I am honored to serve with this group as we work to pass Governor Abbott's property tax reform agenda!
The Plan: Empower taxpayers by overhauling the property tax system.
First, it requires common-sense local spending limits. Families must live within their means, and local governments should too. Limiting local spending to population growth plus inflation ensures responsible governance. The state already follows this standardโlocal governments should as well.
Second, it makes it harder to raise taxes. Today, local governments can raise property taxes far too easily. This plan would require a two-thirds voter approval for any local property tax increase.
Third, it empowers voters to roll back taxes. Since only local governments impose property taxes, voters should have the ability to push back. If 15% of registered voters sign a petition, a rollback election could be triggered to lower rates.
Finally, it overhauls the appraisal process for homes and businesses. Appraising property every five years instead of annually, combined with a 3% appraisal cap, would end skyrocketing valuations, create predictability, and save taxpayers money.
This plan gives real power back to taxpayers, reins in runaway spending, and ensures tax dollars are used wisely.
