The San Jose CHP takes safety very seriously. Every day, our officers patrol hundreds of miles of highway, looking for drivers operating vehicles in a dangerous manner in an effort to stop unsafe behavior and reduce crashes.

Pedestrians on the freeway have presented a hazard in the past. Individuals living in unsheltered encampments and those walking along, or crossing the freeway, pose a danger to both themselves and motorists.

In 2025, we investigated 12 fatal vehicle-versus-pedestrian traffic crashes. Since reinforcing the SSP program, with officers specifically focused on enforcing laws on state property, including trespassing violations, we have seen a dramatic decrease in pedestrian-related freeway crashes. So far this year, we have investigated one.

Our officers respond to unsheltered encampments along freeways and other state-owned properties to enforce the law when necessary, while also demonstrating compassion and providing information about available services.

Trespassing on the freeway is a crime and will be enforced diligently and with zero-tolerance.
