WORK SESSION 4 PM –

Joint meeting with Sanford Airport Authority to approve the airport annual budget. The airport was created by state statute as an independent agency with budget approval by the City. The airport expects to serve 3 million passengers during 2026-2027 and will have operating revenue of $43.5 million.

Discussion of Special Events. A commissioner has asked for discussion about the city providing funding for special events.

Discussion of paid parking in downtown Sanford. As part of an ongoing discussion about parking, the commission will discuss the possibility of having paid parking downtown that would fund parking improvements.

Approve a $130,000 contract with Ovation Construction for brick street restoration of Park Avenue from 1st to 6th St. to replace damaged bricks and level the roadway. (3rd Generation Sales Tax fund)

Approve an agreement with the Florida Department of Highway Safety and Motor Vehicles to provide biometric comparison of photos to the Florida Drivers License database. The agreement provides limits on how the database and the results can be used.

Approve an $80,000 contract with CPH engineers to update the 10-Year Water Supply Facilities Work Plan as required by the state following adoption of the Central Florida Initiative 2025 Regional Water Supply Plan.

Approve the purchase of a Styker stretcher and power load for the new rescue vehicle being delivered in September at a cost of $100,000. (General Fund)

Approve an $877,000 contract with Accurate Power and Technology to replace the electrical distribution system at the Nort Wastewater Plant including replacement of all switches, panels, and renovation of the electrical room to support the new equipment. (utilities fund)

Approve condemnation of 103 Crooked Pine Drive and set hearing for demolition on October 12. The house was damaged by fire in March 2025 but has been in foreclosure by the mortgage holder.

Approve the tentative millage rate for the 2026-27 budget. The proposed rate is 7.225, a decrease of 0.1 from last year. The rate approved is the highest rate that can be implemented.

Approve a contract with W.F. Baird and Associates for engineering and permitting for repairs to the marina breakwaters that were damaged during Ian at a cost of $170,000. FEMA will reimburse the city $55,000 for the work. (general fund)

Approve an amendment to the Community Development Block Grant Five-Year Plan (2025-2029) and the One Year Action Plan. The amendment to the Five-Year Plan aligns it with the city’s strategic plan.

Approve a $43,400 contract with Arminius Consultants to prepare a facility plan related to the $19 million grant from FDEP to make repairs and improvements to make the north waste water plant more resistance to hurricane impacts. (utilities fund)

Approve a $21,700 contract with CPH Engineers to prepare an Industrial Waste Pretreatment study report as required by the Florida Department of Environmental Protection for the plant permit renewal.

Approve contracts for repair, replacement, or relocation of four fire hydrants with Cathcart Const at a total cost of $253,820. (utilities fund)

Approve a contract with Xtreme Roofing and Construction for complete replacement of a flat roof on a wastewater plan building using a new pitched truss system and asphalt shingles at a cost of $71,000. (utilities fund)

-- Sanford Youth Cycling Rodeo – Saturday, August 29 – 9 a.m. to 1 p.m. – closing Magnolia Ave from 2nd to 3rd and the city parking lot at 2nd and Magnolia. Bicikleta Bike Shop and Bike Walk Central Florida. City fees $1,116.

Public Hearings

Approve annexation, change in future land use to match the existing county land use, and rezoning of 22 acres at 100 Crosswood Loop (between SR 46 and Narcissus Ave west of Monroe Road) for a 360-unit apartment complex and three commercial outparcels.

Approve an amendment the North Park Planned Development at 3838 Enterprise Way to allow indoor auto sales of collector type cars.. A conditional use to allow auto repair was approved in September 2025 for repair of high-end vehicles. This request is to allow indoor car sales at the same location.

Approve a budget transfer within the utilities fund and a contract with Thompson Well and Pump for replacement and testing of the Hidden Lakes Well 10 at a cost of $414,000. (utilities fund)

Approve a contract with All Terrain Tractor Services for $224,000 for asphalt resurfacing at the North Wastewater plant. (utilities fund)

Approve a contract with Musco Sports Lighting to install two poles and lights at Fort Mellon Park at a cost of $94,000. (impact fees)

CLOSED ATTORNEY-CLIENT SESSION 4 PM to discuss the Railside Loop Owner, LLC (Henry Apt) litigation regarding a property tax rebate.

WORK SESSION 5 PM –

Discussion of Property Tax Amendment. One of the topics to be discussed is whether to consider adopting a fire assessment. This has been considered twice by the city. It was considered in 2008 and would have had an offsetting millage decrease. It was rejected because homeowners would generally have a net increase in costs and businesses would have a net decrease. It was considered again in 2025 at a level that would only fund capital expenditures for the fire department ($2.5 million). It was rejected because the annual budget had already been adopted and there was no immediate need for the additional funding that year.

Update on Goldsboro Façade and Entertainment Revitalization Grant program. This is the city’s modified CRA program. The resolution creating an advisory board will be discussed.

Public Hearings

Consider approval of the Evaluation and Appraisal Report of the Comprehensive plan. This is a state required review of the comprehensive plan to consider if changes in state law or local conditions necessitate a change to the comprehensive plan. However, Senate Bill 180 adopted in 2025, prevents the City from considering any changes that would be considered more restrictive to development at this time.

Other Items

Consider approving a settlement agreement with Mikele International and Solid Planet LLCs to resolve denials by the Historic Preservation Board, upheld by the City Commission, for new construction that did not meet HPB approvals. Both homes (809 and 817) were constructed without the required elevation of the building. The settlement requires regrading of the lots to achieve the needed elevation.

Consider an amendment to the Sanford Gasification Superfund Site. This was the site of a coal gasification plant that operated until the 1950’s. The city is one of four responsible parties and has a 14.4855 percent share of the responsibility to remediate the site, up to a total of $1 million. This amendment requires a payment of $144,855 for ground water extraction and replacement.

Consider Condemnation of 931 W 11th St, 1610 William Clark Avenue,

Consider a budget amendment to allocate $839,890 in settlement funds from the PFAS class action litigation to various utilities projects. The funds can only be used for utilities related costs.

Approve the purchase of a replacement generator for the north waste water treatment plant from Ring Power for $928,000. (utilities fund)

Approve budget transfers within the recreation department to fund the $16,000 purchase of a 72 inch zero turn radius mower to replace a 2018 mower.

Approve an agreement between the Police Department and Seminole County Sheriff’s Office to use the sheriff’s training vehicles for Emergency Vehicle Operations Course (EVOC) and Precision Immobilization Technique (PIT) training for the Sanford officers. There is no cost to the city, but the city agrees to insurance and repair/replacement requirements.

Here is where we stand after our first budget discussion. The millage rate decreases by 0.1 mill and general fund revenue increases about 3.1%
In the general fund, we have $5.9 million in capital expenditures funded. $14.1 million in requests were not funded. A lot of that was replacement equipment and renovations for parks. Wynnewood Park and McKibbin Park will be improved for a total cost of $583,000.
We are trying to find $3 million to start remodels of fire stations 32 (to get contaminated gear into a separate building) and 38 (a complete rebuild) this year rather than next year. We are getting a replacement fire engine, but not a requested second rescue for station 32 or a tower truck for station 40.
There were requests for 26 new employees that were not included in the budget, 16 were in fire to operate the requested tower truck and additional rescue.
Several positions we did consider were:
-a budget manager to help improve budgeting and new budget reporting requirements from the state.
-a logistics coordinator for the fire department to manage supplies and equipment at the four fire stations.
-two maintenance workers for parks requested due to increasing work load maintaining parks and downtown planters.
The total cost of these would be $416,000 which could be covered by cutting the proposed pay raises by the 1% merit increase available to employees (they would still get a 3% raise).
Even if we could fund these positions, there was a strong reluctance given the possibility of an 18% decrease in revenue if the property tax exemption amendment passes.
There was also discussion about painting the Commission Chambers which would cost about $4500. Two commissioners have been advocating for this. It appears it can be done with the existing facilities budget.
There was also a request for a restructuring plan so that employees would not lose their jobs if the exemption amendment passes. My position is that if there is an 18% decrease in revenue, we will lose employees - 70% of the current budget is personnel costs.
And we discussed the delay of the City Hall second floor renovation. If the number of employees decreases, some of those renovations will not be needed. In the table, note that up to 2025 is actual revenue and expenses, 2026 and 2027 are budgets. The deficit in 2025 was because of payment for the Mayfair Clubhouse from reserves. Increases in the City Manager line from 25 to 26 were due to CRA expenses being moved to Economic Development. 2026 was also the year we did unplanned increases in police and fire pay to get us back to the top of the Seminole County market.

First, congratulate our student artists for the cover and artwork you will find inside. Then, take a look at the budget and see if you can identify where you think services could be cut if necessary. The millage rate for this budget decreases 0.1 mill (not a lot, but a move in the right direction) and as always the budget does not have nearly enough for capital needs.
