Dear Friend,​

I never dreamed I would run for office. But I found myself with a decision to make. Would I continue to criticize and complain or step up to help? I care about my neighborhood, where I have lived for over thirty years. I care about the entire city of Salem which has so much t

o offer, but right now, is struggling. From homelessness and mental health, to drug addiction, property crimes and a lack of affordable housing, we need our City Council to do more. During this campaign, I know people will try to put me in a box. I want you to know that I care about the residents of Ward 6 more than any party or ideology. I am running because I believe I have the experience needed to help find solutions that work for everyone. I have worked in the nonprofit world, providing services to those who could not otherwise afford them. I have advocated for those without a voice and I believe strongly in the fact that we all deserve to be heard. I am a small business owner who has survived some of the most difficult times. I have signed both the front and the back of many a paycheck. Business, government and the nonprofit worlds should not be adversaries – our community desperately needs them to be partners, working together for the good of all. We have seen our city flounder as elected leaders have chosen ideology and soft choices instead of really digging in to find solutions that work, even if they aren’t easy. If you elect me as your councilor I promise I will always listen and do the hard work to find common ground for the good of all. Julie Hoy




Biography

Born and raised in the Pacific North West, Julie Hoy has lived in the same home, located in Ward 6, in Salem for over thirty years. This is where Julie and her husband chose to live, work, and raise a family. Julie is a musician and while raising her kids, helped to start a nonprofit organization that works closely with underserved children and adults in southern Mexico. Two decades later, Julie is still investing in this effort.

In 2017 Julie and her husband purchased a small family restaurant in Salem. While incredibly rewarding, this business journey has also been challenging. Julie has seen firsthand how hard it is to navigate the requirements of government while trying to keep her staff employed and her customers satisfied.

​Julie believes that our community is best served when everyone gets involved and helps find solutions. She wants to be our voice on the Salem City Council to represent Ward 6 and help make all of Salem a better place. Join Julie's Team

Earlier this month, I had the opportunity to show my continued support for Hope Dealers by attending their recent luncheon. Folks gathered to learn more about the outreach work being done through Be Bold Street Ministries here in Salem. It was a great event.

I’ve seen firsthand the impact their team is making by consistently showing up in camps and on the streets to build relationships, connect people to resources, and remind individuals that their humanity and dignity still matter. Their outreach is deeply rooted in faith, compassion, accountability, and long-term relationship building.

I believe collaboration is key to addressing homelessness. City services alone cannot solve every challenge, which is why partnerships between nonprofits, faith communities, outreach teams, recovery programs, and public safety are so important. I’m grateful for organizations like Be Bold Ministries that continue showing up with care, consistency, and a commitment to helping people move toward stability, healing, and hope.

It was an honor to celebrate this year’s Crystal Apple Award recipients at the Salem Convention Center this month and recognize the incredible educators who make such a lasting impact on students across our community.

These 12 educators represent the very best of Salem-Keizer — showing up every day with patience, leadership, compassion, and a commitment to helping young people grow and succeed. It was exciting to attend the ribbon cutting for The Forge in downtown Salem and see this incredible new space officially open for business at 285 Liberty St. N.E.

This beautifully restored four-floor building is now home to 43 locally owned businesses — from restaurants and boutiques to salons, jewelry, wellness, and fitness studios — bringing new life, creativity, and opportunity into the heart of downtown. Projects like this help create the kind of vibrant, welcoming downtown that people want to spend time in and be part of.

Congratulations to everyone who helped bring this vision to life. I’m excited to see The Forge Salem continue to grow and thrive in our community!

Yesterday’s results were not what we had hoped for, but I am deeply grateful to everyone who supported this campaign, believed in our vision for Salem, volunteered their time, shared conversations, knocked doors, made calls, and showed up for our community over these many months.

Serving as your Mayor has been one of the greatest honors of my life. Together, we have helped move Salem forward — stabilizing the city’s finances, strengthening public safety, improving coordination around homelessness and outreach, supporting local businesses, and restoring focus on the core services residents rely on every day. That work matters, and I am proud of what we accomplished together.

While this election did not end the way we wanted, my commitment to Salem remains unchanged. I will continue working hard through the end of my term to serve this city with integrity, focus, and care for the people who call Salem home.

I also believe yesterday’s results carry an important reminder. Turnout in this election was very low, and our communities are profoundly shaped by who chooses to participate. Whether in elections, neighborhood meetings, volunteer efforts, local organizations, or simply checking in on one another, showing up matters. It always matters.

Democracy and community are not things we inherit passively. They are built by people willing to engage, listen, participate, and stay involved, even when it is difficult or disappointing.

So while I am certainly saddened by the outcome, I remain hopeful about Salem’s future. I encourage everyone who cares about this city to continue showing up, speaking up, and investing in the community we all share.

I loved getting to attend the Awesome 3000 this past weekend and seeing thousands of students, families, and teachers come together in such a fun and positive way!

For more than 40 years, this event has been a special Salem-Keizer tradition that not only encourages youth fitness and community spirit, but also helps support students and classrooms across our school district. Thank you to everyone who continues to pour so much heart into making this incredible event possible year after year.

It was incredibly moving to attend the memorial for Roger Tofte — a true visionary whose creativity and imagination helped shape childhood memories for generations of Oregon families.

Roger built Enchanted Forest largely with his own hands, turning an idea in his mind into something truly magical. Listening to the stories shared at the fairgrounds and seeing pieces from the park on display was a powerful reminder of the joy, wonder, and imagination he gave to so many families over the years.

One meaningful part of the memorial was the opportunity for attendees to leave handwritten notes honoring Roger and the impact he had on their lives. Mine simply said: “Your dreams made dreams come true for my children and now my grandchildren.”

Thank you, Roger, for creating memories that will continue to live on for generations.
