HB 596 - Homelessness Amendments was introduced last Monday, thanks to the collaborative work of Representative Steve Eliason, Salt Lake Valley Coalition to End Homelessness, and many other stakeholders. The bill changes the Code Blue temperature threshold from 18 degrees to a much more humane 25 degrees! We are very excited about this potential policy change and the lives it could help us save with our Code Blue Movie Nights.

The bill has a lot more to it, including funding changes for homeless services that use revenue from the Cigarette Tax. It will be heard in the House Law Enforcement and Criminal Justice Committee tomorrow (Monday) morning at 8:10 am. A substitute version just dropped tonight that changes it a bit, stay tuned for more details (spoiler alert: the Code Blue temp threshold change to 25 degrees is still there!).

If it passes committee, HB 596 will need to pass the full House quickly so it can then move to the Senate for a final vote before the legislative session ends.

Please call, text, or email your representative in the House ASAP to let them know how you feel about the bill, in particular the Code Blue change to a more humane temperature threshold of 25 degrees!

We are heartbroken to share that Robert William MacGillivray (Bob) passed away on Jan. 5, 2026, from a sudden infection.

Bob volunteered many Code Blue Movie Nights with us over the years, including this season. A retired special education teacher, prison educator, and creative advocate for disadvantaged populations, he loved connecting with our guests.

He often worked at the bag checking station, compassionately helping his unsheltered brothers and sisters come in and get settled for the night. He will be greatly missed as part of our 2nd + 2nd Coalition family. We are grateful for his life of service and send all our love to his dear wife Cate and other loved ones.

Thank you to all who came out to the rally yesterday to support our call for treating our unhoused brothers and sisters---particularly the elderly, those with disabilities, and children---with more dignity and care.

We are asking our legislators to amend the Code Blue statute to activate at a higher temperature threshold (from 18 degrees to 32 degrees) and lock in Code Blue two days in advance so we have more time to notify our friends and activate church spaces, volunteers, transportation, food providers, and other resources.

Please contact your state legislators to let them know you want these common-sense changes! Find them and their contact information here: https://le.utah.gov/GIS/findDistrict.jsp
