Supervisor Kim De Serpa

Supervisor Kim De Serpa Kim De Serpa serves as the Second District Supervisor for Santa Cruz County, California. Together, they have successfully raised six adult children.

Kim lives in Aptos with her husband, Dr. Ned McNamara, a Stanford Children's Neonatologist. In addition, she served as a foster parent for siblings in the child welfare system. She attended local public schools and graduated from Humboldt State University, where she took a pledge of social and environmental responsibility at her graduation. Later, she earned a Master’s Degree in Social Work at Was

hington University in St. Louis, Missouri, the top school in the nation for her profession. While there, Kim completed a graduate fellowship in Social Service Management. Kim is also a member of Temple Beth El in Aptos. Kim is an animal lover, and you can often find her at the beach with her dogs.

Dr. Robert Ratner Director of Housing for Health and I were pleased to meet the board of CFSC, Inc. who champions affordable housing for vulnerable groups. This latest venture is the remodel of a former group home into a 21 bed affordable housing model for transition age youth.

Foster youth have some of the highest rates of homelessness nationwide and in our community. This setting will provide a safe and soft landing to launch youth into adulthood. Providing this space will help to further educational goals and realize dreams.

Congratulations to Karen Delaney, longtime Executive Director of the Volunteer Center of Santa Cruz County, who was honored at this year’s Be the Difference Awards for the extraordinary legacy she leaves after more than 40 years of service to our community.

Karen’s impact on Santa Cruz County is impossible to overstate. Through her leadership, the Volunteer Center became a true force for good, connecting thousands of volunteers with organizations, families, and neighbors in need across the County.

Congratulations as well to all of this year’s honorees — the volunteers, nonprofits, businesses, and community groups serving youth, seniors, animals, disaster survivors, and neighbors facing difficult times.

The Be the Difference Awards are a powerful reminder that Santa Cruz County is strengthened every day by people who show up for one another with generosity, compassion, and care.

Thank you, Karen, and thank you to all of the 2026 honorees for helping make our community kinder, stronger, and more connected.
