James Aguilar, School Board Trustee San Leandro proud🍒 Honored to serve San Leandro as Councilmember for District 2. James Aguilar is a City Councilmember in San Leandro, CA.

James has lived in San Leandro for over thirteen years, and is a dedicated San Leandro public servant. He was born in Berkeley, grew up in Oakland’s Dimond District, and moved with his family to San Leandro for new beginnings. James served on the San Leandro School Board for six and a half years, one as Board President. He also served as President of the Eden Area Regional Occupational Program and

is a high school social science teacher and Activities Director. He has also served in a number of nonprofit roles at the executive level, focusing efforts on policy and legislative advocacy. Most notably, he served on the Board of Directors at the California School Boards Association (CSBA) where he commuted between the Bay, Sacramento, and Washington, D.C. for state and federal lobbying of education-related legislation. James has been a San Leandro City Councilmember since March, 2026 appointed by the Council unanimously. His primary motivation lies with the children and families of San Leandro, with younger residents who have long wished for voice in the city’s political arena. Congratulations, Alicia! Welcome to the San Leandro family🍒

City Manager Janelle T. Cameron has appointed Alicia Hernandez as its next Chief Technology Officer. Hernandez brings more than two decades of experience leading complex technology initiatives, having most recently served as Enterprise Systems Manager for the City of Fremont. She will begin her new position on May 26, 2026.

“Alicia’s leadership, technical depth, and strong track record of delivering technology that serve departments and the community make her an outstanding addition to our executive team,” said City Manager Janelle T. Cameron. “We look forward to the vision and momentum she will bring to San Leandro.”

Throughout her career, Hernandez has been recognized for her thoughtful, data‑driven leadership style, strong partnership-building, and deep commitment to service excellence. She has led the implementation of major enterprise platforms, improved operational continuity for 24x7 services, and introduced governance and service‑management practices that have elevated customer experience and system reliability.

“I am honored to join the City of San Leandro and excited to partner with such a dedicated and talented team,” said Hernandez. “I look forward to collaborating with staff throughout the organization to deliver technology solutions that make a meaningful difference for the people we serve.”

Hernandez holds a Bachelor of Science in Electrical Engineering Technology and has completed extensive professional development in change management, IT service management, executive decision support, and system design.

She will lead the City’s technology strategy, digital modernization efforts, cybersecurity posture, and service delivery across the organization.

The Human Services Commission is an important arm in recommending social policy to the Councilđź«‚ I am looking for District 2 residents to apply, and it could be you!

The Human Services Commission identifies local social needs and advises the City Council on how to meet them, acting as a link between the community and services. They evaluate community social needs, recommend funding for nonprofits, support homeless services, and oversee initiatives for senior services, mental health, and domestic violence prevention.

My April 2026 monthly update—
Wow. In my first month on the City Council, I have been welcomed by my colleagues and the San Leandro community with an overwhelming love and warmth 🍒 I’m incredibly grateful for the support I have received and see it as a sign that San Leandro is ready for fresh, joyful energy. Time to move forward!

In my first monthly update, I want to take you through my transition, and even provide you with a look at what’s to come. I have been on the dais, in the neighborhoods, and at City Hall learning in this short time. I’ve been able to share space with members of the community, my colleagues in some laughter. And, I’ve hit the ground running and have started leading in this new role.

Thank you, Mayor Juan Gonzalez for a really fantastic State of the City speech this evening! I attended beside Councilmember Xouhoa Bowen, other community leaders, and our fantastic staff. I appreciate the highlights on just some highlights of amazing work done (especially some call outs to the work in District 2 including Bayfair!), but also a check on the realities of the deficit in our way, and the polarized and changing world around us. I’m grateful to work for our beautiful city — I feel so deeply that leaders, staff, and the community are ready to move forward with a new energy❤️🍒

San Leandro has been my home, my life, my soul for thirteen years🍒 Now I have the incredible honor of serving as a City Councilmember. I was sworn in by my former fifth grade teacher, and President of the Oakland School Board — Jennifer Brouhard — upholding my promise to be sworn in to public service roles by public educators. They made me who I am today. I was joined by my family, friends, and even some of my students!! I have been following the Council since I was fourteen years old, then taken under the wing of Mayor Pauline Cutter who taught me the ropes. Since then, I became a two time School Board Member and a teacher in our local schools. The Council has got a lot of work to do here, and I’m ready to do it beside them as a team. I hope you will come beside me along the way!
