**SPECIAL ATTENTION TO CHICKEN RANCH ROAD/ALARCON RD AREA**

Dear City of San Elizario Residents and Occupants:

Texas Gas Service works hard to deliver reliable natural gas service with minimum
disruption and inconvenience to the public, our customers, employees and the environment, while meeting state and federal safety requirements.

In the next few days Texas Gas Service will begin a replacement project along Chicken Ranch Rd and Alarcon. In order to complete project, the intersection of Chicken Ranch Rd and Alarcon will need to be completely closed on or after November 30th,2020. An alternate route will be announced and placed for all
residents and other passing through motorist to follow. The projected construction
hours are from Monday through Saturday from 7:30 am to 5:00 pm.

In order to efficiently and effectively complete the construction and in the interest of your personal safety, we ask you to please be aware of the project equipment and personnel and to follow all traffic control signs. We apologize for any inconvenience
the maintenance work may cause. Please be assured that Texas Gas Service will work diligently to minimize any disturbances.

En los próximos días Texas Gas Service iniciará un proyecto de remplazo del gasoducto por la calle Chicken Ranch Rd y Alarcon. Con el fin de poder terminar este
proyecto, la intersección de la Chicken Ranch Rd y Alarcon deberá ser completamente cerrada el 30 de Noviembre de 2020 o un poco después. On October 22, 2020 at approximately 1539hrs, Deputy Marshals with the San Elizario Marshals Office were contacted by a citizen attempting to retrieve their vehicle from Marco Vasquez.

Marco had taken the vehicle without the consent of the owner. Marco was spotted by deputy marshals operating the vehicle. A traffic stop was attempted and Marco failed to yield to lights and siren. The pursuit was terminated due to the driver being identified. Approximately 15 minutes later, Marco was spotted driving the stolen car and again failed to yield to lights and siren.

Warrants of arrest were obtained for:

Evading W/Vehicle 3rd Degree Felony
Unauthorized Use of Vehicle State Jail Felony

Bond was set at $10,000 each

**ARRESTED**

On October 24, 2020 at approximately 1628hrs, police officers from the Clint Police Department initiated a traffic stop on a vehicle for a traffic violation. The officers suspected a passenger in the vehicle resembled that of Abraham Flores.

Abraham provided a false name to the officers in an attempt to avoid being arrested. Abraham's identity was verified and he was arrested for his outstanding warrant "Evading Arrest Detention" and an addition charge was added for "Fail to ID Fugitive From Justice".

On October 9, 2020 at approximately 2140hrs, deputy marshals with the San Elizario Marshals Office initiated a traffic stop on a green Ford Mustang at the 12100 block of Socorro Rd for a traffic violation.

The driver parked in an apartment complex, exited the vehicle and ran into an apartment unit.

The driver was later identified as Abraham Flores Reyes. A warrant was obtained for Abraham's arrest for Evading Arrest Detention, a Class A Misdemeanor.

On October 9, 2020 at approximately 2140hrs, deputy marshals with the San Elizario Marshals Office initiated a traffic stop on a green Ford Mustang at the 12100 block of Socorro Rd for a traffic violation.

On September 19, 2020 at approximately 2226hrs, a Deputy Marshal with the San Elizario Marshals Office observed a vehicle traveling eastbound in the westbound lane at the 12200 block of Socorro Road. A Good Samaritan traveling behind him was flashing their lights and attempting to gain his attention to get back on the correct side of the roadway.

The Deputy Marshal quickly intervened and initiated a traffic stop. The driver, Manuel Rodriguez Perchez, showed to be under the influence of alcohol. Manuel performed poorly during a standardized field sobriety test and also provided a breath sample showing he was over by nearly twice the legal limit.

Manuel was booked in the El Paso County jail and bond was set at $800. Manuel is innocent until proven guilty.

ON SEPTEMBER 21, 2020, AT 1121 HOURS, DEPUTY MARSHAL'S WITH THE SAN ELIZARIO MARSHAL'S OFFICE WERE DISPATCHED TO THE 12100 BLOCK OF SOCORRO ROAD REFERENCE A 2 YEAR OLD CHILD FOUND IN THE MIDDLE OF A ROADWAY. INVESTIGATION REVEALED THAT THE FATHER, EMMANUEL MORALES, WAS ASLEEP AND UNFIT TO CARE FOR HIS CHILDREN. Please help the El Paso County Sheriff's Office solve this Animal Abuse case.

El Paso, TX - On August 26, 2020, the El Paso County Animal Welfare Department was dispatched to 300 block of Mayapan, San Elizario, Texas in reference to Animal Cruelty.

It was reported that a male suspect in a dark-colored truck abandoned a white and brown female Bulldog canine with medical issues to include mammary tumors. Security camera footage captured the moment when the suspect abandoned the canine and then drove away.

The incident was referred to the El Paso County Sheriff’s Office Animal Cruelty Unit and currently are investigating the incident as Animal Cruelty, Failure to Provide Medical Care and Abandonment. Anyone with information regarding the identity of the male suspect or this case is asked to call the Sheriff’s Office Animal Cruelty Unit at (915) 856-4875 or (915) 832-4408.

The Sheriff’s Office would like to remind the public that abandoning a canine or failing to provide veterinary care is classified as Animal Cruelty, which is an arrestable offense.

The canine was adopted by a local family.

On Saturday, August 15, 2020 the San Elizario Marshals Office and the El Paso County Sheriff's Office were dispatched to a residence in San Elizario reference to an assault.

Mario Ivan Martinez Villagran was located several blocks away and detained after attempting to leave the scene.

Deputies arrived to find the victim badly beaten and injuries consistent with her claims of abuse.

Mario was arrested for Assault Family Violence/Impede Breath, a 3rd Degree Felony. Bond was set at $11,000. Additional charges will be sought!

On August 14, 2020 at approximately 10:30p, deputies with the San Elizario Marshals Office and the El Paso County Sheriffs office were dispatched to the 700 block of Thompson reference an assault.

Upon arrival, deputies met with the victim who had been badly beaten with a metal bicycle peg in an unprovoked attack. The victim received a broken nose and stitches to his face.

The male suspect was identified and located inside his residence a block away.

Daniel Soto was wanted on an outstanding criminal warrant for probation violation on a burglary charge with no bond. Daniel was also charged with Aggravated Assault w/Deadly Weapon, a 3rd Degree Felony and bond was set at $15,000.

On August 9, 2020 at approximately 2009hrs, the San Elizario Marshals Office attempted to stop a white 2011 Nissan Frontier pick-up for speeding 60mph in a 30mph zone at the 12400 block of Camino De La Rosa. The driver of the vehicle failed to pullover and a pursuit began. During the pursuit, the deputy marshal was able to observe and identify the driver at which point the pursuit was terminated.

A short time later, the pick-up truck was located abandoned in the apartment complex of 12133 Socorro Rd. The temporary paper tag on the vehicle provided no information. A check of the VIN showed the pick-up truck to have been stolen out of the City of Socorro several weeks ago.

Two warrants of arrest were obtained for the driver Gerardo DeLuna:

1. 3RD DEGREE FELONY: EVADING ARREST W/VEHICLE, BOND $5000

On July 3, 2020, deputy marshals with the San Elizario Marshals Office initiated a traffic stop on a vehicle during the early morning hours. A female passenger did not have an identification card but provided her name and date of birth. The occupants were released with a warning.

Later the same day, deputy marshals initiated a traffic stop on a separate vehicle at the 12200 block of Socorro Road. The driver, Lorena Hernandez Carrillo, provided a different name other than her own when the information was requested. Lorena gave the exact name and date of birth as the female from the previous traffic stop. Lorena claimed someone had falsely used her information. A jail book-in photo was obtained and Lorena closely resembled the photo of the name she provided.

Lorena was released and upon further investigation, it was determined she had provided false information to avoid being arrested for outstanding criminal warrants.

On July 7th, 2020, Deputy Marshal's with the San Elizario Marshal's Office, located and captured Henry Chavez, 47, at the 11800 block of Alameda in Socorro, Texas. Henry Chavez has been eluding authorities since April of this year. Henry Chavez was transported to the El Paso County Jail and booked on 3 counts of Deceptive Business Practice w/Previous Conviction and Unauthorize Use of Motor Vehicle. Bond Total: $49,500.
