Need an idea for a Summer Camp for your son/daughter that is entering 6th, 7th, or 8th grade in the Summer of 2026?

The Scarborough Police Department will be hosting, “Inspiring Tomorrow’s Leaders”, a Scarborough Police Department Youth Leadership experience.

Scarborough Police firmly believe that leadership qualities and traits start at an early age. Children are exposed to thoughts, feelings and actions on a daily basis. They may not recognize how to apply these traits towards leadership. Our goal through this Leadership camp is to have the camper recognize what leadership means and how leadership traits can influence them in a positive way and learn to become a good leader by setting a positive example. We also have a heavy focus on the Teamwork approach.

We recognize that parents searching for camps in this age group experience challenges finding affordable, quality leadership programs that are both education and fun. As a result, this leadership camp is being offered on the premise of providing that affordable, positive learning experience which will build a foundation of leadership skills for life! The Scarborough Police Department is offering a safe, educational, healthy, positive environment to learn leadership traits and explore the possibilities that will deliver them into the future of leadership.

This camp will provide an interactive hands-on learning experience. This will be an activity driven camp that will have a great mix of classroom learning and outdoor activities. Instructors will all be quality Leaders that are right here from our community that will include: educators, sports figures, military personnel, and public safety personnel. The camp is community service based, however that is only part of it. There is something for everyone! The camp is designed for 6th through 8th graders who are motivated and inspired to become our next generation of leaders.

The name of the camp is “Inspiring Tomorrow’s Leaders”. We want to inspire this next generation to become natural leaders. Our goal is for the campers to have a great learning experience and provide a positive interactive learning experience which will be shared with their fellow campers and instructors.

This camp is being held at Scarborough Police Department from July 13th through July 18th. Cost per camper is $230 (non-profit) for the entire camp which includes all material, activities, a group lunch, snacks, and rafting. The rafting is a two day-overnight experience on July 16th and July 17th. Travel back to Scarborough on July 18. Lunch will be provided one day during the week. All other days will require attendees to bring a lunch. More information will be provided upon registration.

On June 5, 2026, the Scarborough Police Department’s Criminal Investigation Division obtained an indictment warrant for Matthew Moscillo, 38, of Biddeford, Maine. The warrant charged Moscillo with Class A Gross Sexual Assault, Class C Unlawful Sexual Contact, and Class D Unlawful Sexual Touching, stemming from an incident that occurred in 2025.

On June 11, 2026, members of the Scarborough Police Department’s Criminal Investigation Division and Special Enforcement Unit, with assistance from the Falmouth Police Department, established surveillance at Moscillo’s place of employment in Falmouth. At approximately 9:20 a.m., officers observed Moscillo arrive at the business and attempted to take him into custody on the outstanding warrant. Moscillo physically resisted officers during the arrest, resulting in injuries to several officers. Moscillo was taken into custody and transported to the Cumberland County Jail.

In addition to the charges listed in the indictment warrant, Moscillo was also charged with Refusing to Submit to Arrest or Detention with Force Causing Injury.

The Town of Scarborough Police Department is seeking a qualified candidate to fill a Full-Time Public Safety Dispatcher position. This position provides emergency and non-emergency dispatch services for police, fire and emergency medical services for the municipalities of Scarborough, Old Orchard Beach, and Buxton.

This is a fast-paced 24/7 9-1-1 call center and requires availability for 10 hour shifts and day, evening, night, weekend and holiday availability (schedule will be determined after training requirements have been met); communicating with police and fire units by radio; answering both emergency (911) and non-emergency telephones; provide Emergency Medical & Fire instructions over the phone for emergency situations; input data into computer regarding stolen property, vehicles, and guns; enter missing and wanted persons in state, local and national computer systems; other related duties as required.

Candidates must be high school graduates or equivalent, ability to work with advanced computer-aided dispatching technology; the ability to receive and disseminate information accurately and without delay; have the capacity to act quickly, calmly and correctly in emergency situations; have excellent interpersonal and communication skills; strong listening, memory and multitasking skills; and be able to type at least 40wpm. Must pass a job suitability assessment, and undergo a significant background check which includes psychological and polygraph examinations. Preferred candidates will possess 9-1-1 certification course, Emergency Medical Dispatch and Emergency Fire Dispatch certifications as well as knowledge of the Tyler Enterprise Public Safety CAD. The Town of Scarborough will provide all training to meet State-mandated certification requirements.

The Full-Time Dispatcher is a union position. The work schedule will consist of 4 consecutive 10-hour days with three consecutive days off. The pay rate for this non-exempt, union position is $31.31 per hour. In addition, up to twenty (22) years of prior Dispatcher experience may be applied to pay. Hourly educational, physical fitness and military stipends are available when applicable. This position is eligible for a comprehensive benefits package including medical, dental, vision, life insurance, short-term disability and two retirement plan options including a 6% contribution match for the 401A plan, or State Pension System with retirement eligibility after 25 years of service regardless of age, as well as 3 weeks paid vacation, sick leave, 13 holidays and 4 personal days, and clothing allowance.
