Early Learning Services, Affordable Housing, Advise on Home Ownership and Foreclosure Prevention, Emergency Assistance (rental and utilities), Money Management (Representative Payees) Employment Training, Free Tax Preparation, and Senior Services. (EOA) is a private non-profit agency created by joint resolution of the City of Savannah, Chatham County Commission and the Board of Public Education in
1964. The Community Action Program (CAP) provides a variety of programs and services for primarily poor low income residents of Savannah and Chatham County. Some services are provided to non-poor (based on HHS poverty guidelines (residents ) for example Home Buyer Education (no income limit for participation). Department of Health and Human Services, the Georgia Department of Human Services, the U.S. Department of Agriculture, the City of Savannah, the Chatham County Commission, the Corporation for National and Community Services, the United Way, International Paper, Gulf Stream, other private foundations, and charitable organizations. EOA programs include: Head Start/Early Head Start, Community Services Block Grant Programs (Job Development, Housing Services, Income, Educational), Foster Grandparent, Retired and Senior Volunteer Program, Low Income Energy Assistance Program (Heating and Cooling), Permanent Housing (Tom Austin Permanent Housing for Families with Children, Permanent Housing for Veterans, and Permanent Housing for Men),
Housing Services (Home Buyer Education, Rental Financial Assistance, Mortgage Default and Foreclosure Prevention Counseling, Crisis Intervention, and Rental Counseling), Payer Representative Program (Money Management for governmental beneficiaries and others), Job Training and other related services. There are fifteen members of the Board of Director. Members of the board represent three segments of the populations and these segments are required by HHS specifically for community action agencies. One third of the board (5) must be elected from residents of poor neighborhood, one third of the board are appointed by local governments (could be an elected official or an an appointed of the elected body), one third represent other segments of the community. The board meets the third Tuesday of the month at 4:00 p.m.
