Felton's Early Care and Education Programs Felton Institute has been providing comprehensive early care and education services in San Francisco since 1971.

Our mission is to provide responsive developmental child care in an equitable, nurturing, challenging and inclusive program which addresses the medical, educational and social needs of the child and family. The ECE programs are primarily funded by the California Department of Education, the Office of Early Care and Education, First Five San Francisco, and the Department of Children, Youth and Thei

r Families. They operate five programs in different San Francisco neighborhoods; Mission, Visitation Valley and Bayview/Hunters Point. Felton has eleven (11) Infant / Toddler classrooms and eleven (11) preschool classrooms, which serve approximately 350-400 children on a daily basis, full day/ year-round. The center’s hours vary by site, but in general, service is provided between 7:30 AM – 5:30 PM Monday through Friday. Family Developmental Center (FDC), Ages Birth – 6 Years
Solmar Learning Center (SLC), Ages Birth – 5 Years
Sojourner Truth Center (STC), Ages Birth – 3 Years
Martin Luther King Jr. Center (MLK), Ages 2.9 – 6 Years
Felton Learning Center (FLC), Ages 2.9 – Six Years

Care Values
- Every child will be provided the opportunity to learn, thrive and fully develop in all competencies at his/her pace
- We are committed to an integrated program model which includes children with special needs
- Services will be provided in a manner that respects the culture, language and ethnic values of each child
- Access to developmental child care services will be equitable and no family will be discriminated on the basis of race, religion, national origin, physical or mental disability or perceived disability
- The child’s family will be an integral part of the development of the curriculum, activities and progress of evaluations
- We will maintain a highly qualified, diverse and motivated teaching staff
- Administrative and programmatic leadership will work to identify and utilize all community, social services, medical and other resources available to support the children and families being served

This report reflects years of collaboration and the insights of more than 400 early childhood educators and providers.

We’re proud to partner with Compass Family Services and Wu Yee Children’s Services on a new white paper examining barriers to early intervention services for young children in San Francisco. Drawing on insights from more than 400 educators and providers, the report highlights structural challenges that delay access to services and offers recommendations to strengthen support for providers, children and families.

Early intervention plays a critical role in helping young children thrive. This research aims to help build a more coordinated, inclusive system of care across our city.
