The San Rafael City Council has appointed Paul Navazio as the City's permanent City Manager, effective August 18.

Navazio joined the City as finance director in July 2023 and has served as interim city manager since February 2026. He brings nearly three decades of California local government experience to the role, and was city manager for Woodland from 2012 to 2020. Before that, he held finance director, assistant city manager, and interim city manager roles in Davis from 2004 to 2012.

Earlier in his career, he managed budgets for Berkeley and Oakland and began his public service career as a fiscal and policy analyst at the Legislative Analyst's Office in Sacramento.

Navazio holds a master's in administration from UC Davis, with a focus on finance and public policy. He earned his bachelor's in economics and political science from the University of Rochester. Please join us in welcoming Paul to this new role. ..
El Ayuntamiento de San Rafael ha nombrado a Paul Navazio como administrador permanente de la ciudad, con vigencia a partir del 18 de agosto.

Navazio se incorporó como director financiero en julio de 2023 y se ha desempeñado como administrador interino desde febrero de 2026. Aporta a este cargo casi tres décadas de experiencia en el gobierno local de California y fue administrador de la ciudad de Woodland de 2012 a 2020. Anteriormente, ocupó los cargos de director de finanzas, subadministrador municipal y administrador municipal interino en Davis de 2004 a 2012.

A new 18-foot tall sculpture is bringing reflection, imagination, and monumental scale to Downtown .

“Talking Heads,” by artist Oleg Lobykin, is a 2000-pound stainless steel abstract sculpture that explores the balance between positive and negative space, void and substance, and the power of an organic shape to spark imagination.

With its mirrored-polished finish, the sculpture changes as people move around it, reflecting the surrounding environment and inviting each viewer to interpret the artwork in their own way.
“Talking Heads” will be on display for one year outside City Hall. It marks the fifth and final public artwork coming to Downtown San Rafael through the City’s 2025–2026 Public Art Program. The program is supported by a grant from the California Arts Council, with facilitation from San Rafael Arts, a downtown arts district, and implementation by Local Edition Creative.

A safer Grand Avenue crossing is here!

The new mid-block crossing on Grand Avenue between Second Street and Francisco Boulevard East is now complete, making it easier and safer for people walking between the Canal neighborhood and the Canal Alliance area.

The project added a High-intensity Activated Crosswalk (HAWK) signal, pedestrian refuge island, fresh pavement, and permanent striping to help make the crossing more visible and comfortable for everyone.

Thank you to the patience of our community, the support of the surrounding neighborhoods, and the hard work of our crews in bringing this safer crossing across the finish line.
