COFA Alliance National Network (CANN) is a 501(c)4 non-profit organization that is dedicated to advocating for social and economic justice for COFA islanders living in the United States, including Hawaii and the territories. CANN (COFA Alliance National Network) is an Oregon based 501(c)4 non-profit organization that is dedicated to advocating for the people of the three Pacific Island nations tha

t have a unique Compact or treaty with the United States. The primary goal of the organization is to seek social and economic justice under the law for all COFA residents in Oregon and throughout the 50 states and the territories. The three COFA nations are: The Republic of the Marshall Islands, The Republic of Palau and the Federated States of Micronesia. CANN is focused on creating and expanding relationships with fellow Oregonians, including Legislators, and spotlighting our communities stories. CANN Oregon was proud to be part of the COFA Community Health Fair on Saturday, August 15, 2026, in Salem, Oregon. The event connected COFA families with health screenings, dental care, social services, wellness resources, and other important community supports.

We were also happy to have our Eastern Oregon team join us in Salem to support the event and connect with community members. CANN Oregon serves communities across the state, and these opportunities help us build relationships, better understand local needs, and stay connected to the voices of our communities.

Thank you to the committee and organizers of the COFA Community Health Fair for the invitation. We look forward to future partnerships.

The purpose of the COFA Alliance National Network of Oregon (CANN Oregon) is to help COFA community members understand their rights, access vital programs and services, and receive the guidance and advocacy needed to support social and economic stability.

Thank you to our community members and families who joined us to learn about the Eastern Oregon Individual Development Account (IDA) Program!

We are grateful to Community Connection of Northeast Oregon (CCNO) for presenting, Eastern Oregon Coordinated Care Organization (EOCCO) for its support, Cook Memorial Library for hosting, and That’s Maudreys for providing a delicious island dinner.

Participants learned about the 5-to-1 savings match, financial education, and resources to help build financial stability. The evening also included helpful financial education, shared financial tips and personal stories about lessons learned, practical savings strategies, and fun giveaway prizes!

CANN Eastern Oregon helps connect community members with outreach and information about EOCCO’s climate benefits, including air-filtration devices and other climate-related supports for eligible members.

During periods of smoke or poor air quality, we encourage our communities to stay safe and healthy by remaining indoors when possible, keeping windows closed, avoiding strenuous outdoor exercise, and using HEPA air filters or clean-air HVAC settings.

Late post: In early July 2026, COFA Alliance National Network (CANN) Community Outreach Representative Magdalene Heno Ellis traveled to Hawai'i to deliver a presentation on important resources available to COFA citizens living in Hawai'i. The presentation covered Hawai'i Medicaid, COFA rights, travel guidance, SSI and SSDI, SNAP benefits, and other community resources and support services.

The presentation was provided in response to a request from the Consulate General of the Republic of Palau in Hawai'i and included a question-and-answer session for community members.

We appreciate the Palau Consulate Office in Hawaii for creating this opportunity to share information and support Palauan citizens and other Freely Associated States nationals.

CANN remains committed to helping COFA communities understand their rights, access resources, and navigate available programs and services.

You will learn how the 5-to-1 savings match works, receive free financial education and practical savings tips, and find out whether you qualify and how to apply.

This financial education event is brought to you by COFA Alliance National Network and Community Connection of Northeast Oregon.

CANN Action Website Launch!

We are excited to announce the launch of the new COFA Alliance National Network (CANN) Action website. CANN Action is a 501(c)(4) lobbying and advocacy organization with a national network of community leaders and allies committed to protecting the rights and well-being of COFA citizens living in the United States.

Through lobbying, coalition-building, and state and national advocacy, CANN Action works to advance fair treatment, stronger access to essential services, and public policies that support COFA communities as they live, work, study, serve, and lead across the country.
