it is built around listening, trust, accountability, and connection.

Open Ears counselors are trained to provide support while also recognizing situations that must be reported for safety, including threats of harm to self or others, escape, weapons, or other serious security concerns.

This program reflects the belief that meaningful change can begin with something as simple — and as powerful — as someone willing to listen.
