**Did Someone Say BONDS?!**
**I HAVE BEEN SUMMOND!!!!**

Something from last week’s school board meeting really needs more attention, especially given what the district’s own audit already shows.

A board member asked basic, pre submitted questions about the high school bond. How much money is actually left. Which projects were paid for under the 2020 bond versus the 2023 bond and the state match. Original budgets versus actual costs. Cost overruns and change orders. What formal oversight exists to ensure bond spending still matches what voters approved.

Those questions were not answered.

Staff said they did not have the information prepared, even though the questions had been sent days in advance. At the same time, they stated there was approximately 3.2 million dollars left in the bond, but could not provide a project by project breakdown showing how that number was calculated.

There were also contradictions. We were told projects cannot really be separated by bond source, yet staff also said they know exactly how much individual projects cost. We were told oversight exists, but no reports, audits, or control documents were presented. We were told transparency is available, but board members were directed to watch old meetings instead of being given current financial records.

This is especially concerning because the district’s most recent audit identified material weaknesses in internal controls related to long term debt, including bond reporting. In other words, auditors already found that bond debt information was materially misstated and not reliably tracked without outside intervention.

When the questions continued, the superintendent stepped in and stopped the discussion, reframing the item as just an update and pushing detailed answers to a future work session.

With millions still unspent, new projects being discussed, and **an audit already flagging serious control issues**, delaying basic financial oversight in public should concern everyone. Transparency is not visuals or promises of information later. Transparency is answering financial questions clearly, in real time, and on the record.

**NEWLY ELECTED ST HELENS SCHOOL BOARD MEMBERS AND SUPERINTENDENT - DO THE RIGHT THING**

**The District Attorney has made it clear: this report must be released.**

This report is probably not the whole truth. But it is part of the truth, and it likely reveals things this community must confront.

We already know of dozens of victims. Children, adults who were harmed as children, and at least two adults. No one should ever have to endure what they did. They were failed not just by individuals, but by a system that chose to protect itself and to protect the people who hurt them, instead of protecting them.

And for every victim we know as Jane Doe 1, Jane Doe 2, Jane Doe 3, all the way through however many dozen there are now, there are others still carrying their silence. Children, adults who were harmed as children, and others who were victimized, still afraid they won’t be believed, afraid they will be blamed, and afraid of the ramifications if they speak out. Afraid they’ll be crushed under the weight of this community’s denial.

**To the victims: you are not invisible. You should not have to carry the burden of silence so that those in power can protect an institution. You have already carried enough.**

Suppressing this report does not protect children. It protects an institution that already overspent by $17.2 million last year, and that number is only the beginning. The true cost of legal defense has been hidden. Families, students, teachers, and staff will be paying the price next year through the loss of educators, the deep cuts in programs, and the exodus of teachers who could no longer stay.

And we have to be honest about this: the truth will come out. Whether through lawsuits, through leaks, or through the voices of the victims themselves, it cannot be buried forever. The only question is whether this board will meet it with honesty, or whether it will arrive later, with even greater damage.

The report holds an image of what happened. Breaking the mirror does not erase the image, it only scatters the truth into sharper, more dangerous pieces.

Please release the report so that we can begin facing this issue with integrity and truth. What happened, happened. We cannot change it. But you can set a new precedent, one of truth and honesty, because of what happened when those values were not at the forefront. We can only move forward, and keep this from happening again, if we confront it with honesty.

**WHAT THE SCAPPOOSE SCHOOL DISTRICT GOT WRONG YESTERDAY**

This is in regards to the letter released yesterday by Superintendent Tim Porter in response to the communities outrage upon finding out that 17 year old Ava Crews died in an incident involving underage drinking at Scapoose School Board’s Vice Chair Branda Jurasek’s property.

Under Oregon law, allowing minors to drink alcohol can be a misdemeanor. And if that negligence leads to a death — which it did — criminally negligent homicide can apply. But even without prosecution, what happened is a clear violation of district ethics policy, and the district’s refusal to even acknowledge that speaks volumes.

Let’s break this down.

⚫️ Law enforcement handles crimes. The district handles trust.

⚫️ No one is demanding the school district prosecute anyone. We’re demanding they follow their own ethics policies and remove a board member who violated them.

⭕️ Policys violated

🔴 BBAA: Obligation to act in the best interest of students.

🔴 BBF: High ethical standards and role-modeling.

🔴 BCB: Compliance with the law and avoiding conflicts with district goals.

⚫️ This wasn’t a one-time mistake — it was a known pattern at this property, and a child died. Ignoring that isn’t compassion — it’s cowardice.

⚫️ The fact that a student is facing charges, while the adults who created the conditions are still in power, tells students that their lives matter less than political connections.

Ethics policies are enforceable standards—and a failure to act on these standards by the district may constitute a breach of public duty. Furthmore, the Scappoose School District’s silence or inaction can further implicate the district if they ignore enforceable board policies, especially after receiving formal community complaints.

Personally, I cannot believe that you had Branda Jurasek sit on the stage during graduation after she was implicated in the criminally negligent homicide of a student that took place what, less than a week before?

Jurasek’s presence on stage was not just insensitive, it was an endorsement — and it told students that the system will protect adults, no matter the harm they cause.

The people in the fight against the school board run across the political spectrum. Thank you SHSB for being SO AWFUL you managed to bring together liberals and conservatives, making us ‘real people’ to each other and instead of ‘those people’. It’s been lovely.
