Our target student base are Returning Veterans, Unemployed Veterans, Homeless Veterans, the Unemployed between the ages of 18 & 35, Long term Unemployed, Senior Citizens who want to work, People who were incarcerated and have paid their debt to society and cannot find employment and the Handicapped or Physical Challenged Americans. This green training program will be delivered on the internet as well as in the computer class rooms. This way students can study at home, at the library or any place available as long as they have access to the internet. Upon completion of their training CLEI will make every effort to find a job for them. CLEI will look to place them in a job that pays a living wage and not a minimum wage. Students will be certified through a strict interactive testing program and once certified a completion certificate will be issued and signed by CLEI and the college or university authority. We want this certificate to be recognized and accepted throughout America when our students are looking for a job. CLEI will also implement a Mentoring program for students who want to start their own business (including business plan and project management software & hardware that will be developed by CLEI). We lost our project manager which hit me very hard because we have been working together on different projects for over 25 years. It was a long and painful fight for him and we stayed in contact constantly however he will be missed very much. I will now be working on an update that we had discussed and complete the power point presentation that we were working on. I should have it available by the end of January 2022. Have a Merry Christmas and a Happy New Year and we will be busy again next year, God Willing.

What do we have to do to convince people that solid waste being dumped on the ground or sent to a dump is just as damaging to our environment as plastics in the ocean or other contaminants in the air. Ground water is being contaminated by these dump sites and guess who is drinking this ground water? Solid waste is just as bad or worse as any other contaminates. California Leading Edge Inc has proven this and with resources can help eliminate this waste nationwide.

California Leading Edge Inc. (CLEI) is trying to get funding for our Solid Waste Remediation Training and Placement Program. In talking to industry specialists, different government agencies, Corporations and Native American on Tribal Lands we were able to put together the most comprehensive training and placement program in America and maybe the world. All of the above realize the need for highly trained individuals that can remediate all types of illegal solid waste dumping. This program will teach students how to segregate & dispose of the wide variety of solid waste materials including toxic as well as nontoxic waste.A major part of this training program is the recycling of almost all of the solid waste generated. Facts: The growth of solid waste has become uncontrollable, the rise in trash collection fees has exacerbated the illegal dumping of solid waste, both toxic and non toxic waste. The closing of existing licensed landfills has also caused a massive increase in illegal dumping, the environment is greatly impacted because of massive illegal dumping plus illegal dumping is costing government agencies and corporations vast sums of money to remediate it. The people that we spoke to informed us that the training opportunities are limited in this area. However this training and placement program will develop many qualified waste management personnel to meet a wide variety of solutions to this problem. CLEI's trained personnel will be extremely efficient in remediating all type of illegal dumping on public lands as well as our waterways. It will dramatically increase the recycling of most solid waste generated and it will also dramatically reduce the amounts of illegally dumped solid waste.

The target student base are: Veterans (returning), Veterans (unemployed), unemployed between the ages of 18 & 35, long term unemployed, seniors who want to remain in the work place but may have been forced to retire, a well as people incarcerated recently released & have paid their debt to society.

This dynamic jobs training and placement program will be primarily a multi-media interactive computer training program dealing with all aspects of waste management, remediation & recycling. This method of training delivery will give each student the opportunity to study at their own pace. Students can study at home, at the library or any place desired as long as they have access to the internet. A version of this training will also be created with a student workbook and training videos for students with no access to the internet and some classroom training will also be available. Upon completion of each session the student will receive a certificate indicating that they have completed that portion of the training and the certificate will be signed by the issuing college or university, CLEI and our sponsor(s).

According to our research the waste management industry is growing dramatically and jobs will be available everywhere. especially after a disaster and in areas where disasters more often occur. This jobs training and placement program will train in every aspect of remediation, recycling & waste management. Training will be certified through strict interactive testing & issue certificates when training is satisfactory completed. CLEI will make every effort possible to provide job placement services for each trainee. CLEI will also establish a mentoring program for students who start their own business. CLEI will help with their business plan and project management software will be developed by CLEI for their use.

Upon successful completion of all of the training sessions CLEI will seek to place each student in a living wage job with benefits. Some students who want to start their own business a mentoring program will be established to assist the small business in becoming a successful business. This mentoring program will include private business professionals who have run a successful business.

CLEI's and its partners goals will try to train a minimum of 25,000 students by the third year of operation. To create 2,500 small successful businesses by our students every year in different states starting the third year. To take the training and placement program nationwide by the third year of operation.

To get started CLEI needs the initial funds to implement the training and placement program. CLEI has the community colleges and Universities ready to write our curriculum once the funding is in place. Once funded the program will be self sustaining after the third year of operation. CLEI will create a diverse and knowledgeable advisory board. CLEI will also develop a concise MOU describing relationship between organizations involved.
