Regarding Flock: Barry Graham stated in the Candidate Forum on Monday, that the City is taking steps to "Scrap the program completely". In reality, the Council never even discussed scrapping the program.
Flock still has a contract until the end of 2027. Barry can not tell the truth no matter what the topic.

Here is what the new ordinance will address:
Draft a formal ordinance governing Scottsdale’s use of ALPR technology, including criminal penalties for misuse.
Conduct independent audits, including an initial audit followed by annual reviews by the City Auditor.
Evaluate alternative ALPR vendors and provide options that offer greater city control over data ownership, privacy, security and data sharing.
Review Scottsdale’s contract with Flock Safety and report on termination provisions, costs, data disposition requirements and transition options.
Develop a vendor transition plan to ensure public safety capabilities remain in place if the city changes providers.
Prepare for a future transition from Flock Safety, with city leadership directed not to include funding for the contract in the proposed FY 2027-28 budget.
Explore creating a public technology transparency webpage identifying law enforcement technologies used by the city.
Consider limiting the number of city employees with access to ALPR technology and data.
Prohibit federal access to Scottsdale’s ALPR data, except when required by law, such as through a valid subpoena or warrant.
Require annual training and signed attestations for all authorized users, along with annual policy reviews.
Review the current data retention schedule and pursue a shorter retention period if appropriate.
Return with additional recommendations staff believes would strengthen oversight, transparency and accountability.

For those who do not know a lot about City Council candidate, Raoul Zubia, he comes from a family of musicians. His brothers Mark and Lawrence founded the band, the Pistoleros, that were inducted into the Arizona Music and Entertainment Hall Of Fame on July 3, 2019.

On October 23 at 6:00 pm, the Pistoleros, will be honored with a plaque on Mill Avenue at this Downtown Tempe - Mill Avenue & Lake Districts event.
They join revered bands Dead Hot Workshop, Gin Blossoms and Walter Richardson that also have plaques on Mill Avenue’s Music Walk of Fame.
Immediately following the ceremony, Farmer Wilson Music + Steve Jones + Bad Cactus Brass Band will perform a few Pistoleros tunes

Throughout the candidate forum, Barry and Michelle strategized and talked while Raoul was speaking. Were they planning their next move? When you see the whole 1 hour forum, it was obvious they each played their part - Michelle plays the Pit Bull while Barry plays nice.

I stood right next to the camera and you can see Barry is speaking directly at the camera.
If you have ever watched a City Council meeting, you will see his speeches are always Political Grandstanding and Self Promotion.

Camera-First Politics - Barry Graham is more interested in his campaign image than the people in the room.
Barry Graham is all about Performative Politics: Treating a public debate like a campaign commercial.

BARRY GRAHAM’S FARMERS MARKET PARKING DISASTER!

Barry Graham and his Council faction moved the Farmers Market to a location with a shortage of parking. Now shoppers have to walk just to get to the market!

Would you RE ELECT Barry Graham? - He is the Councilman who Constantly IGNORES the residents when they take the time to speak at a Council meeting. Maybe that's why he voted to move public comment to the end of the meeting, so he could pursued you to give up and go home.
