Salina City Police Department & Salina City Fire Department
Fugitive Night Rules

-Objective-
Fugitives (participants) must make it from the designated Start Zone to the Safe Zone without being caught by members of the Salina City Police Department or Salina City Fire Department.
Participants will have 45 minutes to reach the Safe Zone.

-General Rules-
Ages: 8–18 years old
All participant’s parents/guardians must know that they are participating.
Players must check in before the game begins.
Listen to event staff at all times.
Good sportsmanship is expected.

-Game Boundaries-
The game boundaries are:
North Boundary: 400 North
South Boundary: Main Street
West Boundary: 400 West
East Boundary: 600 East (Top of Main)
Participants must remain within these designated boundaries at all times.
No entering private property.
No entering homes, businesses, fenced yards, construction sites, or other restricted areas.
No crossing outside the designated boundaries.
If a participant leaves the designated boundaries, they are automatically considered caught.

-Time Limit-
Participants will have 45 minutes to travel from the Start Zone to the designated Safe Zone.

-How to Win-
Participants win by reaching the designated Safe Zone within the 45-minute time limit without being caught.

-Getting Caught-
A fugitive is considered caught when a member of the Salina City Police Department or Salina City Fire Department:
Illuminates the participant with a flashlight, and
Clearly announces that the participant has been caught.
No physical contact or tagging is required.
Once caught:
Immediately stop.
Raise your hand to acknowledge you have been caught.
Walk directly to the designated Safe Zone located at the top of Main Street.
Remain respectful and follow all directions from event staff.
No arguing over catches.

-Safe Zone-
State Street is designated as a Safe Zone. Participants may safely cross State Street wherever they are located; however:
State Street is not intended to be used as a travel route or for walking along the roadway.
The purpose of the Safe Zone is to allow participants to safely cross State Street without feeling rushed.
Use caution while crossing.
Watch for vehicle traffic at all times.
Participants must use designated crosswalks when crossing State Street.
Participants may remain in a Safe Zone for a maximum of one (1) minute before continuing.
Camping or remaining in a Safe Zone longer than one minute is prohibited.

-Flashlights-
Participants may carry flashlights or headlamps.
Laser pointers are prohibited.

-Running-
Running is permitted.
However:
No pushing.
No tackling.
No roughhousing.
No intentionally knocking another participant down.

-Prohibited Activities-
The following are prohibited:
Hiding inside vehicles.
Climbing onto roofs.
Climbing trees.
Entering drainage ditches, canals, or other hazardous areas.
Wearing clothing or camouflage that completely conceals your identity.
Riding bicycles, scooters, skateboards, or any motorized vehicle.
Using GPS tracking apps or similar technology to locate Police or Fire personnel.

-Police Department & Fire Department Rules-
Members of the Salina City Police Department and Salina City Fire Department:
Will not physically restrain or tackle participants.
Will identify caught participants by shining a flashlight on them and clearly announcing they are caught.
Will prioritize participant safety above the competition.

-Emergency Rule-
If anyone yells:
"STOP GAME!"
All participants and staff will immediately stop where they are and await further instructions.
This command is reserved for injuries, emergencies, or unsafe situations.

-Unsportsmanlike Conduct-
The following may result in immediate removal from the event:
Fighting
Profanity directed at staff or other participants
Ignoring instructions from Police, Fire, or event staff
Cheating
Damaging property
Unsafe or reckless behavior

-Safety Reminder-
This event is designed to promote positive interactions between the community and first responders while providing a fun and safe experience for everyone.
Please use good judgment, obey all traffic laws, respect private property, and immediately comply with instructions from Police, Fire, and event staff. Participant safety is our highest priority.

Early this morning between the hours of 3:00 and 4:00 am, there were multiple gunshots heard around Salina. So far, one vehicle was identified as being shot along with multiple stop signs. A home window was also shot with what appeared to be a BB gun.
There was an officer on duty at the time of this incident and he was attempting to locate the source. Shortly after hearing the gunshots, it was again reported that shots were heard in the Aurora area where the suspect was seen shooting stop signs. The Salina officer went to Aurora to see if he could locate the vehicle but was unable to locate it.
Today, officers have been gathering surveillance video and have multiple vehicles that we are trying to identify. Officers have also been speaking with multiple witnesses who heard the gunshots that are being investigated.

📢 COMMUNITY ANNOUNCEMENT – Ride with a C.O.P. (Coming Soon!)

North Sevier m, get ready!

We’re excited to announce an upcoming opportunity to ride ATVs, SXSs, and dirt bikes with your local police department — Ride with a C.O.P.

Officer P. George, who is helping organize this event, has some military obligations coming up, so finalized details (date, time, location) are still to be determined. We wanted to give everyone a heads-up so you can start preparing now.

What you can do right now:
✅ Get your dirt bike, SXS, or ATV serviced and trail-ready
✅ Gather your proper PPE (helmet, goggles, boots, gloves, etc.)
✅ Remember: All Utah state, county, and local laws will be enforced — so prepare accordingly (registration, titling, mufflers, spark arrestors, age requirements, etc.)

Stay tuned — we’ll release the full details once Officer George’s schedule is confirmed. This event will take place in the upcoming weeks, so don’t wait to get ready!

I think we kicked the hornets' nest last night. "Fugitive" was a success—but it wouldn't have been possible without everyone involved.

Thank you to the community for being so patient with the participants, especially the residents who sat on their porches and lawns, offering tips and setting off their car alarms to help locate the Fugitives. We appreciate our "concerned citizens"!

Thank you to all the Fugitives (including our Richfield friends who showed up) for coming out to have some innocent fun!

Thank you to the Seekers, who did a phenomenal job tracking down the Fugitives!

Thank you to the parents for allowing your children to take part in the shenanigans!
