While to***co use has declined in many communities, people experiencing homelessness continue to experience some of the highest rates of to***co-related disease in the United States.

To***co-related disease remains a leading cause of preventable death among people experiencing homelessness. Yet access to smoking cessation services is often limited for those who need them most.

Health equity means more than recognizing disparities—it means taking action to address them.

What if one of the biggest barriers to progress is our unwillingness to ask a simple question:

Does our approach actually work?

Too often, we continue investing time, energy, and resources into strategies because they are familiar, popular, or make us feel like we are doing something.

But effective prevention and community change require more than good intentions. They require honesty.

1. What works? And build on it.
2. What doesn't? And learn from it.
3. What are we missing? And develop it!

Real impact begins when we stop assuming and start examining. Because the goal isn't to do more.

The goal is to do what works.

Big shoutout to Scott from our team for leading an incredible conversation with a group of 5th grade students about the dangers of va**ng and other harmful substances.

We also want to recognize the school for being proactive and committed to preparing students as they transition into middle school. Prevention starts with awareness, honest conversations, and creating safe spaces for young people to ask questions and learn.

It’s also important to remember that many elementary school students can access dangerous substances at home or in their communities. That’s why early education, awareness, and community support matter more than ever.

Every conversation today has the power to protect a young person’s tomorrow.

Support Councilmember Imelda Padilla’s motion to stop the sale of nitrous oxide at smoke shops in the City of Los Angeles.

Across the City of Los Angeles, discarded nitrous oxide tanks are showing up near schools, parks, sidewalks, alleys, bus stops, and neighborhoods — normalizing a dangerous trend while leaving communities to deal with the impact.

This is not just litter:
It’s a public health issue.
It’s a community safety issue.
And a policy issue

Nitrous oxide products are being heavily marketed, widely accessible to teens, and increasingly visible in communities already overwhelmed by substance use.

We need community members and organizations across the City of LA to help document what is happening in our neighborhoods.

Having the opportunity to talk about substance abuse prevention with youth who are already stepping up for their communities is powerful. These young leaders are not just listening—they’re thinking critically, asking real questions, and preparing to lead with purpose.

By the time a substance shows up in emergency rooms, schools, or headlines—it’s already too late!

Public health approaches don't fail because we don’t care. They fail when we’re reacting instead of detecting.

Surveillance data is how we:
• Identify emerging substances before they spread
• Track access points in real time (smoke shops, online,
delivery)
• Understand how youth behavior is evolving
• Respond with a plan, not a reaction

Right now, substances like:
• Recently banned delta-8 and other hemp-derived intoxicants
• Synthetic or chemically altered psychoactive mushroom-
derived products
• Nitrous oxide (Nos or whippets)
• 7-hydroxymitragynine (7-OH)

…are moving faster than traditional data systems can track. And here’s the reality, if we wait for “perfect data,” we guarantee preventable harm.

The absence of data is not the absence of a problem, it's a surveillance gap. The communities that save lives are not the ones that react fastest, they’re the ones that see what’s coming first.
