CNSC - Chinese Newcomers Service Center 新僑服務中心 CNSC's Mission is: “To provide underserved communities with social, economic, workforce and business services to transform their lives”

1969: CNSC begins serving the community through funding from San Francisco Foundation. Initiated the 24-hour bilingual emergency hotline. Initiated the home-visit program.

1970: Initiated the Immigrant/ Refugee Reception Program in cooperation with Hong Kong International Social Service. Published the bilingual semi-monthly immigrant newsletter.

1973: Compiled and printed the first bilingual cit

izenship handbook. Launched the first Voters' Registration Campaign in Chinatown.

1974: Extended the Volunteer Income Tax Program in cooperation with the Society of American Accountants.

1980s

Founded the Network of Chinese Immigrant Service Agencies in North America and hosted the first national conference. Initiated the Survival Course for new immigrants in cooperation with Cameron House. Initiated the Job Placement Program in cooperation with EDD. Installed voting machine in office and started teaching first time voters to use it. Initiated the Post-migration Orientation and Support Program. Began its first Radiothon with Sinocast Radio TV. Hosted the 6th National Conference of Chinese Immigrant Service Agencies in North America. Initiated the Employer Outreach Program funded by the San Francisco Chinatown Lions Club with a matching grant of $10,000 from the Mayor's office.

1990s

Served as an outreach center for the Census Bureau to try to minimize the undercount of Chinese-speaking residents. Assisted INS in the Alien Registration Card Replacement Program. First Annual Emperor and Empress Charity Gala. Featured in a national television program on KQED Channel 9 about Chinese immigration. Walt Disney, AT&T, and Vitasoy sponsored a premiere screening of the film, "Joy Luck Club" to benefit CNSC and the Asian Women Resources Center. Developed "Newcomers Guide" in collaboration with California State Department of Consumer Affairs, Consumer Action, AT&T, Bank of America, PG & E, and Imada Wong Communication Group. Provided to Northern California families to promote consumer awareness and to provide emergency preparation information. San Francisco Foundation funds the center to develop a Five Year Plan for growth and improvement in delivery of services and programs. Expanded immigration related services and increased citizenship and ESL classes to assist those affected by welfare reforms. Opening of onsite computer learning center, sponsored by AT&T. CNSC enhances collaborative relationships with community organizations like ILRC, Operation Access, S.F. Food Bank, Team Tech, and Help-link, to strengthen and complement CNSC's services

CNSC celebrates its 30th Anniversary. Launches new series of seminars targeted for small business development in the 21st Century. Al Gore meets with CNSC board members. The New Millennium…

Chinese Newcomers Service Center selected by the Telecommunication Consumer Protection Foundation to conduct the Telecommunication Consumer Protect Program.

2008 Chinese Newcomers Service Center partner (CNSC) with Self Help for the elderly (SHE) to establish the Chinatown Neighborhood Workforce Center (CNWC) in collaboration of 15 Chinatown CBOs. CNSC is also funded by the Office of Economic and Workforce Development

(OEWD) to provide intensive and Core B services for the Workforce Investment Act program via CNWC.

Tax Tips: Revoking a third-party authorization
A taxpayer can choose to revoke any authorization at any time.
• Power of Attorney stays in place until the taxpayer revokes the authorization or the representative withdraws it.
• Tax Information Authorization stays in effect until it is revoked by the taxpayer or the designee withdraws it.
• Third Party Designee generally expires one year from the due date of the tax return, not counting extensions.
• Oral disclosure, unless it’s stated otherwise, is automatically revoked once the conversation has ended. If the taxpayer wants additional oral disclosure exceeding the original request, a new authorization will be required.

Tax Tips: Different types of third-party authorizations:

• Power of Attorney – Allows someone to represent a taxpayer when resolving tax matters with the IRS. With this authorization, the representative must be an individual authorized to practice before the IRS and Form 2848, Power of Attorney and Declaration of Representative must be completed. A POA can do several things, such as:
o Represent, advocate, negotiate and sign on behalf of the taxpayer
o Argue facts and the application of law
o Receive tax information for the matters and tax years/periods specified by the taxpayer
o Receive copies of IRS notices and communications
• Tax Information Authorization – Appoints a person to review or receive a taxpayer's confidential tax information for the type of tax for a specified period using form 8821.
• Third Party Designee – Designates a person on the taxpayer's tax form to discuss that specific tax return and tax year with the IRS.
• Oral Disclosure – Authorizes the IRS to disclose the taxpayer's tax info to a person the taxpayer brings into a phone call or meeting with the IRS about a specific tax issue.

Tax Tips: Ways to get transcripts
• Register to use Individual Online Account to view, print, or download all transcript types listed above.
• Order a transcript by mail or call the automated phone transcript service at 800-908-9946. This typically takes between 5 to 10 calendar days for delivery.
• Request any transcript listed above by submitting Form 4506-T, Request for Transcript of Tax Return.

A transcript isn't a photocopy of a taxpayer’s actual return. If a copy of the original return is needed, they can submit Form 4506, Request for Copy of Tax Return. Refer to the form for the processing time and fee.

Tax Tips: What are the different transcript types?

1. Tax return transcripts show most line items from the taxpayer’s original Form 1040-series tax return, along with any forms and schedules, but doesn't show any changes made after the original return was filed. It’s available for the current and three prior tax years and is often used for life events such as mortgages or financial aid.
2. Tax account transcripts show basic information such as filing status, taxable income, and payment types. Unlike the tax return transcripts, this one will show changes made after the original return was filed and is generally available for the current and nine prior tax years.
3. Record of account transcripts combine the tax return and tax account transcripts above into one complete transcript. This transcript is available for the current and three prior tax years.
Wage and income transcripts show data from information returns we receive such as Forms W-2, 1098, 1099, and 5498. The transcript will only display information return documents that have been filed with the IRS which may not reflect all the information return documents issued to the taxpayer. This transcript is available for the current and nine prior tax years.
4. Verification of non-filing letter states the IRS has no record of a processed Form 1040-series tax return as of the date of the request. It doesn't indicate whether the taxpayer was required to file a return for that year. This letter is available after June 15 for the current tax year or anytime for the prior three tax years.

Tax Tips: Tracking charitable donations - Part 1:General deduction rules.

Generally, taxpayers must itemize deductions on Schedule A (Form 1040), Itemized Deductions to claim a deduction for charitable contributions. However, beginning with tax year 2026, taxpayers who do not itemize may be able to deduct up to $1,000 in cash contributions, or $2,000 for married taxpayers filing jointly, made to certain qualified organizations.

California is making changes to Medi-Cal that may affect you.

1. Doctor Changes for UIS
If you have UIS (Unsatisfactory Immigration Status) coverage, you may need to find a new doctor. Starting January 1, 2027, some doctors will stop taking this type of Medi-Cal. If you have questions, call your doctor's office.
Does not apply to: pregnant people, people who gave birth in the last 12 months, and former foster youth under 26 who were in foster care on their 18th birthday.

2. UIS Dental Coverage Ends
Beginning July 1, 2027, people with UIS will no longer receive full Medi-Cal dental benefits. Emergency dental services will still be covered.
Does not apply to: pregnant people, people who gave birth in the last 12 months, and former foster youth under 26 who were in foster care on their 18th birthday.

3. Qualified Non-Citizen
Qualified Non-Citizens will keep full-scope Medi-Cal until July 1, 2027, after that date, coverage shifts to emergency-only Medi-Cal.
Does not apply to: lawfully present children under 21, and lawfully present individuals.

4. Asset Limit Change
Beginning July 1, 2027, some Non-MAGI Medi-Cal members may lose coverage if their countable assets are more than $21,000 for one person or $31,000 for a couple.

5. UIS Medi-Cal Monthly Premium
Beginning July 1, 2027, some people with UIS may have to pay a monthly premium of up to 50$ to keep their Medi-Cal coverage.
Does not apply to: pregnant people, people who gave birth in the last 12 months, and former foster youth under 26 who were in foster care on their 18th birthday.

Tax Tips: Types of major life events and how they can affect filing - Part 4: Death of a spouse or family member

The death of a spouse or loved one can affect filing requirements and status. In general, a final individual income tax return of a deceased person should be filed the same way if the person were alive. All income must be reported up to the date of death along with the claiming of any eligible credits or deductions.
