Eastern Shore Association of Municipalities - ESAM ESAM, a Chapter of the Maryland Municipal League (MML), serves to educate & inform more than 50 municipalities in all 8 Eastern Shore counties.

ESAM is the Eastern Shore Chapter of the Maryland Municipal League, representing the 56 cities and towns and 8 counties on the Eastern Shore of Maryland. Membership includes the mayors, council members, commissioners, town managers, public works supervisors and police departments of those cities and towns. The organization is split into two District 1 (Dorchester, Wicomico, Worcester, and Somerset

counties) and District 2 (Kent, Queen Anne's, Caroline and Talbot counties) and holds six meetings of the membership each year

The Eastern Shore Association of Municipalities (ESAM) announces that Melinda “Mindy” Stafford has submitted her resignation as Treasurer, effective immediately following the Legislative Dinner.

Mindy has expressed her intention to work closely with the appropriate personnel to ensure a smooth and orderly transition of duties in the days following her departure. We extend our sincere appreciation for Mindy’s dedicated service, her stewardship of ESAM’s financial responsibilities, and the professionalism she has consistently demonstrated in this role. Her contributions, collaborative spirit, and commitment to the organization have been deeply valued. Mindy shared that her decision is rooted in prioritizing work–life balance and devoting more time to her family and personal well-being. She also conveyed her continued support for ESAM and the Maryland Municipal League (MML) moving forward.

Please join us in thanking Melinda “Mindy” Stafford for her service and in wishing her the very best in the next chapter of her journey.

As a result of this resignation, officer voting has been paused to allow additional nominations for the office of Treasurer. The nomination period for Treasurer will open from today through 5:00 p.m. on Friday, December 19, 2025.

Eastern Shore Association of Municipalities Announces Leadership Transition and Special Election

The Eastern Shore Association of Municipalities (ESAM) announces a leadership transition following the resignation of President D’Shawn Doughty, who has stepped down from his role as Council President for the City of Salisbury and as President of ESAM and District 1 Vice President on the Maryland Municipal League (MML) Board.

In accordance with ESAM bylaws, President-Elect LaJan Cephas-Bey, Mayor of the City of Cambridge, will assume the role of President for the remainder of the current term.

ESAM will conduct a special election to fill the positions of President-Elect and District 1 Vice President.
• Nominations will be accepted from November 17, 2025 through December 5, 2025 at 5:00 PM.
• Certified nominees will advance to an electronic voting period from December 8 theough December 12, 2025 at 5pm
• Newly elected officers will be sworn in at the ESAM Legislative Dinner.

It's that time again, we're gathering for the annual Eastern Shore Association Of Municipalities (ESAM) Summer Meeting & Dinner. Join us for an opportunity to connect with over 40 municipalities with a reach over 8 counties and 3 legislative districts. During this time, we will also install/swear in our new chapter officers.

We look forward to seeing our Elected and Appointed Officials, staff members, and city/town employees that will be attending summer MML Conference- you ALL are invited!

We had a fantastic legislative dinner this evening at Fisherman's Inn. We appreciate Senator Johnny Mautz, Delegate Jay Jacobs, Delegate Steve Arentz, Delegate Jeff Ghrist, and Tom Hutchinson - Maryland State Delegate - District 37B for attending our dinner and speaking to us about the upcoming legislative session. Shout-out to For All Seasons Behavioral Health and RCC for speaking to us about their efforts in our communities providing mental health and crisis services all over the shore. Thanks to State and Local Advisors for being such a good friend to ESAM. And thanks to all of you who joined us this evening both in person and in spirit. Keep putting in the work where it counts and being the rubber that meets the road in local government. It's a thankless job but you put in that work day in and day out.
