Today, the Minnesota Court of Appeals upheld a district court's decision to strike down a portion of the nearly 1,500 page omnibus bill passed in the final hour of the 2024 legislative session. The Court of Appeals affirmed that the bill violated the Minnesota Constitution's single-subject clause. Unfortunately, the Court of Appeals declined to strike down the entire law.
Appeals Court Judge Kevin Ross said it best, “No one could read even the first three pages of the challenged 1,500-page law we are considering today — the offspring of nine, multi-topic omnibus bills folded into a gargantuan mega-omnibus bill — and maintain even a slight impression that she is reading a law embracing only one subject,” Ross wrote. “I write separately only to mourn the loss of the state Constitution’s single-subject clause,” Ross added.
This bill jammed through by Minnesota Democrats was a legislative atrocity. Legislators must follow the Constitution in how they make law. Minnesotans deserve transparency and accountability in their government, and stopping gigantic omnibus bill abuse and following our state constitution would go a long way to restoring the people's trust in their government.
