Community Advisory: E-Bike Safety and Enforcement
With the arrival of spring, the Schuylkill Haven Borough Police Department is reminding parents, guardians, and riders that Pennsylvania law regulates the use of electric bicycles, also known as pedal cycles with electric assist.
Under 75 Pa.C.S. § 3514, no person under 16 years of age may operate a pedal cycle with electric assist. Pennsylvania law defines a pedal cycle with electric assist as a vehicle weighing not more than 100 pounds, equipped with operable pedals, an electric motor rated at not more than 750 watts, and capable of no more than 20 mph on a level surface when powered by the motor alone.
Sixteen years and older E-bike operators must obey applicable traffic laws when operating on public roadways. Under 75 Pa.C.S. § 3501, riders of pedal cycles on roadways have the rights and duties applicable to drivers of vehicles.
Sixteen years and older E-Bike operators are also reminded that sidewalk operation has restrictions. Under 75 Pa.C.S. § 3508, riders must yield to pedestrians and give an audible warning before passing. Pedal cycles may not be operated on sidewalks in the Schuylkill Haven business district.
Parents and guardians should be aware that 75 Pa.C.S. § 3503 prohibits a parent or guardian from authorizing or knowingly permitting a child to violate the pedal cycle provisions of Title 75.
The Schuylkill Haven Borough Police Department will be enforcing applicable Pennsylvania Vehicle Code provisions on borough streets, public roadways, sidewalks, parks, and borough-owned property. Our goal is voluntary compliance and safety for riders, pedestrians, motorists, and the community.
Please speak with your children about safe and lawful e-bike operation.

FOR IMMEDIATE RELEASE
Schuylkill Haven Borough Police Department
Schuylkill Haven, Pennsylvania

Temporary Road Closure – S.R. 61, Center Avenue

Schuylkill Haven Borough Police are advising the public of a temporary road closure currently in effect on S.R. 61 (Center Avenue) in Schuylkill Haven, PA 17972. The closure impacts the southbound lanes of S.R. 61 from Center Avenue at Dock Street. Southbound motorists will be unable to continue through this portion of the roadway until further notice.

Northbound travelers on S.R. 61 will encounter a detour at the intersection of S.R. 61 and Manheim Road. Traffic control devices and signage have been placed to direct motorists safely along the designated detour route.

Truck traffic traveling southbound on S.R. 61 is strongly encouraged to exit onto S.R. 183 at Pottsville Street (Pottsville/Cressona). Northbound truck traffic must utilize the intersection of S.R. 61 and Manheim Road to turn onto East Main Street westbound.

The closure is the result of a motor vehicle accident involving a tractor-trailer that struck multiple power line poles, causing electrical lines to fall across the roadway. Utility crews and emergency personnel are currently on scene.

The estimated duration of the closure is approximately two hours, pending removal of hazards and establishment of a safe traffic pattern around the incident.

The Schuylkill Haven Borough Police Department will provide updates as they become available and urge all motorists to use caution, follow posted detour signs, and seek alternate routes when possible.

Schuylkill Haven Borough Police are advising of (2) spoofing incidents in the past three weeks of scams involving their office phone number. In the first incident, the victim received a call from a phone number identified as the police department. The suspect identified themselves as a police officer and used the name of a legitimate officer in the department which can be found online. The suspect had what the victim described as a unique accent. The suspect requested access to the victims computer. The victim did not provide the suspect with additional information because they happen to personally know the officer.

In the second incident, the suspect described himself as a Police Officer and provided a name and badge number. The caller ID displayed the Borough Police Department. This suspect requested money in the form of Bit Coin be sent to them.

In each situation, the victim called the number back and spoke to a legitimate police officer for Schuylkill Haven Borough Police Department. Schuylkill Haven Borough Police advise the public, a police officer from any police department would never call seeking access to your computer or in any manner ask you to send them money. Using a phone number of another to place a phone call is called spoofing and is a common tactic used by criminals to scam victims.
