Construction Update for 825 Drake

The purpose of this notification is to communicate the status of the foundation work that previously began at 825 Drake Avenue on October 14.

On Friday, November 14, housing developer The Pacific Companies (TPC) will begin pouring concrete at 8:00 AM to lay the foundation for a 100% affordable, 42-unit rental development at 825 Drake in Marin City. The work will last until about 6:00 PM on that day.

This is part of a larger building project involving the use of modular construction that is tentatively scheduled for winter 2026. Final construction dates will follow once confirmed.

Modular construction involves the use of prefabricated buildings that are constructed at a factory, using the same materials and according to the same codes and design standards required in more conventional buildings.

The prefabricated modules are then transported to the proposed construction site, where they are assembled like blocks of Legos.

This allows for shorter build times; in the case of 825 Drake, it is estimated that the project could be completed over 2-3 weeks.

TPC has been at work on the site since 2024, grading the ground and building retaining walls.

Here’s what neighbors should know to help plan ahead:

• Foundation construction on November 14 will last from 8 AM to about 6 PM and involve the use of concrete mixers and a water truck.
• Modular construction will take place between 7 AM and 6 PM starting this winter.
• The purpose of the project is to construct 42 units of 100% affordable rental housing at 825 Drake.
• Traffic controls and parking limitations will be in place for the duration of the project.
• There will be noise and construction dust for the duration of the project, as trucks transport building modules from a staging area at Marin Gateway Shopping Center to 825 Drake.
• Construction will take place inside and outside the building for the duration of the project.

CDA is hosting the webinar to share more information with neighbors and stakeholders about the applicant’s proposal.

The plans for 70 North Knoll Road call for a 150,655 square foot residential care facility with a 27,807 square foot parking garage, 71 apartments with kitchens, 38 memory care suites, and common areas. The applicant is Spirit Residential Group LLC.

As headlines about sea level rise in Marin County and the greater Bay Area proliferate, MarinMOCA invites you to a timely conversation with two of the region's foremost leaders in climate adaptation:

Katherine Hagemann, Climate Adaptation and Resilience Planner for the City of San Rafael, and Chris Choo, Assistant Director at Marin County’s Community Development Agency.

Together, they'll explore the challenges -- and opportunities -- ahead as Marin tackles sea level rise, from water management and flood mitigation to long-term community resilience. Join us as we learn effective methods for fortifying our communities and explore the impact of communal action globally and close to home.

Featured Speakers:

Katherine Hagemann leads the City of San Rafael’s climate resilience efforts, with a focus on protecting vulnerable infrastructure and communities from the impacts of sea level rise. Her previous work includes managing resilience initiatives for Miami-Dade County and contributing to post-Sandy rebuilding in New York through national adaptation competitions.

Chris Choo has been at the forefront of Marin’s water and climate planning for over 15 years. She led BayWAVE, Marin County’s sea level rise initiative, and has played a key role in advancing watershed restoration, flood protection, and shoreline adaptation efforts across the region. Through her work with the Watershed Program and the Department of Public Works, Choo collaborates closely with local and regional agencies to prepare Marin for a wetter future.

Funds Available for Nonprofits Assisting Marin’s Households.

More than $3.6 million is available through the County of Marin’s annual funding cycle for Community Development Block Grants (CDBG) and Home Investment Partnerships Program (HOME) grants. These programs, administered by the Marin County Community Development Agency (CDA), are designed to support housing, infrastructure, and essential services for lower-income households in Marin.

This year, CDA is also offering access to the State of California’s Permanent Local Housing Allocation and a match from the Marin Affordable Housing Fund. In partnership with the City of San Rafael, applicants can apply for City of San Rafael Affordable Housing Trust Funds (AHTP) through the same application process.

Key Dates:
• Deadline: February 19 by 5:00 PM
• Webinars: January 29 for application tips, project details, and new requirements

Grants start at $15,000, providing a valuable opportunity to address Marin’s housing and community needs. While individuals are not eligible, nonprofits delivering key services are encouraged to apply.
