Over the past several weeks, we've shared how emergency medical services have changed over the past 40 years and why the district is proposing a shift from property taxes to a 1% sales tax, with a 50-cent reduction in the ambulance portion of the property tax for every $1 generated by the new sales tax.

A lot has changed in four decades.
Since 1986, the cost of ambulances, life-saving equipment, employee wages, and emergency medical services has increased dramatically, while emergency call volume has continued to grow. Throughout those changes, the Chariton County Ambulance District has continued operating under the same tax rate.
The proposed measure would shift part of the district's funding from property taxes to a 1% sales tax. For every $1 generated by the new sales tax, the ambulance portion of the property tax would be reduced by 50 cents, helping broaden the funding base while reducing the property tax burden.

Emergency medical services can't wait until something breaks to plan for the future.
Replacing an ambulance takes months. Hiring and training EMTs and Paramedics takes time. Facility improvements, equipment purchases, and infrastructure upgrades all require careful planning and budgeting well before they are needed.
That's why predictable funding matters.
It allows the district to plan responsibly for ambulance replacement, staffing, facility improvements, emergency generator upgrades, and other long-term operational needs instead of reacting only after those needs become urgent.
Throughout this campaign, we've shared how emergency calls have increased, equipment has become more advanced, vehicles have become more expensive, and the demands placed on EMS continue to grow.
Long-term planning helps ensure the district can continue providing dependable emergency medical services to the residents and visitors of Chariton County for years to come.

Over the past several weeks, we've shared information about how emergency medical services have changed in Chariton County over the last four decades. A question we've heard is:
"Why is the district proposing this funding change now?"
The answer isn't one single issue, it's the combination of many long-term changes.
• Emergency calls have increased by 30%.
• The cost of ambulances and life-saving medical equipment has increased dramatically.
• Recruiting and retaining EMTs and Paramedics has become more competitive.
• The district has continued operating under essentially the same tax structure for approximately 40 years.
Each of these changes has gradually increased the cost of providing reliable emergency medical services throughout Chariton County.
The proposed funding shift is intended to help the district adapt to those long-term changes while continuing to provide emergency care for our community.
Understanding why the district is proposing this change is only part of the story. In our next post, we'll explain why predictable funding is important for planning the future of emergency medical services in Chariton County.
